Eco-social policies are increasingly emerging as suitable tools to make environmental and social objectives mutually reinforcing, tackling salient interconnected societal problems such as climate change and inequalities. In spite of this, the sustainable welfare literature has been, at least this far, arguably dominated by prescriptive studies, paying little attention to real-life eco-social policies and to underlying politico-institutional dynamics. Against this background, this presentation aspires to contribute to filling the literature gaps, by shedding light on the so-far underdeveloped links with policy analysis and political science. In particular, the presentation provides a twofold contribution. First, from an analytical perspective, it proposes an empirically-applicable definition and typology of eco-social policies. Second, from a theoretical perspective, it reflects on how some of the most established welfare state theories can be applied to explain the adoption of eco-social policies. Finally, the presentation concludes by applying the proposed analytical and theoretical frameworks to the case of European just transition policies, a peculiar type of eco-social policies addressing the social consequences of decarbonisation.

Matteo Mandelli, Sciences Po, LIEPP

Matteo Mandelli is a Postdoctoral Research Fellow at the Laboratoire interdisciplinaire d'évaluation des politiques publiques, in SciencesPo Paris. He obtained a PhD in Political Studies from the University of Milan. He is co-founder and board member of the Sustainable Welfare and Eco-social Policy Network. As a researcher, he previously collaborated on projects by the European Trade Union Institute, the European Social Observatory, Fondazione Feltrinelli and the Norwegian Social Research institute; and he also worked as Policy Assistant with the European Anti-Poverty Network. He was visiting scholar at Maynooth University and at the Autonomous University of Barcelona. His core research interest is the politics of eco-social policies in the European Union and in its Member States, a topic on which he co-authored different international publications.
