His research activities explore climate and environmental governance from a comparative perspective (China, Europe, USA). His most recent research is focused on the politics and policy of biodiversity in the European Union.
He is the convenor of l’Atelier interdisciplinaire de recherches sur l’environnement [AIRE], the research platform on environmental research in social sciences and humanities at Sciences Po.
Balme is also Fellow with the Asian Energy Studies Centre at Honk Kong Baptist University, with China Policy in Beijing, and with the Centre des Politiques de la Terre at Université de Paris-Cité and Sciences Po.

Richard Balme teaches public policy analysis, comparative politics and international relations. He is the director of the Master International Governance and Diplomacy in the Paris School of International Affairs (PSIA), https://www.sciencespo.fr/psia/content/master-international-governance-diplomacy.html , and director of the Executive Master in Development Policy and Management - Potentiel Afrique, at Sciences Po Executive Education https://www.sciencespo.fr/executive-education/politiques-et-management-du-developpement-potentiel-afrique . He also teaches Asian Comparative Politics in the undergraduate program of Sciences Po.

Richard Balme was ranked first in the national contest for recruitment of professors in political science (agrégation de science politique) in 1995. He obtained research grants from CNRS, from the European Commission, from the Ministry for Europe and Foreign Affairs, from the National Science Foundation (USA), from the Research Grant Council (Hong Kong SAR), and from several private foundations in France or overseas.
He was invited as a Visiting Professor at the University of Hong Kong, at Tsinghua University in Beijing, at Fudan University in Shanghai, and at Columbia University in New York. He was a member of the Conseil Economique, Social et de l’Environment, 2012-2014, et of the Conseil de l’Institut d’Etudes Politiques de Paris (Science Po) 2016-2020.
