La vie au guichet ("Centre d'accueil des citoyens" (CAC), Nouakchott, février 2025)

En Mauritanie, la mise en place d'un nouveau système biométrique d'état civil en 2010 a suscité d'immenses controverses et la crainte de certaines populations discriminées (Afro-mauritaniens et anciens esclaves haratines) d'un "génocide biométrique". Malgré la dématérialisation des démarches administratives, via l'application mobile Houwiyeti, les citoyens doivent toujours faire de longues queues pour obtenir leurs extraits d’état civil à travers les grilles des fenêtres-guichets des CAC. La politique du guichet demeure une relation hostile dénoncée par des mouvements de la société civile.

Catégorie « insolite » : L’épouvantail d’un État guerrier (N’Djaména, janvier 2025)

A N’Djaména, comme à Bamako ou d’autres villes du Sahel en guerre, on rencontre au coin des rues de drôles d’épouvantails, en treillis, rangers, béret et lunettes noires. Le sens interdit qu’ils tentent d’imposer n’est guère respecté, mais ils témoignent de pratiques et d’un imaginaire du travail de l’ordre surmilitarisés.

Notice(d) on Sanitation Day. Agbogbloshie, Accra, Ghana. A Public Health officer hands out the last of five notices to produce sellers in the Agbogbloshie market. The women selling were found responsible for “obstruction in a public pathway” and failure to participate in a national cleaning operation. That day, authorities inaugurated the first Sanitation Day, during which, between 6 am and 10 am, citizens are expected to clean their surroundings. In Agbogbloshie, everyone seen carrying out their activities statically was automatically handed a notice by the Sanitation Task Force. The group of women has three days to relocate their activity or face judicial action with the Sanitation Court.

Remnants of the Old City

Municipal Police Storage, Cotonou, Benin. Through operations called “Liberations”, the municipal police of Cotonou confiscated a significant number of objects that were seen cluttering, obstructing, or aesthetically polluting the public space. These objects are stored at the police headquarters and are bound to be destroyed or returned to their owners after they pay a fine. Over the past years, these objects have piled up as the Prefecture failed to order their destruction and currently take up the space of three storage buildings.
