In preparation for the seminar, please find attached the Introduction of the book by Allison Carnegie and Austin Carson, Secrets in Global Governance: Disclosure Dilemmas and the Challenge of International Cooperation (Cambridge University Press, 2020). This chapter will serve as a basis for the discussion.
