I will present one chapter of a forthcoming book called "The Constitution of the Economic System", which analyses the structure of institutions (and among them, Constitutions) and their implications for the economy. In this chapter I discuss, from the standpoint of a Chilean social security sytem, how likely is and which conditions should be imposed upon participants if the objective is to reconcile the values of social rights with private provision in one subsystem. In order to do so, I will expose what we have termed the "Regime of public interest" (Atria, Larrain, Benavente, Couso and Joignant, 2013) as a regime suitable for accommodating private provision. We shall discuss in detail public schooling and pensions.
