While the issue of Syrian refugees has led an increasing number of countries to work on curbing arrivals, one country, Turkey, hosts almost half of these refugees. Yet, far from imposing restrictions, Turkey has distinguished itself for its open border policy and large-scale humanitarian contribution. Turkey’s generosity alone is not sufficient to understand this asylum policy put in place specifically for Syrians. There are indeed a number of political factors that indicate a certain level of instrumentalisation of this issue. In particular, Turkey’s benevolent attitude can be explained by Turkey’s early opposition to Assad in the Syrian conflict and its wish to play a role in the post-conflict reconstruction of Syria, as well as by its willingness to extract material and symbolic benefits from the European Union. But the refugee crisis also matters at the level of domestic politics, where different political parties (in power or in the opposition) seem to have used the refugee issue opportunistically, at the expense of a climate favorable to Syrians’ healthy integration in Turkey
Yet there is ample literature devoted to the sociology of the police in the western world, little research focuses on Arab countries. This study tries to fill this gap by offering an ethnographic study of Ras Beirut police station, the first and the only police station in Lebanon that has been reformed according to the community policing model. The academic works focusing on the importation of this model in developing countries point out how difficult it is to implement and emphasize its negative outcomes due to the local characteristics of each country. Fragmented on a sectarian and a political ground, Lebanon remains a perfect field to explore this hypothesis. Indeed the divisions of the Lebanese state weaken the interactions between the public and the private security forces. Nevertheless, many others factors, beyond the religious and the political divisions, explain Ras Beirut’s failure. The internal dynamics at work inside the police station and the influence of the patronage networks reduce considerably the chances of its success.

After joining the European Union in 2004 or 2007, all Central and Eastern European countries have expressed their will to transfer their experience of democratization, transition to market economy and introduction of the rule of law to other regions in transition. They have influenced in particular the launching of an EU policy towards the East, which was so far rather absent, and of the European Neighbourhood Policy in 2003. The rhetoric developed is particularly strong and visible, but what about the implementation of the aid policies to transition? Which reality does the political discourse entail, both in its bilateral and multilateral dimensions? Central and Eastern European countries do not represent a homogeneous bloc of countries and have constructed their foreign policy discourse on older ideological traditions and different geographical priorities. Despite the commitment of a group of actors from civil society and reforms in the field of development policy, the scarce means at disposal would need to be better mobilized in order to meet expectations. In the context of the economic crisis, the search for a concensus on interests to protect and means to mobilize, like through the Visegrad Group and other formats like the Weimar Triangle, appears to be a meaningful option to follow in order to reinforce the coherence of foreign policy actions implemented.
Cyberspace, of which the Internet is a major but not the exclusive component, is more than an informational or an economic network : it is also a political space, which deserves to be analysed as such, through the collective mobilisations, the imaginary and the surveillance practices that it conveys. Rather than looking at the internet’s world politics, this paper focuses on transnational political solidarities that are now emerging on and through the Internet. This differentiation suggests that the Internet is both the vector of social struggles focused on the “real” world, and the cradle of new identifications and new modes of protest that remain and will remain primarily virtual. Activists operating through transnational “advocacy networks” may use the Internet to receive or spread information, but their use of the Information Technologies (IT) remains purely instrumental and does not imply any paradigmatic shift in the tactical uses of the media by protest groups. “Hacktivism” and “cybernationalism” appear far more promising, as far as the invention of new repertoires of collective action is concerned. “Hacktivism”, which refers to the use of hacking techniques for political ends, emerged during the 1990s, at the crossroads between activism, play and art. The emergence of “hacktivism” was made possible by the meeting of two social actors that epitomize our late modernity : new social movements and the “digital underground”. “Cybernationalism”, for its part, was given shape in the last decade by ethnic entrepreneurs who rely on the IT to challenge the political authorities of their home states and to materialise, through words and images, the communities they are (re)inventing beyond borders.
« Long-distance nationalism », an expression coined by Benedict Anderson, is often used in reference to transnational political activities. But the dynamics of this expatriate nationalism tend to be neglected. Mere nostalgia or even spontaneous mobilisations are evoked to explain this phenomenon. They, however, fail to explain the mechanism that lies behind « long-distance nationalism ». This paper wishes to highlight, through the example of the Hindu nationalist movements, the implication of political entrepreneurs in the country of origin and the instrumental dimension of « long-distance nationalism ». The Sangh Parivar, a network of nationalist Hindu organisations, was indeed replicated among the Hindu diaspora and its structure was litterally exported by a centralised body located in India itself. Of course, the spread of the Sangh Parivar and of its Hindutva ideology abroad was greatly facilitated by local policies like multiculturalism and by the rise of racism in the countries of emigration. A comparison of Hindu nationalist outlets in the United Kingdom, the United States of America and Canada brings to light the two main factors in instilling « long-distance nationalism » : a favorable local context for ethnic mobilisation among migrants on the one hand, and a centralised organisation in the country of origin on the other hand. Eventually, the engineering of long-distance Hindu nationalism from India questions the changing nature of nationalism in a globalised world.
Since the early 2000s, The People’s Republic of China has invited itself to the “Great Central Asian Game” that traditionally counterpoised Russian and US interests. Today, Central Asia’s future lies mainly in its capacity to avoid neighbouring Middle Eastern destabilisations and integrate the Asia-Pacific Zone through China’s influence. In less than two decades, China has managed to enter significantly and in a variety of forms in the Central Asian region. The country has imposed itself as a faithful partner in terms of bilateral diplomacy and transformed the Shanghai Cooperation Organisation into a regional structure much appreciated by its members. China has moved to the fore as an economic player in Central Asia in the trade sector, hydrocarbons, and infrastructures. Nevertheless, social fears have grown linked to this ever growing Chinese presence, and a number of Central Asian experts specialising in China do not hide their political, economic and cultural apprehensions when it comes to dealing with a neighbour whose power will be difficult to manage in the long run.

Since the 1970s, the world follows a triple evolution in favor of democratization, opening and decentralization. Brazil has been following this movement with a democratic and decentralizing constitution and by the adoption of market-friendly policies. However, since the Real Plan (1993), Brazil is recentralizing its fiscal policy. The huge increase of public expenses is predominantly at the profit of the Union, which imposes new fiscal constraints to the States and Municipalities. If the international integration is frequently associated to tax limitations and decentralization, Brazil would depart from this general trend. However Brazilian integration is recent and partial. Integration does not seem to increase inequalities what would justify a centralized transfer from the “winning” regions to the “losing” ones. The fiscal recentralization by higher public expenses might be therefore explained by the political will to reduce initial inequalities and to implement a better social protection. We show that fiscal recentralization is also the consequence of a distorted fiscal system notably in the nature of social security taxes and the type of VAT (ICMS) applied by States.
Since the war began in 2002, an unprecedented social movement has taken hold in the Ivory Coast, the "Patriotic Youth," that rallies around a violent ultranationalist and anti-colonialist discourse. Supported by mass organizations that control the urban areas, the Patriotic Youth have become central political actors and a shock weapon used by the government in power. While acknowledging this political instrumentalization, the Etude goes beyond functionalist interpretations of the Patriotic Youth phenomenon in attempt to grasp the driving sociological forces and assess their scope. Based on unpublished surveys conducted in Abidjan among grassroots activists of the "Patriotic galaxy," it demonstrates that also at stake in this grand nationalist fervor is the emergence of a new political generation, involving FESCI student unionism, which today makes violent claims to rights and social recognition. In this hypothesis, the anti-colonialist register is used as a vocabulary expressing generational revolution and emancipation of a fraction of the youth that has experimented with violence in union struggles and in war. It concludes by examining the influence of this phenomenon with regard to a possible resolution of the crisis. Beyond its institutional dimensions, the Ouagadougou accord paves the way for a change of political generation, the "Fescists" – both patriots and rebels – who have managed to impose themselves on the heirs of Houphouetism.
Chinese aid and investment in Cambodia have been soaring for the last ten years thus indicating the rising influence of the People’s Republic of China, especially in countries where the Chinese community is strong. Chinese aid, free of any democratic rhetoric, allows the governments benefiting from it to ignore the requirements generally imposed by lending institutions. As a matter of fact, Cambodia is highly dependent on public aid for development. An analysis in terms of historical contingencies reflects a conjunction of two processes of putting a grip on the economy, both in China and Cambodia. Chinese aid and investment thereby help to consolidate a political economy based on arbitrariness, increased inequalities and violence, as well as the overlapping of positions of power and accumulation. In this regard, the analysis must take into account foreign aid not only because it competes with Chinese aid, but also since the Paris Accords it has participated – indirectly – in reinforcing Prime Minister Hun Sen’s power.
The Burmese junta that came to power in 1962, and reaffirmed its domination by a second military coup d’état in September of 1988, has steadily increased its control over the nation’s institutions and over the running of the country (renamed Myanmar in 1989). In August of 2003, the decision taken by General Khin Nyunt, Prime Minister and head of military intelligence, to propose “a road map to democracy” suggested that a gradual “transition to democracy”, closely supervised by the military regime, was possible. But the ousting of Khin Nuyunt in October 2004 spelled the return of the regime’s hardliners and of the last of the army’s nationalist chiefs, adamantly opposed to any negotiations with the democratic civilian opposition led by Aung San Suu, held under house arrest since May 2003. Thus the regime, strengthened by a favorable strategic environment, has a good chance of remaining in power by setting its own rules for “democratic” procedures, its aim being to keep the country stable rather pursuing a process of liberalization. Such a policy will inevitably be detrimental to the interests of the opposition and the ethnic minorities.
Since their economic development got under way, the ASEAN countries – which essentially manufacture labour-intensive products – have been marked by strong regional integration brought about by the segmentation of the production process engaged in by Japanese companies. In these countries, successive relocations resulted in de facto economic integration at a time when various political groupings intent on blocking the development of communism were also emerging. Since joining the WTO, China – the world’s workshop – has become the hub for trade with the developed countries. In the face of such competition, the ASEAN countries will have to show their capacity to maintain their position in the value chain represented by the production of all of the Asian countries. While a number of econometric studies seem to indicate that the ASEAN countries will succeed in this undertaking thanks to the specific nature of their production apparatus, it is important neither to underestimate China’s ability to learn quickly and its determination to move further up the production chain nor to overlook the total absence of industrial policy on the part of governments in these countries which follow the advice of international organisations. It would seem that the ASEAN countries, faced solely with market forces, cannot hope to enhance their limited ability to move up the production chain.
In developing countries, the impact of the HIV epidemic has revealed the potentially devastating effects of inadequate public heath polices: disappearance of working-age adults, decrease in food resources, arrest of growth, domestic instability, monopolization of scarce resources to the detriment of other investments. The negative impact of epidemics does not only affect states, but also impinges directly on global governance. Public health is an area in which international policies will intervene massively in the coming years. Underestimating the issues involved could lead to greater world instability. This study aims to demonstrate the importance of public health for global governance and take stock of the transformations it encourages or requires at the global level. First it takes a look at the actors. The increasing role of non-government actors points up the limits of states and international organizations, and the latter two need to adjust their practices to public health issues. Second, the study examines the frameworks in which public health policies are devised, questioning the role of certain actors in defining these policies and the appropriateness of the multilateral trade framework for addressing issues of public health. In that it calls into question its modes of regulation, public health has emerged as a concern for global governance.
This study aims to provide all the necessary keys to understanding the new round of multilateral trade negotiations set off by the World Trade Organization members in Doha on November 14, 2001. It first presents the circumstances that framed the conference, enabling a new round of talks to begin. After the failure of the Ministerial Conference in Seattle, serious doubts indeed hovered as to whether new multilateral trade talks could be launched. Nevertheless, various factors, such as improved transatlantic relations, consideration of the demands of developing countries and civil society, better Conference preparation and the events of September 11 all created a favorable context for Doha. The study then proceeds to describe the characteristics of the new negotiation round and the stakes involved. In drafting the Doha Declaration, so many last-minute diplomatic compromises were made that the document is complex to interpret, even for the negotiators themselves. How the negotiations will be organized from a practical standpoint is also unclear, and warrants clarification. This study thus summarizes the various issues slated for negotiation and what is at stake, as well as the organization and main deadlines for negotiation. Lastly, it analyzes the current state of negotiations and perspectives in view, without going into detail or predicting the future. At a time when WTO members are in the process of negotiation, any conclusion in this regard would quickly be outdated. However, this study reveals that the context that prevailed at Doha no longer exists, and that today the progress of negotiations has run up against several obstacles, as can be seen in the difficulties they are encountering at this early stage.
East Asian economic cooperation has been actively pursued during the past few years, especially after the Asian financial crisis. A number of bilateral and multilateral Free Trade Area (FTA) agreements were concluded or are being negotiated. The recently published East Asia Vision Group Report provides a more concrete roadmap for an East Asian economic community. The ASEAN Free Trade Area (AFTA) became a reality on January 1, 2002, following a 10-years tariff reduction schedule. AFTA aims not only at trade facilitation but at inducing more investment. An ASEAN+3 (i.e. Japan, China and South Korea) FTA was also suggested to build an East Asian Free Trade Area (EAFTA). Japan signed an FTA with Singapore of ASEAN, while China and ASEAN agreed to create FTA within 10 years. On the financial side, the Chiang Mai Initiative created a regional liquidity fund by expanding the existing ASEAN Swap Arrangement to include all ASEAN members and augmented it by a network of bilateral swap arrangements among the ASEAN countries, China, Japan and South Korea. East Asian countries have also established a surveillance mechanism to monitor their economic performance. However, there are many obstacles in further enhancing regional economic cooperation. Structural problems involve political, economic, and cultural heterogeneities among East Asian countries. Low legalization and effectiveness of overlapping regional institutions render deeper regional cooperation difficult. Domestic instability of the ASEAN countries may hamper rapid regional cooperation. Regional rivalry between Japan and China should be an important object of observation. East Asian economic cooperation will be accelerated in the near future. Since the announcement of the ASEAN-China FTA agreement, Japan has attentively sought alliances to vie with growing China and to maintain her influence in the region. The next few years will see the emergence of a number of new bilateral and multilateral relations, both in trade and finance, in East Asia.

The concept of "world community" is nowadays very commonly employed by researchers dealing with the social aspects of globalization. At the same time, the words "islam" and "umma" -be they used by medias, politicians or scholars- have sometimes assumed the existence of such a community which is supposed to link all Muslims wherever they live. This kind of approach was strongly revived during the "Rushdie affair": the transnational dimension of the protest against the writer and the very content of ayatollah Khomeini's fatwa furthered it.The starting point of this paper is to take the "world community" postulate at its word. What are we talking about ? Who speaks about it ? Under what circumstances and from which places ? How the limits of this concept can be established, or rather how can it be constructed by the observer to become useful ? These questions are addressed by examining the early stage of the anti-Rushdie protest in its worldwide dimension. It is suggested that an analysis of the understandings and strategies of the mobilized groups, of their symbolic and concrete transnational interactions, as well as a comparison between the social and political national contexts, help to identify the "interpretive community" which was formed at this juncture.
One of the causes of the weakness of the State in the Middle East is that prime allegiance goes to the "solidarity group" (açabiyya), a social network which is always founded on family and personal relationships. These solidarity groups either are committed to a national strategy in order to control the State or, on the contrary, become delocalised and internationalised within diasporas which create their own transnational networks. Solidarity groups are not the expression of the permanence of a traditional society within a modern State, but rather a recomposition of allegiance networks within a political space definitively modified by the existence of a State. This recomposition can take three main forms. Firstly territorial establishment and the development of a community within sub-ethnic groups competing for power: the Kulabis in Tajikistan for example. Secondly the delocalisation of power networks which fade away once their objective, the obtaining of State power, is achieved (the Samarkand faction in Uzbekistan). Finally it can be achieved by the linking to an international network, for example that of humanitarian aid. These different types of recomposition do not weaken the State as such, which remains the framework of any possible inscription in the political space. But they do hinder the transition towards an ethnic State which can function only when it is built from above: thus Uzbekistan exists - not Baluchistan.
