Socio-fiscal policies and domestic work

Among social and fiscal expenditures, those related to the hiring of a domestic employee are among the best known and most discussed, especially when it comes to their effective impact in terms of job creation. Yet, an analysis of these socio-fiscal dispositions sustaining domestic work cannot be limited to their impact on employment, especially as the objectives assigned to those programs go well beyond job creation: another rationale to sustain those personal services is that they allow answering social needs.
The objective of this research project is to shed light on the social, political and economic issues at stake with those expenditures, and to analyze their impacts. We investigate the efficiency of policies sustaining domestic work, as well as the public intervention philosophy that is linked to it, and the evolution of the welfare state's priorities that they entail. We also analyze the social, sexual and ethnic divides that these policies generate.
There has already been a publication on that subject, which focused on the evaluation of the same policy introduced in the two different social, political and economic contexts characterizing France and Sweden:
