Projects

Matthieu Sarnin's work focuses on the steering and implementation of public policies for the ecological transition. In his master's dissertation, he examined the resurgence of the topic of energy sobriety in the formulation of a government plan during the 2022 energy crisis. His PhD thesis, undertaken as a CIFRE agreement with the Quadrant Conseil cooperative and under the joint supervision of Charlotte Halpern and Philippe Bezes, concerns the governance of the ecological transition. It does so through the study of public policy instruments developed in France to steer the ecological transition. His research aims to understand the gaps between the stated objectives, the planning processes, and the outcomes of the implementation of the ecological transition.

Thesis topic

Domestiquer ou orchestrer la transition écologique ? Les savoirs et instruments de pilotage des politiques publiques à l’épreuve de la gouvernance des transitions, under the supervision of Charlotte Halpern and Philippe Bezes.
