Overview

In 2025, Sciences Po joined NextGenAI, an international consortium bringing together several universities in partnership with OpenAI to develop new research on the uses of artificial intelligence. As part of this initiative, Sciences Po is developing several projects exploring the relationship between artificial intelligence and democracy, within the Institut libre des transformations numériques and the TIERED initiative.

The CDSP is contributing to the Dynamics of Political Issue Evolution project, led by Emiliano Grossman, Director of the CDSP and researcher at the CEE, and Jan Rovny researcher at the CEE. The project uses large language models (LLMs) to analyse long-term transformations in political debate.

Studying the Evolution of Political Issues

How does a political issue emerge in public debate? How do its framing, tone and the positions of different actors evolve over time? What factors contribute to its emergence and its translation into public policy?

The project focuses on major political issues such as immigration, the environment, public budgets and government administration. It aims to better understand how these issues emerge and evolve, as well as the mechanisms through which certain issues gain prominence in public debate and make their way onto the political and legislative agenda.

The CDSP’s Role

The CDSP contributes to the creation and analysis of extensive historical corpora of textual data, including parliamentary debates, speeches, press releases and newspaper articles, going as far back in time as possible, ideally to the nineteenth century.

In collaboration with Sciences Po’s research and engineering teams, these corpora are analysed using text-as-data methods and artificial intelligence tools, including large language models.

This work will make it possible to study, on a large scale and over extended periods of time, how political issues and political competition have evolved in contemporary democracies.
