The prospects are grim for the world's most vulnerable, who will face worsening humanitarian crises in 2023. Which countries are the most at risk? What are the drivers? And what can be done to help break the cycle of crisis and rebuild the collapsing humanitarian guardrails to protect vulnerable populations? 

The Emergency Watchlist report by the International Rescue Committee (IRC) provides an assessment of the 20 countries at greatest risk of new or worsening humanitarian emergencies. On the occasion of the publication of its 2023 report, Harlem Désir, the IRC's Senior Vice President for Europe, will present the context and proposed roadmap for action.

A discussion will follow with Roland Marchal, researcher at Sciences Po-CERI, whose research focuses on the economies and conflicts in sub-Saharan Africa.
