Biography
Jeanne-Louise Roellinger is pursuing a PhD in International Relations at CERI under the supervision of Ariel Colonomos. She is a recipient of a Higher Education Pact doctoral grant by the Directorate General for International Relations and Strategy (DGRIS) of the French Ministry of the Armed Forces. Her dissertation focuses on how states approach uncertainty in cyberspace and the role of governmental technical agencies in producing cybersecurity knowledge.
She holds a research master's in Political Science with a major in International Relations and a bachelor's degree with a major in politics and government from Sciences Po. Her previous work has examined cyber norms negotiations, cyber diplomacy, and expert negotiations at the United Nations.
In the fall of 2024, she was a visiting fellow at The Hague Program on International Cyber Security. She is a recipient of the Alliance Doctoral Mobility Grant and completed a research stay at Columbia University in Fall 2025. She is also a Knowledge Fellow for DigWatch and regularly monitors cybersecurity negotiations in the UN.
