Pakistan was created in 1947 by leaders of the Muslim minority of the British Raj in order to give them a separate
state. Islam was defined by its founder, Jinnah, in the frame of his “two-nation theory,” as an identity marker
(cultural and territorial). His ideology, therefore, contributed to an original form of secularization, a form that is
not taken into account by Charles Taylor in his theory of secularization – that the present text intends to test and
supplement. This trajectory of secularization went on a par with a certain form of secularism which, this time,
complies with Taylor’s definition. As a result, the first two Constitutions of Pakistan did not define Islam as an
official religion and recognized important rights to the minorities. However, Jinnah’s approach was not shared
by the Ulema and the fundamentalist leaders, who were in favor of an islamization policy. The pressures they
exerted on the political system made an impact in the 1970s, when Z.A. Bhutto was instrumentalizing Islam. Zia’s
islamization policy made an even bigger impact on the education system, the judicial system and the fiscal system,
at the expense of the minority rights. But Zia pursued a strategy of statization of Islam that had been initiated
by Jinnah and Ayub Khan on behalf of different ideologies, which is one more illustration of the existence of an
additional form of secularization that has been neglected by Taylor.

In contrast to most of Eastern and Central European countries that underwent their post-communist transition peacefully, Croatia had to undergo its transition during wartime. The outbreak of the Serbo-Croatian war in Spring 1991 forced Croatia to build rapidly an army to protect its territory. However, at this time, Croatia was an emerging democracy and after the European Community recognised its independence on January 15, 1992, the parliamentary institutions were unable to exert their authority over the Croatian army (Hrvatska vojska, HV). The Croatian President, Franjo Tudjman, and the political party he presided, the HDZ, dominated the HV by way of political penetration. Tudjman, who led Croatia to independence, benefited from a triple legitimacy (political, constitutional and charismatic) that allowed him to exert his power over the HV, much the same as the legitimacy Josip Broz-Tito enjoyed over the Yugoslav National Army in Communist Yugoslavia. The result is that the civil-military regime in Croatia after 1990 suffered from a democratic deficit. After the death of President Franjo Tudjman in December 1999 and the change of majority in the January-February 2000 elections, the new Croatian leadership, particularly President Stjepan Mesic, tried to establish democratic control over the armed forces. However, this aim clashed with the opposition of the Ministry of Defense and of numerous officers still committed to the HDZ. For these reasons, a democratic civil-military regime in Croatia is not yet a reality. However, Croatia has made some progress toward the establishment of a democratic civil-military regime. By trying to join some international organizations (NATO), or by being compelled to cooperate with others (International Criminal Tribunal for the former Yugoslavia, ICTY), Croatia is now in the process of interiorizing the norms concerning the civilian and democratic control of the armed forces upon which these organizations are based. Being a member of the Partnership for Peace (PfP), and wishing to join as soon as possible NATO's Membership Action Plan (MAP), Croatia is obliged to move in this direction.

Documentary sources on the "first people's republic of china," running from the foundation of the new regime in 1949 to the death of Mao Zedong in 1976, have increased for the last three decades without receiving particular attention. It is as if, in the eyes of a majority, Chinese history had no existence or remained totally jeopardized by the controls it is subject to. This study aims to measure the importance and value of these new sources, in the most lucid and balanced way possible. To reach this, we must first remind very briefly the sources that served as basis for studies on Chinese political history (mostly from American universities), which have emerged since the fifties.

This article presents conceptual tools to analyse interest representation in the European Union. On the European level, no formal system of representation can be found, but rather a patchwork of representation modes. These modes are influenced by forms of political exchange specific for each country and each political domain, which interact with opportunity structures at the European level. Analysing interest representation in a system of governance, either national, European or international requires taking into account the relations which link interest groups with political and bureaucratic actors at the national level, acknowledging the changes in these relations and to insert all that in a system of governance where actors must find solutions to problems in the management of public policies and not to forget political power games and hierarchies amongst actors. The first part of the article analyses briefly the development of interest group studies in comparative politics as well as in international relations and presents the attempts to systematize these studies undertaken since the 1990. In the second part, I analyse more specifically the network approach, which allows to overcome the cleavage between pluralism and neocorporatism in the study of the relationships between interest groups and state actors. In presenting a critical analysis of the general ideas of the network approach, I propose specific conceptual instruments helping to structure research on interest groups in the European Union.

The inclusion of Hindu nationalist parties in India's democratic process has not resulted in their moderation in a linear way. Since 1947, the parties have oscillated between a sectarian strategy of religious mobilization and a more moderate one respecting the secular norms of the Constitution. Whether the Hindu nationalist parties opted for the path of radicalization or that of moderation has chiefly depended on their relation with their mother organization, the RSS, the perception of the Muslims that prevails at a given time in India, of the attitude of the other parties regarding secularism and - in correlation with the variables mentioned above - of the most effective electoral tactic.

As the European Union has become ever more powerful in terms of political output, it has also turned out to be a potential source of human rights violations. While national governments have disagreed on setting up consequential control mechanisms for several decades, the European Court of Justice and the European Court of Human Rights pre-empted intergovernmental choice. The European courts’ paths unexpectedly crossed when they were both impelled to work out a way to deal with a twofold human rights conundrum situated at the EU level. Turbulent interaction between Europe’s two supranational courts has not only led to a relative improvement of the protection of human rights, but has also deeply transformed the course of European integration. The courts’ increasingly nested linkage has given rise to new forms of supranational judicial diplomacy between European judges. As a result of their evolving relationship, which is simultaneously underpinned by competitive and cooperative logics, the traditional opposition between an “economic Europe” and a “human rights Europe” has been overcome and the EU’s accession to the European Convention on Human Rights is high on the political agenda. Yet, this process of integration through human rights remains a fragile and incomplete endeavour. Just as in co-operative binary puzzles where two players must solve the game together and where both lose as one of them tries to win over the other, solving Europe’s binary human rights puzzle has required of European judges a new way of thinking in which it’s not the institutions, but their linkage that matters.

"He who has the stick, has the buffalo". This Punjabi proverb applies well to Pakistan's armed forces, a majority of which, in fact, hail from this province. They have gradually formed an economic interest group with many industrial and commercial activities that have become an integral part of Pakistan’s everyday life. Oddly enough, this patent fact has been neglected by the academic research on Pakistan or, at best, has only been addressed in a descriptive manner. The present study attempts to explain the transformation of Pakistan's armed forces into a significant economic actor by reinterpreting Charles Tilly's thesis about the dependent militarization of Third World states. It emphasizes the crucial role played by local capital, especially land. It also stresses how endogenous historical factors (the colonial legacy) and political factors (the delicate civil-military balance of power) have helped the army to consolidate itself institutionally. Yet, since the 1980s, the expansion of military economic corporatism has provoked increased tensions between the army and its civilian partners, primarily the bureaucracy, which is the main loser in this unfair competition for state property. It also produces social resistance: unprecedented civil disobedience movements have appeared, and old grievances emanating from ethnic groups under-represented within the army have been reawakened. The phenomenon also creates friction within the armed forces themselves. Nevertheless, these tensions do not seriously undermine a corporatist rationale that is far too effective and functional to disappear. Paradoxically, the military's "privatisation" contributes to its internal cohesion. Indeed, military patrimonialism in Pakistan can usefully be analysed as one of the many processes that has helped the armed forces maintain a strong "esprit de corps" and which has given rise to what can be termed "military syndicalism".

The concept of "Thermidorian situation" finds itself in the tradition of the "authoritarian situation" (Guy Hermet) and "colonial situation" (Georges Balandier). It accounts for historical experiences of postrevolutionary regimes and their economic liberalization in the context of neo-liberal globalization. Developed from the Cambodian case, the Thermidorian comparative paradigm helps to interpret the economical and political liberalization processes in post-communist states and the establishment of their revolutionary elite into a dominating class. This interpretation does not refer to the normative and teleological terms of "transitology". Nevertheless, understanding the Thermidorian moment implies that it should not be reduced to a mere preservation of power, as an utilitarian reading of the events would imply. Indeed, it has to deal with autonomous social dynamics. Other types of post-revolutionary trajectories that are non-socialist, such as the Islamic Republic of Iran, can serve as good examples of this phenomenon. The Thermidorian paradigm takes into account a plurality of relatively homogeneous trajectories that combine into a revolutionary event, a process of institutionalization and professionalization of the latter, and of a dynamic of integration into the capitalist world economy. This concept cannot stand for an explanation, but emphasizes the specificity of the regimes that stem from a revolution and that are confronted to their own reproduction within the context of the dismantling of the socialist camp and neoliberal globalization. "Thermidorisms" have their own historicity, notably the revolution they arose from. They also have their own political economy that cannot be reduced to the imposition of the neo-liberal model. Thermidorian moments are historical experiences subjected to contingency vagaries and social struggles. As such, they are "situations" (Jean-Paul Sartre) in which the reproduction of power and liberty of actors are simultaneously at stake.

Several prolific research fields dedicate themselves to the analysis of the contemporary phenomena of circulation, transfer and convergence of public policies. These clusters of studies have in common to explore the impact of external influences and foreign sources of inspiration or imitation on policy making process. Two major research orientations can be distinguished among these studies. The first one develops a perspective in the close proximity of the new sociological institutionalism. It scrutinizes the causal grounds and the social impacts of the expansion of policy transfers, by putting the stress on the influence of cultural and institutional factors. The second one, which is related to the sociology of social action, primarily examines the implementation of concrete policy transplant operations from one social context to another, by meticulously investigating the social characteristics of transfer agents and analyzing their interactions. Our argument is that the various approaches covered here – which are sociology of diffusion, new sociological institutionalism, europeanization studies, lesson-drawing and policy learning literature, structural sociology, and, of course, the research stream which identifies itself as policy transfer studies - are today on the way to overcome their divergences and to consolidate a common framework of sociological knowledge about policy transfers, grounded in both holistic and individualistic sociological traditions.

Dealing with the dynamics of rural violence under the multi-party transition (1991-1994), this paper suggests new points of view on the mobilization of Rwandan peasantry during the genocide (1994). Going through local archives and interviews held in the hills and in four prisons of the country, the analysis focuses on the increasing development of an economy of violence. The multi-party system incited competing rural elites to recruit a growing number of men and ruffians against other contenders in order to assure their access to power. Local elites (re)formed patron-client links previously dried by the spreading of money and wage incomes in the countryside. Particular attention is paid to the dimension of political entrepreneurship and to the relationship between social brokers and rural elites, in the course of the struggle between political parties as well as during the building of the Power coalitions which led the massacres locally.

Since the second half of the 1990s, the theme of national revival crystallized in Russia, notably in the form of a promotion of patriotism. The apparent convergence between an offer “from above” and a demand “from below” supports the idea that there exists a kind of patriotic consensus in Russia. This new tense and autarchic fusion between state and society summons old stereotypes about Russo- Soviet culture. This issue of Questions of Research seeks to go back over these stereotypes in order to show the diversity of “patriotic” practices in Russia today (which widely surpass the “militarist” variant generally evoked) and the connected social uses that are made of it. Following an overview of the existing literature on Russian nationalism and patriotism, as well as a presentation of the patriotic education curricula being implemented by the Russian state, our study on “patriotic” practices continues through several points of observation (patrioti c summer clubs and camps for children and adolescents in Saint- Petersburg, Moscow and Omsk; ethno-cultural organizati ons; Orthodox religious organizations; and the discursive practices of economic actors). The examination of these different terrains reveals the diversity of everyday “patriotic” activities; and illustrates their utilization to multiple ends (pragmatic concern for one’s professional career, search for a personal source of inspirati on, opportunities for enrichment, pleasure of undertaking activiti es with one’s friend and relations…). In the end, these fieldwork surveys reveal motivations and commitments in which official patriotic discourse and the image of state are often secondary, sometimes even denied.

From a broad perspective, political economy analyses economic and political exchanges proper to some social groups, embedded in particular historical periods. The great innovation of Max Weber’s analysis is to highlight the intersubjective orientations that support these exchanges and characterize a particular period of history. This study firstly compares different features between free market economy and the soviet-type economy. Secondly, it measures their difference in accordance to the “ideal type” of “market”, bureaucracy” and “forms of domination”. Finally, it insists on the particular “hybrid” figures of “charisma” and “patrimonial bureaucracy”.

The Maoist movement in India began to develop in the late 1960s, taking advantage of the political space provided when the Communist Party of India (Marxist) abandoned its revolutionary fight. In the early 1970s the Maoist, also called Naxalistes, were the victims of intense factionalism and severe repression which led the militants to retreat to the tribal zones of Andhra Pradesh and Bihar, their two pockets of resistance during the 1980s. This strategy explains not only the transformation of the Indian Maoist sociology (which was led originally by intellectuals but became increasingly plebian) but also its return to power in the late 1990s. That decade, notable for economic liberalization, witnessed the exploitation of mineral resources in the tribal regions to the detriment of the interests of the inhabitants. The growth in Maoism during the 2000s can be explained also by a reunification under the banner of the Communist Party of India (Maoist) which was created in 2004.
The reaction of the government in New Delhi to this phenomenon which affects half the Indian states has been to impose repressive measures. In contrast the Maoists see themselves as the defenders of a State of rights and justice.

Thirty years after the nationalisation of hydrocarbons Algeria’s oil wealth seems to have disappeared judging by its absence in the country’s indicators of well being. In Algeria oil led to happiness for a few and sadness for many. The absence of controls over oil revenue led to the industries downfall. Since 2002 Algeria is again seeing oil wealth. The increase in the price per barrel from 30 to 147 dollars between 2002 and 2008 provided the country with unexpected revenue permitting it to accumulate funds estimated, in 2009, at 150 billion dollars. Abdelaziz Bouteflika, returned to a devastated Algeria to restore civil order, unexpectedly benefited from this price increase. Thus, in addition to national reconciliation he was able to offer Algeria renewed economic growth. However, given that the wounds of the 1990s are not entirely healed and the illusions of oil wealth have evaporated this unexpected return of financial abundance raises concerns. To what ends will this manna be put ? Who will control it ? Will it provoke new violence and conflict ?

In Morocco describing an activity as having a « participative » character vests it with all the virtues of civil society and implies it is a panacea. The launch in 2005 of the National Initiative for Human Development (NIHD), a program calling for the mobilization of everyone in the fight against poverty, can be considered a symbol of this « participation phenomenon ». By analyzing its norms and styles of action on which they are based it is possible to discover the internal logic of the participatory phenomenon and to see how it shapes politics. The promotion of certain styles of action, those combining the virtues of civil society with the technical support of participative policies, transforms the criteria of legitimation. Also, the moral values ascribed to participation justify the violation of other social norms, both economic and political, which have nothing to do with participation. Such an approach, developed here on the basis of the INDH at El Hajeb, brings to light the complex ideology on which the subject of participation is based as well as its active and creative role in the political configurations which draw their legitimacy from the value placed on participation.

The ratification of the Lisbon Treaty was, in the words of Jose Manuel Barroso, “an obstacle marathon”. Its entry into force marks the end of the debate over the future of Europe begun in December 2000 at the Council of Europe in Nice. Based on an analysis of this sequence of events the authors offer a diagnosis of the crisis of legitimacy gripping the European Union. They consider that the increase in certain forms of Euroskepticism is a result of the crisis of legitimacy and propose that it be addressed by the politicization of the European political system. This politicization would permit citizens to influence the political orientation of the European Union both in terms of substance and legislative process. Several avenues are available to encourage s pour fig 1b.jpg uch politicization, relating both to institutional practices and to the conduct of political actors.

The social policy of the US welfare state is based on a liberal model of social protection. The social contract is based on the idea that individuals of working age individuals should support themselves and their dependants thanks to their earned income. However, to have a job is no longer sufficient in protecting individuals against main social risks. President Obama has been elected on the promise that he will restore the American dream, whereby individual work is rewarded by upward social mobility. However, the Obama administration faces the challenge of rising social inequality and poverty, in an extremely difficult economic context. The Great Recession has laid bare the gaps of the safety net: a growing proportion of families must choose between paying for food or rent. To understand the inadequacies of the US social protection system, it is necessary to study the structure of public assistance programmes, as well as labour market trends and the impact of the recession on low-income households. This analysis will shed light on the main characteristics of the Obama administration’s response to the economic crisis.

The Central European model of development has until recently rested on a low interest rates, significant increases in consumption, heavy dependence on capital inflows, open markets especially towards Western Europe, and for some specialization in cyclical industries (automobiles). The crisis has highlighted on the one hand the growing divergence between the countries of Central Europe and on the other their high level of interdependence which has necessitated cooperation in their relations with the EU. While Western Europe is unlikely to experience a repeat of the 1930s, it is possible that recovery will prove illusory as it did between the two world wars. Witness the case of the automobile sector which became a major contributor to GDP and source of in Central Europe but whose future prospects are uncertain. Regional policies of which new member states are the beneficiaries should, in theory, encourage innovation, pro-employment policies, and sustainable development as means to ensuring recovery

The "Swedish method" refers to the Swedes' collective capacity to adapt to the successive economic and social challenges they face in today's world. The present study attempts to raise and shed light on two issues: the inner workings of the "Swedish method"; its sustainability in the current phase of globalization. More specifically, we try to determine whether confidence and social cohesion, at the heart of Sweden's success, may be affected by the changes in public policy induced by a strategy of openness and adaptation that Sweden has considerably encouraged in recent years. We begin by surveying the literature on the relationship between confidence, social cohesion and economic performance to measure the respective importance of the factors of social cohesion. We then show how these components have been crystallized into institutions according to three socioeconomic rationales, the social democratic rationale at the heart of the Swedish system differing from the rationale of social segmentation. The study then takes a fresh look at Sweden's economic and social performance today and describes in detail the contemporary Swedish growth strategy, typical of a "small" country. We then describe the evolution of macroeconomic, fiscal, immigration and education policies and point out a weakening of collective protection schemes and the alteration of certain crucial public policies, an evolution that in the long run could call into question the Swedish governance strategy by eroding social cohesion.

Hukou is a system for registering and controlling the population set up under Mao to promote the socialist development program. It has created a lasting division between urban and rural areas and has given rise to differences in status that violate the Chinese constitution, which stipulates that all citizens are equal in the eyes of the law. Maintaining the hukou system and cleverly adapting this communist institution in answer to the country’s social and economic changes largely explains how the CCP remains in power. Hukou helps manage development by controlling urban expansion and favoring rapid industrialization at a lesser cost to the state. Despite accelerated reforms to the system in recent years, it has perpetuated inequality among citizens. Hukou thus remains a tool of the party’s divide-and-rule strategy. The reforms, which promote greater social mobility and help ensure that elites remain behind the central power, also curb social unrest, although in a context in which hukou has never been so criticized. The system thus remains the bedrock of an authoritarian regime, serving its two priorities: maintaining social stability and high growth rate.

A rather marginal theme in Eastern European studies before the end of communism, ethnic politics and minority policies in Central and South-East Europe have given birth to a very rich body of literature in the 1990s. Some analyses have been influenced by the so-called “transitology” paradigm; others have borrowed from ethnic conflict studies. In both cases, though, ethnocultural diversity has mostly been treated in a normative way and portrayed as an obstacle to democratization. As for ethnic parties, they have alternatively been presented as conducive to better political participation and integration for the minorities (in a multiculturalist perspective) or as a threat to state stability and to democracy. Regardless of these cleavages, most research on ethnic identifications and on their mobilization in politics has been grounded upon substantial definitions of ethnic “groups” and has reified differences between “generalist” and “ethnic” parties. The present comparison between the trajectory of the Movement for Rights and Freedoms (MFR, which represents the interests of the Turks and other Muslims in Bulgaria) and that of the Democratic Alliance of Hungarians in Romania (DAHR, representing the Hungarian population) departs from these approaches in two ways. First, it emphasizes the centrality of the sociology of collective action to understanding the politicization of ethnicity, while insisting on the need to trace the particular historical processes through which ethnicity has been constructed and politicized in every single case. Second, attention is brought to the role the social imaginary plays in shaping the strategies of social and political actors. To put it otherwise, we argue that identities are not exogenous to politicization processes; they are redefined, renegotiated and reappropriated as social actors invest the political field. “Ethnic parties” are in urgent need of deexoticization: Like most parties, they cannot elude the traditional dilemmas of political representation, in particular the need to be perceived as both responsive and accountable.

Post-Soviet Azerbaijan is the theater of an Islamic revival in the public sphere, a direct consequence of exiting from the empire and achieving independence, which involved the rehabilitation of religion, even the integration of Islam in a new national identitarian policy. Azerbaijan stands out from the rest of the former USSR by the fact that it is the most secularized Muslim country due to its early entrance into Russia’s bosom and the fact that it was long the ground for an ideological clash between the Shiite Persian Empires and the Sunni Ottoman Empire. It is through the convergence of internal factors – a preserved Islam despite the anti-religious Soviet policy – and external factors – the influence of neighboring countries, Turkey, Iran and the Arab world – that Azerbaijani Islam has been reconfigured since the end of the communist era. Eager to preserve the country’s secularity – the pride of the elites – and to ensure that the religious revival does not turn into a source of tension between the two essential components of its population (Shiites and Sunnis), the state has – with difficulty and sometimes a lack of subtlety – set up a religious policy that is far from receiving general approval. However, even if its handling of Islam is disputed, the Azerbaijan government controls the religious phenomenon through a policy that alternates between tolerance and repression.

Since the war began in 2002, an unprecedented social movement has taken hold in the Ivory Coast, the "Patriotic Youth," that rallies around a violent ultranationalist and anti-colonialist discourse. Supported by mass organizations that control the urban areas, the Patriotic Youth have become central political actors and a shock weapon used by the government in power. While acknowledging this political instrumentalization, the Etude goes beyond functionalist interpretations of the Patriotic Youth phenomenon in attempt to grasp the driving sociological forces and assess their scope. Based on unpublished surveys conducted in Abidjan among grassroots activists of the "Patriotic galaxy," it demonstrates that also at stake in this grand nationalist fervor is the emergence of a new political generation, involving FESCI student unionism, which today makes violent claims to rights and social recognition. In this hypothesis, the anti-colonialist register is used as a vocabulary expressing generational revolution and emancipation of a fraction of the youth that has experimented with violence in union struggles and in war. It concludes by examining the influence of this phenomenon with regard to a possible resolution of the crisis. Beyond its institutional dimensions, the Ouagadougou accord paves the way for a change of political generation, the "Fescists" – both patriots and rebels – who have managed to impose themselves on the heirs of Houphouetism.

The international community analyzed the crisis in Somalia in light of its own interests rather than the reality of the country. After having failed to work out a true reconciliation government between 2002 and 2004, western countries went about keeping alive a government that had no real legitimacy, but backed by Ethiopia and Kenya. The emergence of the Islamic Courts in June 2006 reshuffled the cards. More than the radicalization of the Islamic Courts, two arguments finally determined Somalia’s fate and the rekindling of war there. Ethiopia couldn’t stand to see an autonomous power friendly to Eritrea appear on its southern flank. And the United States wanted to signal the absolute predominance of its fight against terrorism over any other consideration. Such a posture provided the opportunity to try out a new security doctrine giving the Pentagon ascendancy over the pursuit of alleged terrorists, co-opting new regional powers on the African continent in the process, given that most of its European allies once again proved particularly limp in the face of yet another militarist drift on the part of Washington. Incapable of occupying the political space, the transitional Somalian government encouraged radicalization. The specter of an Iraq-style conflict in Africa began to loom with Ethiopia’s shaky victory in January 2007.

Since the Orange Revolution in autumn 2004 which brought the formal political opposition to power behind the candidacy of Viktor Yushchenko, Ukraine has been undergoing another transition phase. Change is certainly perceptible on several levels, but the economic and political legacy left by the authoritarian regime of Leonid Kuchma continues to weigh on politics in the country. By adopting a combined approach involving a sociology of the actors and an institutional analysis we assess these changes with respect two key issues: the delinking of political power and economic interests and the constitutional reform. The attitude of the Orange governing team with regard to oligarchic power has changed considerably, moving from the threat of expropriation by re-privatization to the acknowledgment of their importance in the national economy. In reviewing the terms of the constitutional reform, it becomes clear that although such reform was made possible by an unprecedented sharing of political power at the highest state level, between a President and a Prime Minister of opposite political bents, it has nevertheless encountered considerable obstacles to its implementation, due to conflicting interpretations and disagreement between the heads of state and government as to the redefinition of their respective roles. These transformations result in a recurrent modification of the rules of the political game and are likely to jeopardize the progress made on the path to democratization.

Social cohesion stands out as a major element of the “Norwegian model”. Norway can even be seen as a sort of laboratory where one can measure both the positive and the negative effects of such a priority and examine its components. The Norwegian social-democratic model – i.e. economical and social policies aiming at reinforcing social cohesion – is largely a product of the remarkable ethnic and cultural homogeneity that has historically characterized Norway. Though this political strategy has generated considerable achievements, it would appear to be in jeopardy today. This study will examine three main questions: considering international movements of people, is it possible to maintain ethnic and cultural homogeneity in a country with an open market? As Norway faces growing international competition, is there not a risk that the adverse effects of social homogeneity will supersede its advantages? Lastly, will oil revenues be enough to finance the continuation of this Norwegian model despite perturbations associated with globalization?

The Republican Party’s identity as fashioned since 1964 is poles apart from the moderate conservatism that had characterised the party until then. The party ideology has become populist, religious and nationalistic. It results from Barry M. Goldwater and later Richard Nixon’s "southern" electoral strategy. The party cashed in on the discontent sown among the southern population by racial integration, and has consequently made the former Confederate States its stronghold. This shift has been so large in scope that it constitutes the main feature of US politics in the past four decades. Political initiative has since then been primarily rightwing, weakening the Democrats. When the GOP won a majority in the South, the Democratic coalition suffered a trauma it has yet to recover from. The nationalist reaction to the 9/11 attacks gave the Republicans a supplementary political base. Nevertheless, this comeback does not have sufficiently stable elements allowing for a lasting Republican coalition. The Republicans’ strength resides in the fervour that surrounds them, as well as, as we will argue, in the Democrats’ inability to define a tactic to face the Republican challenge. Yet, the balance of (electoral) power does not tip to the Republicans. Although demographical and geographical factors favour the right, social evolutions tend to favour the Democrats. The latter may lack strategy, but they do not lack resource. The situation is exactly the opposite for the Republicans.

When the USSR collapsed, about 25 million Russians suddenly found themselves outside the Federation borders. This Russian diaspora has since then been defended by various lobbies based in Moscow. Some have simply the status of an association; others enjoy considerable institutional recognition in Parliament, various ministries or the executive in Moscow. The diaspora theme has undergone a profound evolution in the Russian political space: during the early 1990s it was first considered as a nationalist demand initiated within marginal circles, and since then has progressively been taken up by the state as a “politically correct” stance. In the space of 15 years, organizations defending the Russian diaspora’s rights have managed to become totally institutionalized and have gained influence on legislation regarding federal aid to the diaspora. The wide variety of terminology used to name this phenomenon, the use of the word ‘compatriot’ (judicially improper), the ethnicisation of the discourse, as well as the administrative efforts made to develop new and depoliticized conceptions of the Russian diaspora all show the underlying identity issues behind the diaspora question.

Though Afghan emigration results from sociopolitical circumstances (drought, changes in the system of government, wars) and from the economic structure (pastoralism, seasonal cycles of productive activities), it is part of a historical continuum of recurrent population movements in the region. Many Afghans, particularly Hazaras, have settled in Iran since the end of the 19th century. Their presence in the country intensified during the 1970s following the Iranian oil boom and the Afghan drought, but also following the political upheavals in Afghanistan since 1978. The Islamic Republic has adopted a changing and rather inconsistent policy to deal with these immigrants, and in a both popular and formal climate of xenophobia the country’s current objective is to repatriate them. Yet, the presence of Afghans on Iranian soil seems irreversible as it satisfies economic needs, reflects the intensity of commercial exchanges between the two countries, and constitutes a complex cross-border social reality. Lastly, the Afghan presence stokes a public and legal debate on how to define citizenship, while it appears to be inherent to the Iranian conception of its own nation.

Is the concept of “human security”, which has been discussed and debated in international organizations and academic circles since 1994, simply “hot air”, as its critics claim? Or does it provide a suitable framework for proposing multisectoral, integrated solutions in a world that is increasingly interconnected? While there is no consensus as to the exact definition of the term, human security goes beyond traditional notions of security to focus on such issues as development and respect for human rights. To some the concept is attractive, but analytically weak since it introduces too many variables that are not necessarily linked together. To others, human security concerns should be limited to situations marked by the threat or outbreak of violence. For those who favour a broad definition (as does this author), the human security agenda provides the means to assess the root causes of conflict (whether intra-state or inter-state), to propose adequate policies for resolving crises, and to provide the means for sustainable peace-building. In so doing human security policies focus on social and economic issues as they affect the individual, arguing that security (in the narrow sense of the term) is dependent on a wide-ranging network of factors that require a comprehensive approach to be effective. The paper introduces the various documents on the subject produced by international organizations, takes up the problem of the relation between academic research and policy-making, and points to a certain number of cases in which nations or regional organizations have included human security as a foreign policy option. Throughout the paper reference is made to the case of Afghanistan that is treated in the study reproduced in annex.

Thaksin Shinawatra, Thailand’s Prime Minister, is a man of superlatives: the billionaire telecommunications tycoon is the only elected Thai head of government to have managed to get through an entire legislative term before being triumphantly reelected to a second mandate. His party, Thai Rak Thai (“Thais Love Thais”), rules with an overwhelming majority. Having rose to power in the wake of the 1997 Asian crisis and the promulgation of Thailand’s democratic Constitution the same year, Thaksin exemplifies the country’s recent history: he is heir to the authoritarian military regimes of the 1960-1970 and the product of a political and economic liberalization that brought businessmen transformed into professional politicians to power. But whether the “Thaksin system” – a blend of authoritarianism and liberalism – has put the brakes on twenty-five years of political democratization or if he embodies a “Thai way” to democracy, the Prime Minister cannot rule to please himself: he is faced with a dynamic, complex and organized civil society that has already proven in at least three different instances its striking talent for political mobilization.

Alongside the socialist society that Cuba is in the process of constructing, an unofficial “civil society” is actually taking shape, made up for the most part of dissident movements. The Cuban Catholic Church, the only non-Castrist institution in existence, is playing a crucial role in maintaining a certain balance between the two; the Church’s dual nature – universal in scope but locally implanted – has fostered a unique conception of its relation to Cuban society, all the more so as its ambition is above all to win back a position of influence and reaffirm its central status. This ambition is furthered by two means, both of which are basically handled by secular representatives, in particular by groups associated with Dagoberto Valdès. On one hand there is a pragmatic approach based on social work and the activities of training centers; on the other an effort to rethink the role of the Church in relation to society and envisage the possibility of a new form of citizenship founded on Catholic values. The charitable initiatives are acceptable to the regime; but the same does not hold as far as the resolve to become active social participants is concerned, a move seen as a form of defense of conservative, backward-looking options. In addition relations between the Church and dissident movements are strained. This ambiguous situation might well render the role of Catholics in the post-Castrist transition more uncertain, even though the Church’s expertise will be required for national reconciliation to take place.

The Burmese junta that came to power in 1962, and reaffirmed its domination by a second military coup d’état in September of 1988, has steadily increased its control over the nation’s institutions and over the running of the country (renamed Myanmar in 1989). In August of 2003, the decision taken by General Khin Nyunt, Prime Minister and head of military intelligence, to propose “a road map to democracy” suggested that a gradual “transition to democracy”, closely supervised by the military regime, was possible. But the ousting of Khin Nuyunt in October 2004 spelled the return of the regime’s hardliners and of the last of the army’s nationalist chiefs, adamantly opposed to any negotiations with the democratic civilian opposition led by Aung San Suu, held under house arrest since May 2003. Thus the regime, strengthened by a favorable strategic environment, has a good chance of remaining in power by setting its own rules for “democratic” procedures, its aim being to keep the country stable rather pursuing a process of liberalization. Such a policy will inevitably be detrimental to the interests of the opposition and the ethnic minorities.

With a substantial Uyghur population, Xinjiang (East Turkistan) is, after Uzbekistan, the second largest Muslim Turkic-speaking area of settlement area in Central Asia. Annexed by China fairly late, this territory has a tumultuous history punctuated by foreign interference and separatist insurrections. Through strict control of the regional political system and a massive influx of Han settlers, the communist regime has managed to integrate this strategic region and its large oil deposits into the rest of China. However, over the past twenty years, unrest in Xinjiang has dramatically intensified. Less familiar to Western countries than the problem of Tibet, the Uyghur question is nevertheless a deeper source of concern for the Chinese authorities. After a long media blackout about this unrest until September 11, 2001, the Chinese government issued a series of documents attempting to depict the Uyghur opposition as an outside terrorist force linked to transnational Islamist terrorist networks. This rhetoric, which portrays the current unrest as a foreign attempt to destabilize the region, conceals a deep socio-political malaise and an opposition that actually takes on a far different shape from the vision official discourse tries to impose.

Since May 1, 2004, the Ukraine and Belarus have become the European Union’s new neighbours. Moldova is bound to follow suit with Romania’s entrance, scheduled for 2007. Enlargement of the EU to the East has sparked debates on what relations the EU should have with its new border states that are not slated for membership in the near future. The discussion has led to the design of a European Neighbourhood Policy (ENP) that blends a regional approach based on shared values with a process of differentiation taking into account the specific characteristics of each country involved. Since their independence, the Ukraine, Belarus and Moldova have developed different identity-based strategies that the new ENP hopes to address while avoiding the creation of new divisions. These strategies in fact oppose those who wish to incorporate European values into their country’s political model and those who, on the contrary, reject these values. The relationship between identity and politics is all the more crucial for the EU’s eastern neighbours since it involves practices with a low level of institutionalization, in the areas of nation-building, the political system as well as foreign policy. A comparative approach confirms the idea that the EU’s new neighbours constitute a regional specificity due to their common past as Soviet republics and their geostrategic position. It also points up the differences between these states as they gradually transform into discrete political spaces with nationalized modes of identification and politicization.

This study, which examines the chances of success of the government of Luiz Inácio Lula da Silva, takes as its starting point the idea that the main obstacle resides in the structure of the Brazilian political system. Being unable to reform that system, President Lula has skilfully adapted to it, but not without having to forge certain unusual alliances. He has, nevertheless, honoured the campaign promises which brought him to power after three unsuccessful attempts in a row, maintaining anti-inflationary policies and strict budgetary discipline, and respecting commitments given concerning public debt and privatised companies. This macroeconomic policy – which follows on from that of Fernando Henrique Cardoso – dominated his government’s first year in office, slowing the implementation of new policies addressing social issues and sustainable development. So far, the latter policies would appear to point more to continuity than to radical change, a fact which will, doubtless, contribute greatly to their success.

Since the 1980s – and, more symbolically, since the 6th Communist party Congress – Vietnam has been engaged in reform, which is referred to as “dôi moi”, i.e. renewal. While their aim is, first and foremost, to change the rules governing economic activity, these reforms have, since the 1990s, also been associated with political, institutional and legal change. Influenced, on the one hand, by endogenous constraints arising out of the necessary adaptation of the politico-legal environment and of the evolution of the power-legitimation processes and, on the other hand, by exogenous constraints born of the desire for integration into the international community and economy, the discourse of the Vietnamese authorities and the country’s fundamental political texts have both been modified. It seems undeniable that, despite its weightiness and areas of permanence, the Vietnamese politico-legal system is, de facto, slowly evolving and becoming “normalised”. The intention here is not to suggest that Vietnam is undergoing a “democratic transition” bringing it closer to a western model of reference. The aim of the regime may be defined thus: “to consolidate the single-party system while satisfying the demands for modernisation”. By means of an analysis of the system of people’s assemblies elected by the population and of the legal – i.e. juridical and judicial – system, this study attempts to provide an insight into the regime’s capacity for politico-legal innovation and, notably, into its capacity to structure new arenas for debate. It examines the complex evolutions which have affected the rules and players of this too-often-neglected aspect of a changing Vietnam.

The study of the population movements caused by the major Chinese hydraulic projects reveals the true extent of the change which has come about in relations between the State and society in China. The construction of the Three Gorges dam – which led to considerable controversy both within China and beyond – is a prime case in point. As well as its social consequences, this infrastructure project has ramifications in the political, economic and legal domains, notably because of the forced migrations which it has entailed. The manner in which this question has been managed – both by central government, which planned the project, and by the provincial governments, which had to manage time constraints and financial and human resources at first hand – illustrates the extent to which the country has moved away from the authoritarian approach which had currency under the rule of Chairman Mao. The study of the project provides insights into the manner in which the authorities on the ground actually applied the directives received from the Centre, and into the difficulty encountered by the rulers in Beijing in ensuring that their centralised vision of the new China holds sway. The way in which the sensitive issue of forced migrations has been managed highlights what is at stake in the disputes between the various players, i.e. officials in the many ministries concerned, local and provincial authorities, displaced populations and host populations. The specific modes of justification employed by each group provide pointers towards an understanding of the complexity of China's new "civil society".

Enlargement today is a priority on the European agenda. Examining Portugal and Greece from a comparative perspective with respect to Poland, this Study analyzes the original and specific paths each of these national configurations have taken as regards administrative and institutional changes, particularly through the regional dimension, policy reorientations and modes of government. Given the large body of acquis communautaire that must be integrated, the nature of Commission involvement and the highly regulatory nature of European directives, this dimension emerges as the most significant in the process of Europeanization: public administration acts as a filter in this dynamic and nation-states are paradoxically strengthened by European integration. This comparison is an opportunity to underscore the importance of innovations and the singularity of modes of government, suggesting that certain arrangements put into practice in cohesion countries may provide sources of inspiration for the new entrants, which are faced with similar problems of administrative competence, bureaucratic blockages and political and state legacies that are remote from the European model of public administration, civil service organization and rules. With the effect of European constraints, a threefold dynamic is at work: a dynamic of delegation, or privatization, through the creation of agencies, offices and institutes, a dynamic of politicized (re)centralization, and a dynamic of political, institutional and social innovation. Thus components of these models are constantly borrowed and reshaped, hybrid constructions are formed and configurations take shape that are no less European than what can be found in the “heart” of Europe.

The conflict in Colombia has, in the space of a few years, become a real headache for the United States as well as for Europe. Countless human rights violations, forced population displacement, drug trafficking and terrorism make Colombia a textbook case for examining the entire range of security problems today. With the launching of Plan Colombia in 1999, the United States considerably increased its aid to the country. Today, the American administration actively supports Alvaro Uribe’s government in its fight against guerilla movements, labeled “narcoterrorists,” and rumors of armed intervention regularly resurface. Having long remained on the sidelines of the “Colombian tragedy,” Europe seems to be relegated to playing second fiddle. The military option represented by Plan Colombia had opened up a political spaced that the Europeans began to occupy. But with the break-off of peace negotiations, this space has shrunk and has maybe even disappeared for good. In the face of American efforts to monopolize management of the Colombian conflict, it is in fact hard to see how the European Union can return to the forefront in this area of the world that remains the United States’ preserve. All the more so since virtually no voices can be heard asking the Europeans to counterbalance the United States. The situation in Colombia is a new illustration of the state of U.S.-European relations today, between competition, a search for complementarity and a mutual lack of understanding.

Since the early nineteen-eighties, the new political visibility of Latinos has been referred to as the awakening of a “sleeping giant.” Their increased political expression, be it in the form of protest action during civil rights movements or electoral participation, marks a turning point in the integration of Hispanics in the American public sphere. With a growing number of voters, candidates and elected officials, Latinos have emerged on the political scene. The increasingly influential role of pan-ethnic interest groups and new opportunities for political participation created by the development of transnational networks have contributed to the elaboration of this new participative framework. Yet their electoral and political influence remains below the demographic, economic, social and cultural importance of these some 35 million individuals who make up over 12 percent of the U.S. population. Most of the minority groups still encounter major obstacles to political access. These are partly structural, but also internal to the group: not only is it divided over domestic or foreign issues, it is fragmented by national origin, status and generation. The singular nature of immigration from Latin America, the continuity of migratory flows and their diversity, all constantly rekindle divergences over what strategy Latinos should adopt for participating in the public debate. They also highlight the fictional, both functional and dysfunction, nature of ethnic categorization in the United States. The ethnic card may be an instrument of participation, but it can also prove to seriously fetter minorities’ entry into politics.

In South Africa, the transition negotiated in order to build a post-apartheid political order has brought about a deep-seated transformation of the state. A central issue of this radical reform had to do with the territorial arrangement of the new state. Constitutional negotiations resulted in a hybrid federal type of system that distinctly reinforced the power of local government, particularly to counterbalance that of the nine provinces. At the same time, a smoother form of intergovernmental relations was introduced with the concept of “cooperative government.” In contrast to the centralized system that held sway under apartheid, local government has been strengthened by a new constitutional status, which in particular guarantees an “equitable share” of the national revenue. It also ensures that municipalities are represented nationally through intergovernmental structures involving the participation of local governments. The new space of autonomization that local governments henceforth enjoy nevertheless comes up against the centralizing tendencies of intergovernmental relations. In South Africa, cooperative government has turned out to be a means of consolidating national power. The configuration of the South African political party system also plays up this rationale. The dominant position of the ANC at every level of government thus has a centralizing effect on the management of center-periphery relations. Yet this dynamic is partly the result of a centralization “by default” due to the institutional weakness of sub-national governments. The use local governments make of the new constitutional space granted to them greatly depends on their own capacities, thus producing an asymmetrical dynamic of autonomization. Without their own resources, rural municipalities remain highly dependent on the central government. On the contrary, metropolitan areas manage to strengthen their power and position themselves as competitors with certain provinces, thus becoming central actors in intergovernmental relations.
