In a report submitted to the European Parliament, Professor Maduro provides a democratic explanation for the crisis and the EU’s failure in successfully addressing it so far. Its report argues that the solution to the crisis and the future of EU governance must depart from a renewed justification of the project of European integration which must be founded on its democratic and justice enhancing potential. He criticizes two mainstream models of governance for the Euro area and explains the advantages and political viability of an alternative model based on a new EU budget, new EU policies, more EU politics and a more effective political authority. The financial solidarity necessary for any successful model of governance of the EU must be detached from transfers between states and related, instead, to the wealth generated by the process of Economic integration. Miguel Poiares Maduro is Professor and Director of the Global Governance Programme at European University Institute. He is a Visiting Professor of Law and Gruber Global Constitutionalism Fellow at Yale Law School He served as Advocate General for the European Court of Justice in Luxembourg from 2003 to 2009. He specializes in European Union law, international economic law, constitutional law, and comparative institutional analysis. He has been a visiting professor at several academic institutions, including the College of Europe (Bruges), Católica Portuguesa, University of Chicago Law School, and the London School of Economics. He is a graduate of the European University Institute and the University of Lisbon.
