Dialogues on the civil service. history, social sciences and hr practices

Can we speak of "THE" civil service in France? Admittedly, the laws of 1983 to 1986 extended the statute, initially to the "three civil services" of the State (FPE), local authorities (FPT) and hospitals (FPH), which gradually became the three "branches" of a single civil service; which now has its own General Code, effective March 1, 2022.
However, not to mention the diversity of cases within each "branch", distinctions remain: in the structure of personnel, for example (hierarchical, with category A over-represented in the state branch, whereas category C dominates the territorial branch; or statutory, with greater recourse to non-tenured staff in the hospital or territorial branches, not to mention the special status of hospital practitioners). Nor is the relationship with the national executive entirely the same, as the principle of free administration of local authorities is enshrined in Article 72 of the Fifth Republic Constitution; while the degree of politicization or independence of administrations in relation to elected representatives can also vary from one "brannch" to another.
Based on a broad spectrum of human resources issues, this seminar aims to question the unity of the french civil service. Interdisciplinary, it aims to provide a forum for dialogue between the worlds of research and the civil service. Each session is generally organized around contributions from researchers and practitioners.
