Richard Balme

Richard Balme, a Professeur agrégé in Political Science, is a full professor at the Centre for European Studies and Comparative Politics (CEE) at Sciences Po. He is recognised for his expertise in environmental and climate governance, which he analyses from a comparative perspective particularly across Europe, China, and the United States.
He founded and led the Interdisciplinary Workshop on Environmental Research (AIRE) at Sciences Po, a platform dedicated to studying the ecological challenges of the 21st century. Alongside his research, he developed the Master in International Governance and Diplomacy at the Paris School of International Affairs (PSIA). Since 2014, he has directed the Executive Master in African Potential: Strategic Development and Management at Sciences Po Executive Education.
His teaching covers public policy analysis, comparative politics and government, global governance, and social science research methods.
He is a Fellow at the Asian Energy Studies Centre (Hong Kong Baptist University) and serves on the editorial board of the journal Environmental Policy and Governance.
His major publications include work on multi-level environmental governance, smart grids, environmental justice in China, and the implementation of the Paris Climate Agreement.
Richard Balme has been a visiting professor at several leading universities, including Tsinghua University (Beijing), Columbia University (New York), and the University of Hong Kong. He has secured major research funding (European Commission, CNRS, international foundations) and served on the Economic, Social and Environmental Council from 2012 to 2014, as well as on the board of the Institut d’Études Politiques de Paris. He has also served on Committee 53 of the French National Research Agency (ANR) and on the admissions jury of the Institut national du Service Public (INSP).
