LOBBYING IN THE ERA OF RADICAL TRANSPARENCY: CONSTRAINT OR DEMOCRATIC OPPORTUNITY?

Long perceived as an obscure practice reserved for inner power circles, lobbying is being reinvented in this era of transparency and social media.  Guillaume Labbez, an expert in communication strategies, who is particularly involved in programmes related to public affairs at Sciences Po Executive Education, analyses the challenges brought about by this shift.

FROM HUSHED INNER CIRCLES TO OUTRIGHT ACTIVISM: THE NEW FACE OF LOBBYING

Lobbying is undergoing a transformation. Traditionally associated with negotiations between those included in inner power circles, in the digital age, it takes on a new guise. Heavily swayed by shared public opinion, social networks and vigilant NGOs, “influence” is now very much at play. The topic enters the public arena with a consequently broader and more contentious game of influence, at times resembling that of a militant campaign.

These changes come with changes in perception. Although France has long since relegated lobbying to the ranks of an unspeakable practice, its institutions recognise the inevitable role it plays in democracy today.

FULL TRANSPARENCY: HAMPERING INFLUENCE OR A SIGN OF LEGITIMACY?

Following the exposure of corruption cases and heightened regulatory requirements, radical transparency has become the industry norm. New constraints come with it. Lobbyists now need to be transparent in their activities and live with the fear of being exposed in public forums.

But this transparency can also be a source of opportunity for them. It actually presents the opportunity to reinvent oneself, taking on new legitimacy. In its fully revealed form, lobbying conducted with clarity and integrity can be perceived not as an underhand practice, but rather a driver of democratic discourse. Ultimately, by forcing stakeholders to put forward stronger arguments and broader alliances, transparency lends itself to improving the calibre of politics in the public arena.

INFLUENCING WITHOUT MANIPULATING: ADJUSTING PUBLIC AFFAIRS STRATEGIES

Faced with this challenge, public affairs professionals need to reinvent their practices. Effective lobbying today is done by implementing an integrated strategy and adopting new tools and approaches based on a “360° influence” approach. This transformation hinges on several key elements:

  • Uniting rather than dividing. By forming coalitions with other stakeholders (associations, companies, etc.), stakeholders are speaking to the public authorities with a stronger, more legitimate voice.
  • Adopting transparent communication practices. To ensure their message is clear, without raising distrust, companies and lobbyists must adopt informative discourse aimed at the general public, especially on social media.
  • Contributing expertise and added value. The representatives of certain causes will gain credibility by becoming constructive partners, shedding light on decision-making backed by data, studies and in-depth knowledge of the territory.
  • Following a strict ethical framework. Faced with the risk of exposure and ever greater penalties, organisations must respect not only the letter but also the meaning behind the regulations. A level of detail that, in turn, sees their trustworthiness soar.

By adapting their strategy, lobbyists can turn the shift towards radical transparency into a democratic opportunity. Their public statements gain in impact what they lose in obscurity. A valuable change as public decision-making becomes more open - and ultimately, more legitimate.
