Biography
Tom Chevalier has been a CNRS Research Fellow at the Centre for European Studies and Comparative Politics (CEE) since September 2025. He defended his PhD in Political Science at Sciences Po Paris in 2015, before holding positions as Attaché Temporaire d’Enseignement et de Recherche (ATER) at Université Paris II Panthéon-Assas, German Kennedy Memorial Fellow at Harvard University, and Postdoctoral Researcher at the University of Oxford. From 2019 to 2025, he was a researcher at the Arènes research centre in Rennes.
His research focuses on public policies (social, education and employment policies) directed towards young people in Europe. He is notably the author of La jeunesse dans tous ses États (Presses Universitaires de France, 2018), and more recently of Les politiques de jeunesse (co-authored with Patricia Loncle, 2025). His work also examines issues of youth poverty and young people’s relationship with politics. He is the principal investigator of the POSAPO project (Social policies, access to autonomy and political engagement of students in France and Sweden), funded by the INJEP.
In addition, he studies the transformations of the welfare state in the context of environmental transitions. Together with Anne-Laure Beaussier, he leads the EP+4 project (Towards a welfare state at +4 degrees? Rethinking social protection in the light of environmental disasters), funded by MIRE/DREES. He also contributes to the PROTECCT project (Protecting against the social risks associated to climate change in Europe: a comparative perspective), coordinated by Anne-Laure Beaussier and funded by the ANR, and to the WELRISCC project (Welfare states’ responses to social risks in times of climate change), coordinated by Katarina Zimmermann and Bruno Palier and funded by NORFACE. He is a member of the Social-Ecological Transformations (SET) initiative at Sciences Po, alongside Anne-Laure Beaussier, Aurore Fransolet, Eloi Laurent, Matteo Mandelli and Bruno Palier.
Since 2023, he has been a member of the Scientific Committee of the French National Council for Policies against Poverty and Social Exclusion (CNLE), and since 2022 he has served as the French representative to ESPAN, the European Social Protection Network of the European Commission.

Editorial Activity
Tom Chevalier has been a member of the Editorial Board of the Revue française de science politique since 2024 and of Sociologie since 2021. He is also co-editor of the “Mixed Methods” section of the Bulletin de méthodologie sociologique, together with Thomas Aguilera and Benoît Giry since 2024.
