Olivier Costa est Directeur de recherche CNRS au CEVIPOF.

Il a consacré sa thèse de science politique au fonctionnement du Parlement européen (Paris VIII, 1998). Il a été en post-doc à l’Institut d’Études européennes de l’Université Libre de Bruxelles. Il a obtenu son Habilitation à diriger les recherches en 2013 (« La parlementarisation de l’Union européenne », Sciences Po Bordeaux).

Entré au CNRS en 1999, il a été en poste au Centre Émile Durkheim (Sciences Po Bordeaux) jusqu’en 2020, avant de rejoindre le CEVIPOF.

Il enseigne les institutions et politiques de l’Union européenne à Sciences Po. Il a également enseigné à Sciences Po Bordeaux et Strasbourg, à l’Université Libre de Bruxelles, à l’Université de Genève et au Collège d’Europe. Il a été professeur invité dans de nombreuses universités en Europe, aux Etats-Unis et au Japon.

Ses recherches portent sur le système institutionnel de l'Union européenne, sur la question démocratique dans l'Union, sur la représentation parlementaire et la représentation d’intérêts en France et en Europe et sur la fabrique des politiques publiques.

Il est l’auteur de 9 livres et a dirigé 20 ouvrages collectifs et numéros spéciaux de revues. Il a publié des articles dans les revues suivantes : Journal of European Public Policy, West European Politics, Journal of European Integration, Journal of Legislative Studies, Representation, Journal of Common Market Studies, Revue Française de Science Politique, Politique européenne, Revue internationale de politique comparée, Pouvoirs, French Politics. Il a rédigé de nombreux rapports pour les institutions européennes, le gouvernement français, et des think tanks.

Il est membre du Comité éditorial du Journal of European Integration, du Journal of Legislative Studies, du European Law Journal et du International Journal of Parliamentary Studies.
