Emerging technologies and their potential for extremist and terrorist violence is an important aspect of the global governance of terrorism. The UN Counter- Terrorism Committee has addressed various forms of such technologies, including digital payment services and unmanned arial vehicles (UAVs), as a concern for countering terrorism. In this lecture, we take a historical approach to the interplay between novel technologies, international regulations and terrorism. We examine how technologies in the yearly 60s, including commercial air travel and other technological infrastructure, shape the tactics and strategies of terrorist organisations and how international regulations respond to this. We continue this ‘geneological approach’ to our contemporary times to examine what (dis)continuities we can detect, and how we can gain a better understanding of the relationship between law, technology, and terrorism. The lecture draws from different academic debates, including critical security studies, international law, and critical data studies.
