The Centre for International Studies (CERI) is launching a call for expressions of interest within the framework of the Horizon Europe MSCA Postdoctoral Fellowships 2025 call for projects, aimed at post-docs who would like to join CERI for 2-3 years.
The publication of the call for projects has been delayed, the provisional call opening date indicated by the European Commission is May 8, 2025:

A.Eligibility rules

Common rules
The applicants, at the date of the call deadline, must:
• be in possession of a doctoral degree
• have a maximum of 8 years full-time equivalent (FTE) experience in research, measured from the date of award of the first doctoral degree.
The rule of the 8 years full-time equivalent experience in research after the PhD can be extended in some situations: maternity leave, paternity leave, long-term sick leave, compulsory national service, time spent not working in research, career breaks (please refer to the call documents).

Specific rules
1. Extension of the 8 years FTE experience in research
For the European Fellowships (EF), research in a non-associated Third Country (only for nationals or long-term residents of Member States or Associated Countries, wishing to reintegrate in Europe) can extend the 8 years FTE experience in research period.
2. Nationality rule
For the Global Fellowships (GF), only the nationals or long-term residents of Member States or Associated Countries can apply. Long-term residence means a period of legal and continuous residence within EU Member States or Horizon Europe associated countries of at least 5 consecutive years. Periods of absence from the territory of the EU Member State or Horizon Europe Associated Country will be considered for the calculation of this period where they are shorter than six consecutive months and do not exceed ten months in total within this period.
3. Mobility rule
• For the European Fellowships (EF): the applicant cannot have resided or carried out their main activity (work, studies, etc.) in France for more than 12 months in the 36 months immediately prior to the call deadline (September 10, 2025).
• For the Global Fellowships (GF): the applicant cannot have resided or carried out their main activity (work, studies, etc.) in the country of the associated partner hosting the outgoing phase for more than 12 months in the 36 months immediately prior to the call deadline (September 10, 2025).
Please note that in case of a successful application you will be requested to provide appropriate documentation to prove your eligibility claims.

B. Application process

Candidates for a postdoctoral fellowship under the HE MSCA PF 2025 program who wish to be supported by CERI are invited to send their application by Monday June 9, 2025. to Roxana Vermel, European and International Projects Manager (roxana.vermel@sciencespo.fr).

The application must include the following:
• a letter of intent explaining the choice of CERI and specifying the name of the prospective academic supervisor at CERI (as well as the supervisor at the institution hosting the candidate during the outgoing phase for the GF projects)
• a CV with the list of publications
• a pre-project outlining the project's objectives, the progress beyond the state of the art, the methodology and the bibliography (3 - 4 pages).

Applicants must ensure that they meet the above-mentioned eligibility requirements before sending their expression of interest to CERI.

The applications will be examined by the CERI Board and applicants will be informed of the outcome of the pre-selection process by June 25, 2025.

Selected candidates will receive scientific and administrative support to prepare their proposals
for submission to the European Commission.
