The Open Institute for Digital Transformations
Launched in 2023, the Open Institute for Digital Transformations promotes a European approach grounded in democratic values: one that engages critically and constructively with technology, remaining vigilant while staying open to the opportunities that artificial intelligence and other emerging technologies have to offer.
The Open Institute supports the university's initiatives on these themes, with the following objectives:
• Define and promote Sciences Po's unique perspective on digital transformations by giving visibility and coherence to existing initiatives
• Reinforce research on and with digital technologies to make Sciences Po a research university of reference in the humanities and social sciences on the
challenges of digital transformations for our democracies
• Foster an interdisciplinary and multidisciplinary dialogue on this topic, both through Sciences Po's traditional disciplines and in collaboration with the other scientific disciplines
• Strengthen the educational offer to provide all students, across all programmes and throughout the continuum of studies, with training on digital challenges and practical skills
• Contribute to a new policy of disseminating and promoting knowledge through open science, engagement in public debate and finding new pathways to involve the public in our research
The Institute for Environmental Transformations
Launched in November 2023, the Institute for Environmental Transformations is based on three strong stakes:
- Proposing an ambitious transformation agenda necessary to support the change in the way of considering the production of knowledge and the training of future generations;
- Promote the contribution of the human and social sciences to enable contemporary societies to operate in a 'just and safe' space while responding to the persistent problems they face;
- Build on strong partnerships to enable increased exchanges with other sectors of science.
The TIERED project
TIERED - Transforming Interdisciplinary Education and Research for Evolving Democracies - is a project that was awarded in July 2022 under the “ExcellencES” call for projects, part of the 4th Investing in the Future Program (Programme d'investissements d'avenir). Sciences Po coordinates the project, which is carried out alongside its eight partners: CNRS, IFREMER, INED, INRIA, INSERM, INALCO, Université Paris Cité, and IDDRI.
Funded to the amount of €16 million over 10 years, TIERED began in January 2023 in response to the strain placed on democratic systems by environmental and digital transformations.
As an institutional and strategic project for Sciences Po, TIERED's mission is to bring about transformative organizational change, enabling the institution to assert its position as a research university in the humanities and social sciences at the forefront of steering digital and environmental transitions.
To this end, a dual strategy of deepening and openness is being implemented across all teaching and research programs, driven by greater interdisciplinarity, notably through the scientific dialogue established with the project's partners.
Lastly, TIERED puts forward a renewed strategy for the impact of this knowledge through strengthened interaction for and with society as a whole, particularly with public decision-makers.
While TIERED's budget is mainly allocated to recruitment (research and teaching), it is deployed in line with the strategic choices defined by Sciences Po to strengthen the environmental and digital themes at the heart of the institution's scientific policy. This strengthening is co-designed with all of Sciences Po's teaching and research departments, together with TIERED's partners. Specifically, TIERED has created two institutes to support the transformations needed at Sciences Po on each theme, environmental and digital: their cross-cutting reach across several humanities and social sciences disciplines, open to other scientific fields, is carried by the Institute for Environmental Transformations on the one hand, and by the Open Institute for Digital Transformations on the other hand. The corresponding transformation actions are initiated or supported by TIERED/the institutes, then carried forward by each internal entity concerned, in close collaboration with the project team.
The Project Steering Committee prepares the project's strategic direction and its developments, which it proposes to the Partners' Committee, drawing in particular on the strategic and scientific views of the institutes' governing bodies and of Sciences Po. It ensures the proper implementation of the project and monitors its progress, in dialogue with all Sciences Po’s entities, the partners, and the ANR.
It is composed of the following members, who make up the project team:

• The Director of Education of Sciences Po, Anne-Solenne de Roux
• The Executive Director of TIERED, attached to the Scientific Direction, Marie-Hélène Caitucoli
• The Director of the Open Institute for Digital Transformations, Jean-Philippe Cointet, researcher at the Sciences Po médialab
• The Secretary General of the Open Institute for Digital Transformations, attached to the Scientific Direction, Carly Hafner
• The Director of the Institute for Environmental Transformations, Pierre Charbonnier, researcher at the Sciences Po CEE
• The Vice-Dean of the Sciences Po Paris Climate School, with which the Institute for Environmental Transformations is associated, Emmanuel Guérin
• The Secretary General of the Institute for Environmental Transformations, also Executive Director of the Paris Climate School, attached to the Education Direction, Ariane Joab-Cornu
The annual Partners' Committee is TIERED's supervisory body: it approves the project's assessment, its strategic and financial direction, and its future developments.
It is composed of the following members:
• The Director of the TIERED project, who is the Director of Sciences Po, Luis Vassy, and who chairs this Committee
• The Deputy Director of TIERED, the Scientific Director of Sciences Po, Paul-André Rosental
• The Director of Education of Sciences Po, Anne-Solenne de Roux
• For each of the eight partner institutions, the Director/President or their designated representative
• The Executive Director of TIERED, Marie-Hélène Caitucoli
• The Directors of Sciences Po's two Institutes created as part of TIERED, Pierre Charbonnier and Jean-Philippe Cointet
• The Vice-Dean of the School of Climate, with which the Institute for Environmental Transformations is associated, Emmanuel Guérin
• The Secretaries General of the two Institutes, respectively Ariane Joab-Cornu and Carly Hafner
State support is managed by the Agence nationale de la recherche (French National Research Agency) under France 2030 and by the European Union's NextGenerationEU programme, under reference «ANR-22-EXES-0014»
