This text analyses the conditions in which the Central African Republic, a failed state emerging from an existential crisis, is able to play on its own weaknesses and a particular regional and international configuration to coerce the political arena, terrorizing its own population by creating an enemy that is inevitably foreign, and using Russia as an instrument to perpetuate itself. The means and techniques of coercion are extremely modern, even if they are based on a repertoire of coercive practices already well established in Central Africa. Such authoritarianism is based on the construction of a specific threat (transnational armed groups), a lacklustre international community that is exhausting itself in implementing outdated solutions, and a security offer that relegates UN peacekeeping or European training missions to the sidelines: Russian and Rwandan military involvement reflects a desire to substitute the regional and international management of the crisis, while at the same time maintaining a concessionary economy in the mining and agricultural sectors, the primary beneficiaries of which continue to be the rulers in Bangui.

In Latin America, as elsewhere in the world, regional and subregional organizations have multiplied recently. Scholars tend to focus on the variety of regionalisms or their ever changing nature (post-liberal, post-hegemonic...). This study, through a political sociology of regionalism approach, examines Latin American regions and their actors and goes beyond the first set of questions. In this perspective, scrutinizing the regional General Secretaries of the sub-continent is particularly useful to understand how regional powers emerge. With a specific focus on the Southern Common Market (UNSUR), the Common Market of the South (MERCOSUR), the Andean Community of Nations (CAN) and the Central American Integration System (SICA), this research offers a more precise answer to the question of the configuration of power within Latin American regionalisms.

Armed combatant and leader of the Hizbul Mujahideen Burhan Wani was killed by the Indian Army in July 2016. This killing triggered a new phase of insurgency in Kashmir. In the Valley, the local populace started mobilizing against the Indian State in the name of azadi, (freedom). In such volatile context, the production of the national sentiment of the Kashmiris is documented from a distanciated perspective. Frontiers of the national group are explored from New Delhi, as well as the logics of differentiation and otherification of the Kashmiri group towards the Indian one. Kashmiri nationalism therefore more clearly appears in a negative definition (what a Kashmiri is not) than in a positive definition (what a Kashmiri is). The slight and incremental slip of the meaning of azadi demands is at the heart of Kashmiri nationalism. From an original demand for greater autonomy within the Indian Republic, demands of azadi now refer to the independence of the Valley – yet there are nuances that will be studied. They also convey an utter rejection of “Indianess” whether national or citizen. In that respect, New Delhi’s negating the political aspect of the mobilizations that are taking place in the Kashmir Valley has dramatically fuelled the national sentiment of the Kashmiris. The current insurgency that started in July 2016 has sped up the pace of the process. Despite the escalating tensions in the Valley, New Delhi keeps refusing to consider the political dimension of the local social movements, be they violent or peaceful. That is the reason why, beyond Kashmir and Kashmiris themselves, studying the political demands of the Kashmiri population does shed a light on the functioning of the Indian nation and the Indian state.

While the issue of Syrian refugees has led an increasing number of countries to work on curbing arrivals, one country, Turkey, hosts almost half of these refugees. Yet, far from imposing restrictions, Turkey has distinguished itself for its open border policy and large-scale humanitarian contribution. Turkey’s generosity alone is not sufficient to understand this asylum policy put in place specifically for Syrians. There are indeed a number of political factors that indicate a certain level of instrumentalisation of this issue. In particular, Turkey’s benevolent attitude can be explained by Turkey’s early opposition to Assad in the Syrian conflict and its wish to play a role in the post-conflict reconstruction of Syria, as well as by its willingness to extract material and symbolic benefits from the European Union. But the refugee crisis also matters at the level of domestic politics, where different political parties (in power or in the opposition) seem to have used the refugee issue opportunistically, at the expense of a climate favorable to Syrians’ healthy integration in Turkey

The South American continent has experienced a robust economic growth presently overshadowed by an uneven energy integration that fails to meet both an ever-growing industrial and metropolitan demand. Several integration mechanisms co-exist, but a poor integration layout threatens the energy security of the region and individual countries. Several factors contribute to this. Firstly, the very template of regional integration has failed to deliver a valid set of supranational coordination mechanisms aimed at coordinating and sorting out disputes among individual countries. Secondly, national States tie security to self-sufficiency in the face of mutual distrust, thus rendering potential advantages of market and networks integration a less desirable choice. The example of Chile and Peru integration drive reveals many of these dynamics while showing at the same time the windfalls of a transversal sectoral coordination over diplomatic exchange by individual states. What is the potential for an alternative template where the State will play a less intrusive role while consigning territorial disagreements backstage?

This paper aims to review the "state of the art" for examining EU-member state relations. It recognises first of all that EU-member state relationships are interactive. Member states are key actors in making EU policy, and their role in this process is central to policy-making studies. However, European integration has an important impact upon the member states: the phenomenon that has come to be termed Europeanization. We review the literatures concerned with these two directions of flow: the analytical issues raised and the theoretical perspectives deployed. We then turn to the empirical literature on EU-member state relationships, and how it operationalises the theoretical literatures (if at all). This empirical literature tends to be organised in two ways: individual or comparative studies of member states' relationships with the EU; or studies of the impact of the EU on types of political actor/institution or on policy areas/sectors. We review both these literatures. On the basis of the identified strengths and weaknesses in the different literatures examined, we suggest a research agenda for future theoretical and empirical work.

Cross-border cooperation in the EU policy of regional development is crucial for three reasons: it reinforces partnerships between, on the one hand, central, regional and local agents, and on the other hand, public, private, and associative actors; it rests on the decentralized structure of states, assigning to each level of intervention a unique role in the development process. Finally, it supports local initiative. Cross-border cooperation becomes a vehicle for the “multi-level governance” that the EU intends to promote, by linking organization of regionalized action, cooperation between actors, and solid territorial establishment. For Turkey the task represents a challenge and an opportunity. A challenge, because regionalization directly affects the unitary structure of the state. An opportunity, because the EU does not impose any model of decentralization. On the contrary, the EU gives national actors the chance to create their own public structures in function of their historical path and the negotiation between the centre and the periphery. This is what this study ultimately attempts to show, stressing two aspects of Turkish transformations: decentralization is not a precondition for membership and that different forms of cooperation exist at the borders with Bulgaria and Syria, as a proof of the Europeanization of the Turkish public administrations.

The enlargement of the EU to the Central and Eastern European countries raises interrogations concerning the new borders traced by Brussels between the Member States and their future neighbors. What is the impact of the EU enlargement on the Romanian-Moldovan relations and how might the cooperation between the two countries affect the security of the Eastern border of the EU? The analysis on the one hand of the impact of Romania’s preparations for EU membership on its relations with Moldova and the evaluation on the other hand of the limits and success of the European Neighborhood Policy towards Moldova, show that one of the main challenges for the EU will be to reconcile at the same time security and integration.

Since May 1, 2004, the Ukraine and Belarus have become the European Union’s new neighbours. Moldova is bound to follow suit with Romania’s entrance, scheduled for 2007. Enlargement of the EU to the East has sparked debates on what relations the EU should have with its new border states that are not slated for membership in the near future. The discussion has led to the design of a European Neighbourhood Policy (ENP) that blends a regional approach based on shared values with a process of differentiation taking into account the specific characteristics of each country involved. Since their independence, the Ukraine, Belarus and Moldova have developed different identity-based strategies that the new ENP hopes to address while avoiding the creation of new divisions. These strategies in fact oppose those who wish to incorporate European values into their country’s political model and those who, on the contrary, reject these values. The relationship between identity and politics is all the more crucial for the EU’s eastern neighbours since it involves practices with a low level of institutionalization, in the areas of nation-building, the political system as well as foreign policy. A comparative approach confirms the idea that the EU’s new neighbours constitute a regional specificity due to their common past as Soviet republics and their geostrategic position. It also points up the differences between these states as they gradually transform into discrete political spaces with nationalized modes of identification and politicization.

Since their economic development got under way, the ASEAN countries – which essentially manufacture labour-intensive products – have been marked by strong regional integration brought about by the segmentation of the production process engaged in by Japanese companies. In these countries, successive relocations resulted in de facto economic integration at a time when various political groupings intent on blocking the development of communism were also emerging. Since joining the WTO, China – the world’s workshop – has become the hub for trade with the developed countries. In the face of such competition, the ASEAN countries will have to show their capacity to maintain their position in the value chain represented by the production of all of the Asian countries. While a number of econometric studies seem to indicate that the ASEAN countries will succeed in this undertaking thanks to the specific nature of their production apparatus, it is important neither to underestimate China’s ability to learn quickly and its determination to move further up the production chain nor to overlook the total absence of industrial policy on the part of governments in these countries which follow the advice of international organisations. It would seem that the ASEAN countries, faced solely with market forces, cannot hope to enhance their limited ability to move up the production chain.

East Asian economic cooperation has been actively pursued during the past few years, especially after the Asian financial crisis. A number of bilateral and multilateral Free Trade Area (FTA) agreements were concluded or are being negotiated. The recently published East Asia Vision Group Report provides a more concrete roadmap for an East Asian economic community. The ASEAN Free Trade Area (AFTA) became a reality on January 1, 2002, following a 10-years tariff reduction schedule. AFTA aims not only at trade facilitation but at inducing more investment. An ASEAN+3 (i.e. Japan, China and South Korea) FTA was also suggested to build an East Asian Free Trade Area (EAFTA). Japan signed an FTA with Singapore of ASEAN, while China and ASEAN agreed to create FTA within 10 years. On the financial side, the Chiang Mai Initiative created a regional liquidity fund by expanding the existing ASEAN Swap Arrangement to include all ASEAN members and augmented it by a network of bilateral swap arrangements among the ASEAN countries, China, Japan and South Korea. East Asian countries have also established a surveillance mechanism to monitor their economic performance. However, there are many obstacles in further enhancing regional economic cooperation. Structural problems involve political, economic, and cultural heterogeneities among East Asian countries. Low legalization and effectiveness of overlapping regional institutions render deeper regional cooperation difficult. Domestic instability of the ASEAN countries may hamper rapid regional cooperation. Regional rivalry between Japan and China should be an important object of observation. East Asian economic cooperation will be accelerated in the near future. Since the announcement of the ASEAN-China FTA agreement, Japan has attentively sought alliances to vie with growing China and to maintain her influence in the region. The next few years will see the emergence of a number of new bilateral and multilateral relations, both in trade and finance, in East Asia.
