Drawing on insights from company visits in China and on discussions among practitioners of trade policy in the US and Japan, this talk identifies underappreciated risks and weaknesses, in order to suggest ways forward in economic security. It is counter-productive to implement de-risking as a vaguely defined shock therapy for European companies, overlooking human networks that persist even after instances of ostensibly complete decoupling, and adopting formalistic supply chain policies that do not constructively generate new, reliable supplies.
