Teresa Haukkala is a Research Director at the University of Oulu and affiliated with LIEPP, specializing in ecological transition issues. Her research examines the governance of sustainability transitions, foresight, and policy evaluation in the fields of energy and the circular economy.

She is currently conducting the research program “European Climate and Energy Policy under Geopolitical Stress and Transition Governance,” which investigates how European climate, energy, and circular economy policies adapt under crisis conditions and uncertainty. Her earlier project on crisis-driven sustainability transitions explored how shocks and disruptions reshape long-term pathways toward low-carbon futures, a line of inquiry she continues to develop.

In addition to her research, Haukkala contributes to teaching, policy dialogue, and interdisciplinary collaboration within and beyond Sciences Po, advancing LIEPP’s mission to connect rigorous academic research with contemporary policy challenges.
