"The Great Brain Race: How Global Universities Are Reshaping the World", by Ben Wildavsky.

"While France's large public postsecondary sector undergoes a significant globalization-driven shake-up, colleges in France's much smaller system of elite grandes écoles are also eyeing their place on the world stage. While these highly selective institutions already  anjoy huge prestige within France and, in some cases, worldwide renown as well, many are anxious to follow the internationalization model of other elite universities around the world. This aim is driven by a combination of factors, including the desire to prepare students for a global marketplace, and the sense that a cross-border presence, whether through student exchanges, partnerships, or both, is now de rigueur for an institution that wants to join the company of world-class universities.
A case in point is the Institut d'Études Politiques, known as Sciences Po, a highly regarded Paris-based  university that focuses on social science research.", Princeton University Press, 2010.
