Les Études du CERI
Les Etudes du CERI are distinguished by their ability to provide analyses that are both enlightening to non-specialists and suitable as a reference for researchers. Irrespective of the theme – whether a major global issue or a specific "local" development – each volume adheres to the standards of a peer-reviewed scientific publication, with double-blind peer review undertaken during the selection of texts. Another notable aspect of this collection is that each issue is the result of field research conducted by the author.
In addition to monographs, the series includes two annual collective publications, one devoted to Latin America and the other to Eurasia. All volumes published since 1995 are available in open access on HAL.

The grey market for medicinal cannabis in Colombia

Although it was legalised in 2015, we are now witnessing the emergence and structuring of the grey market for medicinal cannabis in Colombia. If the initial goal was to create a competitive legal industry, the implementation of an excessively pharmacological regulatory framework – combined with limited medical demand and transnational obstacles – favored the emergence of a parallel market operating at the margins of legality. The analyses of 25 interviews conducted with institutional, entrepreneurial, and civil society actors shows that the grey market is not merely the result of public policy failures but also the testimonial of the adaptive capacities of actors on the ground that use it to resist the failure of the policy implementation. Four production systems characterize this market which, far from being marginal, represents a key space for access to medicinal cannabis in Colombia, while simultaneously exerting pressure on authorities to redefine the regulation.
