Although the Seville Fair is part of a lively tradition of popular festivals, it clearly distinguishes itself from others of its kind on account of its very exclusive nature. The festival is organised around casetas, small traditional-style fabric houses, the vast majority of which are private (only 1.7% of the 1,052 casetas are open to the public). Because it is a site of social exclusivity par excellence, a place for upholding family social capital (sometimes across several generations), the fair challenges the democratic society and triggers controversy and debate, especially when it comes to its management by the municipality. Its model of a sold-out party has also given birth to the phenomenon of a counter-feria, which developed during the moment of democratic transition around organisations of political opposition. Offering a history of the feria that splits up the group, that strips away its illusion and reinscribes it in the social and political trajectories of the individuals and groups that participate in it transforms this prominent object of local chronicles and tourist brochures into an object of social science that enables the examination of social and political networks.

Amérique latine - L’Année politique is a publication by CERI-Sciences Po’s Political Observatory of Latin America and the Caribbean (OPALC). The study extends the work presented on the Observatory’s website (www.sciencespo.fr/opalc) by offering tools for understanding a continent that is in the grip of deep transformations.
Yet there is ample literature devoted to the sociology of the police in the western world, little research focuses on Arab countries. This study tries to fill this gap by offering an ethnographic study of Ras Beirut police station, the first and the only police station in Lebanon that has been reformed according to the community policing model. The academic works focusing on the importation of this model in developing countries point out how difficult it is to implement and emphasize its negative outcomes due to the local characteristics of each country. Fragmented on a sectarian and a political ground, Lebanon remains a perfect field to explore this hypothesis. Indeed the divisions of the Lebanese state weaken the interactions between the public and the private security forces. Nevertheless, many others factors, beyond the religious and the political divisions, explain Ras Beirut’s failure. The internal dynamics at work inside the police station and the influence of the patronage networks reduce considerably the chances of its success.

War since 1979 and the reconstruction of the state under Western tutelage since 2001 have led to a simplification of the identity of Afghan society, through an invention of ethnicity and tradition – a process behind which the control or the ownership of the political and economic resources of the country are at stake. Hazarajat is a remarkable observation site of this process. Its forced integration into the nascent Afghan state during the late nineteenth century has left a mark on its history. The people of Hazara, mainly Shi’ite, has been relegated to a subordinate position from which it got out of progressively, only by means of jihad against the Soviet occupation in the 1980s and the US intervention in 2001, at the ost of an ethnicization of its social and political consciousness. Ethnicity, however, is based on a less communitarian than unequal moral and political economy. Post-war aid to state-building has polarized social relations, while strengthening their ethnicization: donors and NGOs remain prisoners of a cultural, if not orientalist approach to the country that they thereby contribute to “traditionalize”, while development aid destabilizes the “traditional” society by accelerating its monetization and commodification.

After joining the European Union in 2004 or 2007, all Central and Eastern European countries have expressed their will to transfer their experience of democratization, transition to market economy and introduction of the rule of law to other regions in transition. They have influenced in particular the launching of an EU policy towards the East, which was so far rather absent, and of the European Neighbourhood Policy in 2003. The rhetoric developed is particularly strong and visible, but what about the implementation of the aid policies to transition? Which reality does the political discourse entail, both in its bilateral and multilateral dimensions? Central and Eastern European countries do not represent a homogeneous bloc of countries and have constructed their foreign policy discourse on older ideological traditions and different geographical priorities. Despite the commitment of a group of actors from civil society and reforms in the field of development policy, the scarce means at disposal would need to be better mobilized in order to meet expectations. In the context of the economic crisis, the search for a concensus on interests to protect and means to mobilize, like through the Visegrad Group and other formats like the Weimar Triangle, appears to be a meaningful option to follow in order to reinforce the coherence of foreign policy actions implemented.

Collective mobilizations in post-Soviet Russia constitute an enigma for Western political sociology due to their numerical weakness and their incapacity to strengthen democratic practices in the country. This perplexity can be explained by the unsuitability of the research tools used for their study. Academic research on social mobilization has long been based primarily on postulates concerning the modernization of social movements in a economically and politically liberal context. Western and Russian leaders involved in the transition process demonstrated a will to foster the constitution of organizations independent from the State and the creation of a civil society as an opposition force. In the early 90’s, the practices of voluntary organizations in Russia became closer to Western ones. Notions such as “associative entrepreneurship”, “professionalization” or “frustration” were shared by Russian movements. However, later evolutions showed the unsuitability of these concepts to understanding the full complexity of these movements. That is why this issue of “Research in question” aims to suggest new theoretical perspectives for studying associations in Russia. These are at the crossroads of various grammars, where civic and liberal principles are combined with domestic and patriotic preoccupations. This complexity, which resists a purely liberal vision of social organizations, draws convergent criticisms against their action. In order to investigate this complexity of practices as well as criticisms, the tools produced by a pragmatic and multiculturalist sociology are useful to show the diversity of social and political bonds that link militants in contemporary Russia.

This paper examines how the World Conference against Racism in Durban 2001 intensified an old debate in India about caste and race. The controversy arose after the ‘National Campaign on Dalit Human Rights’ wanted to present caste discrimination in Durban as equivalent to racial discrimination. The Indian government protested, and distinguished sociologists entered the fray by claiming that race is a western concept which cannot be compared to caste, strengthening the official position. Conceptual logic became central to the debate. First, the position represents conventional knowledge, which reflects the anti-colonial attempt to define race as being irrelevant to India. But, secondly, the scholarly discourse acted to exclude oppression from the debate in clear contrast to the Durban agenda on racism and intolerance. The debate showed, broadly, how Durban represented a transformative potential by connecting global racism discourse to the moral status of an embedded postcolonial state. Further, the paper argues that the dominating conceptual focus reflects a paradigmatic individualism, which informs the scholarly approach to modern caste formations. While individualist approaches exclude Dalit rhetoric as subjective, they do not sufficiently acknowledge that the exclusionary logics inflicted on Dalits in modern bureaucratic institutions is a racial dynamic. To shed light on the Durban controversy, the paper outlines the larger background to caste in India and provides examples of Dalit discourse. It also presents the formation of the human rights network and controversial issues regarding the way they define themselves as NGOs, Dalits and Christians. These attributed properties were fundamental for the debate(s). Durban cannot be seen as an episode with tangible empirical impact. Rather, the debate was an intense moment in an ongoing historical argument about hierarchical practices and equality in India as well as about its moral status in the global community. In December 2006, however, at an international conference in New Delhi, the Prime Minister of India compared the Dalit situation to apartheid.
During the first decade of the 21st century the Gulf States undertook reforms of their social policies based on the generous redistribution of hydrocarbon profits. One of the elements of the redistribution was to guarantee of employment. Beginning in the 1990s rising unemployment indicated that the traditional employment policies were ineffective, generating social tensions as evidenced in the "Arab spring". The goal of the reforms is to move nationals into salaried jobs in the private sector, currently held largely by foreign workers. The change is strongly opposed by business executives and local entrepreneurs. Having become accustomed to inexpensive foreign workers they object to the increased costs entailed by the reforms. The royal families are thus obliged to negotiate between the interests of the private sector, often aligned with their own, and the dissatisfaction of the young, the group most impacted by unemployment and the key players in the protests that erupted in 2011 in Bahrain, Saudi-Arabia and Oman.
In Morocco describing an activity as having a « participative » character vests it with all the virtues of civil society and implies it is a panacea. The launch in 2005 of the National Initiative for Human Development (NIHD), a program calling for the mobilization of everyone in the fight against poverty, can be considered a symbol of this « participation phenomenon ». By analyzing its norms and styles of action on which they are based it is possible to discover the internal logic of the participatory phenomenon and to see how it shapes politics. The promotion of certain styles of action, those combining the virtues of civil society with the technical support of participative policies, transforms the criteria of legitimation. Also, the moral values ascribed to participation justify the violation of other social norms, both economic and political, which have nothing to do with participation. Such an approach, developed here on the basis of the INDH at El Hajeb, brings to light the complex ideology on which the subject of participation is based as well as its active and creative role in the political configurations which draw their legitimacy from the value placed on participation.
“Natural” risks and catastrophes appeared in the international arena in the early 1990s. A real « world » of “natural” catastrophes has emerged internationally and has become more and more institutionalized. This study raises questions such as: how has this space been built? How do actors legitimize its necessity? What does it tell us about the way the contemporary world manages fears globally? A diachronic approach of this double process of internationalization and institutionalization allows the author to situate the phenomenon in the historical and global context, and notably of a context of transformation of the notion of security. The sociological analysis of the main multilateral organizations that contribute to forming this space invites us to apprehend the various lines of tension that cross over, and to foresee its complexity. Despite the many attempts to make this space appear as a “community” of sense and practices, strong disparities characterize the actors’ approaches.

Cross-border cooperation in the EU policy of regional development is crucial for three reasons: it reinforces partnerships between, on the one hand, central, regional and local agents, and on the other hand, public, private, and associative actors; it rests on the decentralized structure of states, assigning to each level of intervention a unique role in the development process. Finally, it supports local initiative. Cross-border cooperation becomes a vehicle for the “multi-level governance” that the EU intends to promote, by linking organization of regionalized action, cooperation between actors, and solid territorial establishment. For Turkey the task represents a challenge and an opportunity. A challenge, because regionalization directly affects the unitary structure of the state. An opportunity, because the EU does not impose any model of decentralization. On the contrary, the EU gives national actors the chance to create their own public structures in function of their historical path and the negotiation between the centre and the periphery. This is what this study ultimately attempts to show, stressing two aspects of Turkish transformations: decentralization is not a precondition for membership and that different forms of cooperation exist at the borders with Bulgaria and Syria, as a proof of the Europeanization of the Turkish public administrations.
The post-interventionist development adopted by Indian governments from the mid-1980s onwards has enabled companies to further participate in the economic growth. Still, growth benefits are very unevenly distributed while social and environmental externalities weigh more and more on Indian society. In such a context, while public regulation tends to reduce social and environmental judicial constraints in order to encourage rapid growth of investments, civil society groups are intensifying their regulatory actions on private companies, and advocate for a balance of public policies in favor of a better protection of the social groups most affected by economic activity, and for a better protection of the environment. As a response, big companies are revising their strategies and practices of corporate social responsibility (CSR), to preserve their social legitimacy and the conciliatory attitude of the State. This study explores the recomposition of relationships and balances of power between economic actors, the State and the civil society, in a context of national modernization. It provides a detailed analysis of stakes and dynamics within public and civil society regulation, as well as companies’ self-regulations.

The "Swedish method" refers to the Swedes' collective capacity to adapt to the successive economic and social challenges they face in today's world. The present study attempts to raise and shed light on two issues: the inner workings of the "Swedish method"; its sustainability in the current phase of globalization. More specifically, we try to determine whether confidence and social cohesion, at the heart of Sweden's success, may be affected by the changes in public policy induced by a strategy of openness and adaptation that Sweden has considerably encouraged in recent years. We begin by surveying the literature on the relationship between confidence, social cohesion and economic performance to measure the respective importance of the factors of social cohesion. We then show how these components have been crystallized into institutions according to three socioeconomic rationales, the social democratic rationale at the heart of the Swedish system differing from the rationale of social segmentation. The study then takes a fresh look at Sweden's economic and social performance today and describes in detail the contemporary Swedish growth strategy, typical of a "small" country. We then describe the evolution of macroeconomic, fiscal, immigration and education policies and point out a weakening of collective protection schemes and the alteration of certain crucial public policies, an evolution that in the long run could call into question the Swedish governance strategy by eroding social cohesion.
Social cohesion stands out as a major element of the “Norwegian model”. Norway can even be seen as a sort of laboratory where one can measure both the positive and the negative effects of such a priority and examine its components. The Norwegian social-democratic model – i.e. economical and social policies aiming at reinforcing social cohesion – is largely a product of the remarkable ethnic and cultural homogeneity that has historically characterized Norway. Though this political strategy has generated considerable achievements, it would appear to be in jeopardy today. This study will examine three main questions: considering international movements of people, is it possible to maintain ethnic and cultural homogeneity in a country with an open market? As Norway faces growing international competition, is there not a risk that the adverse effects of social homogeneity will supersede its advantages? Lastly, will oil revenues be enough to finance the continuation of this Norwegian model despite perturbations associated with globalization?
When the USSR collapsed, about 25 million Russians suddenly found themselves outside the Federation borders. This Russian diaspora has since then been defended by various lobbies based in Moscow. Some have simply the status of an association; others enjoy considerable institutional recognition in Parliament, various ministries or the executive in Moscow. The diaspora theme has undergone a profound evolution in the Russian political space: during the early 1990s it was first considered as a nationalist demand initiated within marginal circles, and since then has progressively been taken up by the state as a “politically correct” stance. In the space of 15 years, organizations defending the Russian diaspora’s rights have managed to become totally institutionalized and have gained influence on legislation regarding federal aid to the diaspora. The wide variety of terminology used to name this phenomenon, the use of the word ‘compatriot’ (judicially improper), the ethnicisation of the discourse, as well as the administrative efforts made to develop new and depoliticized conceptions of the Russian diaspora all show the underlying identity issues behind the diaspora question.
Since the mid-1990s, a global political battle has developed around one of the most promising industries of the future: biotechnology. While transgenic technology showed great promise and became widely adopted in North America, it also became the target of a global resistance movement including non-governmental organizations (NGOs), key states, and international organizations. The emerging consensus among OECD countries embedded in the 1994 WTO agreement quickly collapsed after 1999, as the EU, Japan, Korea, and other countries led a counter-movement. The battle entails several dimensions—modern technology and human progress, global trade, environmental protection, health, food security, development, democratic deficit, and cultural identity—making it one of the fault lines in globalization. State policy with respect to genetically modified organisms (GMOs) includes both national regulations and support for global standards in international negotiations such as the 2000 Cartagena Protocol on Biosafety. This study analyzes the stakes in the battle for global governance, the key actors, and the principal battlefields. It then focuses on the roles of two key players, the EU and Japan, and how they led the move toward a more precautionary approach. The study reveals the political mechanisms behind this transformation, emphasizing the role of emerging civil society movements as the determining trigger for policy change.
Is the concept of “human security”, which has been discussed and debated in international organizations and academic circles since 1994, simply “hot air”, as its critics claim? Or does it provide a suitable framework for proposing multisectoral, integrated solutions in a world that is increasingly interconnected? While there is no consensus as to the exact definition of the term, human security goes beyond traditional notions of security to focus on such issues as development and respect for human rights. To some the concept is attractive, but analytically weak since it introduces too many variables that are not necessarily linked together. To others, human security concerns should be limited to situations marked by the threat or outbreak of violence. For those who favour a broad definition (as does this author), the human security agenda provides the means to assess the root causes of conflict (whether intra-state or inter-state), to propose adequate policies for resolving crises, and to provide the means for sustainable peace-building. In so doing human security policies focus on social and economic issues as they affect the individual, arguing that security (in the narrow sense of the term) is dependent on a wide-ranging network of factors that require a comprehensive approach to be effective. The paper introduces the various documents on the subject produced by international organizations, takes up the problem of the relation between academic research and policy-making, and points to a certain number of cases in which nations or regional organizations have included human security as a foreign policy option. Throughout the paper reference is made to the case of Afghanistan that is treated in the study reproduced in annex.
Thaksin Shinawatra, Thailand’s Prime Minister, is a man of superlatives: the billionaire telecommunications tycoon is the only elected Thai head of government to have managed to get through an entire legislative term before being triumphantly reelected to a second mandate. His party, Thai Rak Thai (“Thais Love Thais”), rules with an overwhelming majority. Having rose to power in the wake of the 1997 Asian crisis and the promulgation of Thailand’s democratic Constitution the same year, Thaksin exemplifies the country’s recent history: he is heir to the authoritarian military regimes of the 1960-1970 and the product of a political and economic liberalization that brought businessmen transformed into professional politicians to power. But whether the “Thaksin system” – a blend of authoritarianism and liberalism – has put the brakes on twenty-five years of political democratization or if he embodies a “Thai way” to democracy, the Prime Minister cannot rule to please himself: he is faced with a dynamic, complex and organized civil society that has already proven in at least three different instances its striking talent for political mobilization.
Alongside the socialist society that Cuba is in the process of constructing, an unofficial “civil society” is actually taking shape, made up for the most part of dissident movements. The Cuban Catholic Church, the only non-Castrist institution in existence, is playing a crucial role in maintaining a certain balance between the two; the Church’s dual nature – universal in scope but locally implanted – has fostered a unique conception of its relation to Cuban society, all the more so as its ambition is above all to win back a position of influence and reaffirm its central status. This ambition is furthered by two means, both of which are basically handled by secular representatives, in particular by groups associated with Dagoberto Valdès. On one hand there is a pragmatic approach based on social work and the activities of training centers; on the other an effort to rethink the role of the Church in relation to society and envisage the possibility of a new form of citizenship founded on Catholic values. The charitable initiatives are acceptable to the regime; but the same does not hold as far as the resolve to become active social participants is concerned, a move seen as a form of defense of conservative, backward-looking options. In addition relations between the Church and dissident movements are strained. This ambiguous situation might well render the role of Catholics in the post-Castrist transition more uncertain, even though the Church’s expertise will be required for national reconciliation to take place.
The study of the population movements caused by the major Chinese hydraulic projects reveals the true extent of the change which has come about in relations between the State and society in China. The construction of the Three Gorges dam – which led to considerable controversy both within China and beyond – is a prime case in point. As well as its social consequences, this infrastructure project has ramifications in the political, economic and legal domains, notably because of the forced migrations which it has entailed. The manner in which this question has been managed – both by central government, which planned the project, and by the provincial governments, which had to manage time constraints and financial and human resources at first hand – illustrates the extent to which the country has moved away from the authoritarian approach which had currency under the rule of Chairman Mao. The study of the project provides insights into the manner in which the authorities on the ground actually applied the directives received from the Centre, and into the difficulty encountered by the rulers in Beijing in ensuring that their centralised vision of the new China holds sway. The way in which the sensitive issue of forced migrations has been managed highlights what is at stake in the disputes between the various players, i.e. officials in the many ministries concerned, local and provincial authorities, displaced populations and host populations. The specific modes of justification employed by each group provide pointers towards an understanding of the complexity of China's new "civil society".
In developing countries, the impact of the HIV epidemic has revealed the potentially devastating effects of inadequate public heath polices: disappearance of working-age adults, decrease in food resources, arrest of growth, domestic instability, monopolization of scarce resources to the detriment of other investments. The negative impact of epidemics does not only affect states, but also impinges directly on global governance. Public health is an area in which international policies will intervene massively in the coming years. Underestimating the issues involved could lead to greater world instability. This study aims to demonstrate the importance of public health for global governance and take stock of the transformations it encourages or requires at the global level. First it takes a look at the actors. The increasing role of non-government actors points up the limits of states and international organizations, and the latter two need to adjust their practices to public health issues. Second, the study examines the frameworks in which public health policies are devised, questioning the role of certain actors in defining these policies and the appropriateness of the multilateral trade framework for addressing issues of public health. In that it calls into question its modes of regulation, public health has emerged as a concern for global governance.
The « new economy » in South Korea rhymes with the Internet. In 2003, the “land of morning calm” has actually become the most connected country in the world. The present study tackles this phenomenon from a number of angles. The Internet is not only considered as a physical network but a lever of transformation of the country’s economic and social life. Although the role of the state has been decisive and remains focal, it is not enough to explain the extreme rapidity with which the new electronic medium spread, which is due to a broad range of causes. The Korean experience differs from former ones in that it extends well beyond the market sphere (e-commerce) to areas such as education, volunteer associations and even politics. The emergence of a national dimension constitutes another characteristic that at first seems paradoxical, since the Internet is so universal in scope. Yet observation of the evolution of Internet traffic on the national level confirms this trend. South Korea is far from an exceptional case in Asia, but the country has taken the lead over its neighbors, becoming a new “model.” Beyond these singular features, the Korean experience in the use of the Internet again demonstrates that a global “information revolution” – in other words, a process that is quickly reshaping the material bases of an entire society – is underway.

Since the early nineteen-eighties, the new political visibility of Latinos has been referred to as the awakening of a “sleeping giant.” Their increased political expression, be it in the form of protest action during civil rights movements or electoral participation, marks a turning point in the integration of Hispanics in the American public sphere. With a growing number of voters, candidates and elected officials, Latinos have emerged on the political scene. The increasingly influential role of pan-ethnic interest groups and new opportunities for political participation created by the development of transnational networks have contributed to the elaboration of this new participative framework. Yet their electoral and political influence remains below the demographic, economic, social and cultural importance of these some 35 million individuals who make up over 12 percent of the U.S. population. Most of the minority groups still encounter major obstacles to political access. These are partly structural, but also internal to the group: not only is it divided over domestic or foreign issues, it is fragmented by national origin, status and generation. The singular nature of immigration from Latin America, the continuity of migratory flows and their diversity, all constantly rekindle divergences over what strategy Latinos should adopt for participating in the public debate. They also highlight the fictional, both functional and dysfunction, nature of ethnic categorization in the United States. The ethnic card may be an instrument of participation, but it can also prove to seriously fetter minorities’ entry into politics.
This study aims to provide all the necessary keys to understanding the new round of multilateral trade negotiations set off by the World Trade Organization members in Doha on November 14, 2001. It first presents the circumstances that framed the conference, enabling a new round of talks to begin. After the failure of the Ministerial Conference in Seattle, serious doubts indeed hovered as to whether new multilateral trade talks could be launched. Nevertheless, various factors, such as improved transatlantic relations, consideration of the demands of developing countries and civil society, better Conference preparation and the events of September 11 all created a favorable context for Doha. The study then proceeds to describe the characteristics of the new negotiation round and the stakes involved. In drafting the Doha Declaration, so many last-minute diplomatic compromises were made that the document is complex to interpret, even for the negotiators themselves. How the negotiations will be organized from a practical standpoint is also unclear, and warrants clarification. This study thus summarizes the various issues slated for negotiation and what is at stake, as well as the organization and main deadlines for negotiation. Lastly, it analyzes the current state of negotiations and perspectives in view, without going into detail or predicting the future. At a time when WTO members are in the process of negotiation, any conclusion in this regard would quickly be outdated. However, this study reveals that the context that prevailed at Doha no longer exists, and that today the progress of negotiations has run up against several obstacles, as can be seen in the difficulties they are encountering at this early stage.
Western theories of democracy are not always helpful in studying Third World democracy. One promising way to undertake analysis is to consider democracy not as a political system but as a "language". Whilst in India the written constitution was inspired by models developed in the West, in practice Indian democracy is not based on the values of individualism associated with a liberal ideology. Indeed, initially the nation itself and, afterwards, social groups were considered as the basic units of the political process. This was particularly the case in the early post-independance period under Gandhi's inspiration for he regarded the nation as being composed of traditional communities. Later Nehru would abandon liberal values as a part of a leftist critique, one that would favorize state intervention. Nevertheless the stronger state was not able to undertake the expected redistributive measures due to the conservatism of the Congress Party "bosses " who were above all the representatives of a ruling coalition of large landholders, a capitalist bourgeoisie and the public service elite. The only real sign of progress prior to Nehru's death was the replacement of the first element by an upwardly mobile group of wealthier peasant farmers. Through her populist discourse, Indira Gandhi was able to veer Indian democracy towards greater centralisation and a more pronounced personality cult. As a result the democratic process was discredited and a State of Emergency declared in 1975. The return to democracy in 1977 did not reverse these trends, at least until the liberalisation of 1991. Today Indian democracy remains threatened by powerful groups, the Hindus and the lower castes who, in the name of "majority rights", seek to take power and keep it once and for all. This would amount to ousting minorities from the decision-making process
