The Economic Impact of Trade Sanctions on Russia

Since the start of Russia's invasion of Ukraine, economic sanctions have been imposed on Russia on a scale rarely seen in modern times. As the nature and extent of Russian violence worsens, there are growing calls for even tougher sanctions and, in particular, for a drastic reduction of EU imports of key commodities from Russia.

Sciences Po Economists have been doing real-time analysis using recent research tools to evaluate the likely impact of existing and potential additional sanctions. 

Participants in the panel are professors in the Economics Department at Sciences Po. They will present a number of results from their recent work and discuss policy implications. 

Sergei Guriev is the former ERBD Chief Economist. Isabelle Méjean's current research focuses on the transmission of shocks across countries. Xavier Ragot is the president of OFCE and has recently worked on short-term effects of the Ukraine War on the French economy. Moritz Schularick specializes in finance and has done research on potential economic impact of a cut-off from Russian energy imports on German GDP. The discussion will be moderated by Arancha Gonzalez, Dean of PSIA, Sciences Po.

BIOGRAPHIES

Sergei Guriev
Professor of Economics, Sciences Po

Sergei Guriev joined the Department in 2013 and since 2019, he is the Scientific Director of Sciences Po's Master's and PhD programmes in economics. He is a Research Fellow at the Center for Economic Policy Research (CEPR) and member of the Executive Committee of the International Economic Association. In 2016-19, he served as the Chief Economist at the European Bank for Reconstruction and Development.

Dr. Guriev’s research interests include contract theory, corporate governance, political economics and labour mobility. Dr. Guriev has published in international refereed journals including American Economic Review, Journal of European Economic Association, Journal of Economic Perspectives and American Political Science Review.

Prior to joining Sciences Po, Sergei Guriev visited the Department of Economics at M.I.T. for a one-year post-doctoral placement in 1997-98, and in 2003-2004, the Department of Economics at Princeton University as a Visiting Assistant Professor. In 1999-2013, he was on the faculty of the New Economic School in Moscow, in 2004-13 being a tenured faculty member and Rector of the New Economic School.

Isabelle Mejean
Professor of Economics, Sciences Po

Isabelle Mejean is Professor of Economics at the Department since 2021. She is also a Research Fellow at the Centre for Economic Policy and Research (CEPR). Among her editorial duties, she is the Managing Editor of Economic Policy as of October 2021 (and just completed a mandate as the Co-Editor of the European Economic Review). She is a member of the Conseil d’Analyse Économique since 2020 as well as Member of the Scientific Advisory Council of the Kiel Institute. She has recently co-authored an article on supply chain disruptions (released on 22 March).

Isabelle Mejean's research interests span international macroeconomics and international trade. She is particularly interested in the structure of firm-to-firm trade networks and its consequences for various aggregate outcomes. She was awarded an ERC Starting Grant in 2017 for her project Firm-to-Firm Trade Networks (TRADENET) which sets out to analyse the propagation of shocks through international trade which she shows are favoured and amplified by the microeconomic structure of trade networks with an end-effect on the dynamics and volatility of aggregate trade.

Xavier Ragot
Professor of Economics, Sciences Po; President, OFCE

Xavier Ragot, CNRS Director and Professor at the Department, is currently President of OFCE (Research Centre of Sciences Po), an independent institute dedicated to economic research and forecasting. His research focuses on monetary and financial macroeconomic issues, European issues and heterogeneous agents. He has published in French and international economic journal, his last book Civiliser le capitalisme was published by Fayard in 2019. Xavier Ragot co-authored a recent report "War in Ukraine: What short-term effects on the French economy?" (released on 30 March).

He has also been chief economist at the Agency for Industrial Innovation from 2007 to 2008, Senior Economist at the Banque de France from 2008 to 2011, and economic advisor of the Ministry of Economics from 2012 to 2013. He is member of the Conseil d'analyse économique of the Prime Minister since 2014 and is a member of the Franco-German Council of Economic Experts since 2019. He is also member of various councils (CNP, COE).

Moritz Schularick
Professor of Economics, Sciences Po

Moritz Schularick is Professor of Economics at Sciences Po, Director of the MacroFinance Lab, and a Principal Investigator in the DFG-Excellence Cluster ECONtribute. He works in the fields of macrofinance, banking and financial stability, as well as international finance, political economy, and economic history. Moritz Schularick published an “ECONtribute Policy Brief” on the potential economic impact of a cut-off from Russian energy imports on German GDP (released on 8 March).

He is one of the recipients of the 2022 Leibniz-Preis, Germany's most important research prize awarded by the German Science Foundation (DFG). In 2018, he received the Gossen-Prize of the German Economic Association. In the same year, he began work on a research project on housing markets, monetary policy and asset prices, financed by a grant from the European Research Council (ERC).

He is a frequent consultant to central banks and contributes to public debates across different media.

Thierry Mayer
Professor of Economics, Sciences Po; Chair of the Department of Economics

Thierry Mayer is a French economist and Professor of Economics at Sciences Po. He belongs to the most frequently-cited economists in the field of international trade. In 2006, Mayer and Etienne Wasmer were awarded the Best Young Economist of France Award by Cercle des économistes and Le Monde.
