As the war in Ukraine continues into its second year, PSIA is honoured to welcome Josep Borrell. Following a short address on “The Birth of a Geopolitical Europe”, he will take questions from students, in an exchange moderated by PSIA Dean Arancha González.

Josep Borrell Fontelles is, since December 2019, the High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission. He previously served as Spanish Foreign Minister (2018-2019) and as President of the European Parliament (2004-2007), of which he was a Member from 2004-2009.

Having initially been trained as an aeronautical engineer and economist before his entry into politics, he became Spanish State Secretary for the Treasury (1984-1991), before being elected as a Member of the Parliament of Spain (1986-2003), and serving as Spanish Minister of Public Works, Transport, Telecommunications and the Environment (1991-1996).

From 2010-2012, Josep Borrell was President of the European University Institute (EUI) and held the Jean Monnet Chair in European Economic Integration at the Complutense University of Madrid (2013-2016).
