[Key theme Seminar] The conditions of Europe. From the Greek crisis to European routine

Since the 2010s crises, technical support for structural reforms has transitioned from a crisis mechanism to a routine tool of European governance. This shift, and the policies underwent in their formulation, reveal conflicting modernities at the heart of debates about the European Union. In this talk, I present research findings conducted from a practice-oriented perspective focusing on European officials involved in the Greek crisis management and their bureaucratic work, using complementary empirical material (study of drafts, sociographic data, and interviews). Based on two field sites (Brussels and Athens), the research reveals the interlocking sequences of events as technical support moved from crisis mechanism to routine. In doing so, I bring to the fore the internal division within the European Commission, where conflicting views on the relationship between technical assistance and economic governance have emerged.
