Promoting Open Access at the European Level
The end of October is not only a time to celebrate Halloween or attend our Paris Climate & Nature Week, it's the best time of the year to promote and learn about Open Access.
From 20 to 26 October, the 2025 International Access Week, with a focus on “Who Owns Our Knowledge?, is gathering worldwide interest. A core notion of the research culture, Open Access is about sharing freely research, data, and educational resources without any barriers, whether financial, legal, or technical. The concept was crafted in the 1970s and took a whole new meaning as the digital age unrolled.
Through its European university alliance, CIVICA, Sciences Po ensures that research outputs are openly available and promotes shared infrastructures and practices. The libraries of the ten CIVICA universities work relentlessly to advance this pressing topic through policies, publishing agreements, and research repositories.

About Open Access at Sciences Po's Library
SPIRE, Sciences Po’s institutional repository, contains nearly 12,000 open full-text documents. The repository is a cornerstone of Sciences Po’s Open Science Policy, which obliges researchers to deposit their work. In addition to infrastructure, Sciences Po fosters debate, for example through a dialogue on the future challenges of open educational resources with Bocconi, “Open Access and Textbooks: Is a Completely Open Education Possible?”.
