Description
Launched in 2019, the Cités éducatives programme is one of the main policy instruments supporting the territorialisation of education policies in disadvantaged urban areas in France. It relies on strengthened coordination between the central state, local authorities and community organisations in order to support the educational pathways of children and young people.
In this context, evaluation mechanisms play a central role in the governance of this policy. They aim to monitor local activities, document the actions implemented and inform the decisions of institutional actors. The CITÉVAL project proposes to analyse these evaluation mechanisms as public policy instruments that contribute to structuring the territorial governance of education. To do so, it draws on the analysis of a national database covering more than 20,000 actions implemented in nearly 200 Cités éducatives, as well as qualitative fieldwork conducted in several territories.
By combining quantitative analysis with qualitative field research, the project aims to identify the substantive contents of territorialised educational public action and to analyse how evaluation instruments are appropriated and used by local actors. In doing so, it will contribute to documenting the effects of these mechanisms on the implementation of territorial education policies.
