Pakistan was created in 1947 by leaders of the Muslim minority of the British Raj in order to give them a separate
state. Islam was defined by its founder, Jinnah, in the frame of his “two-nation theory,” as an identity marker
(cultural and territorial). His ideology, therefore, contributed to an original form of secularization, a form that is
not taken into account by Charles Taylor in his theory of secularization – that the present text intends to test and
supplement. This trajectory of secularization went on a par with a certain form of secularism which, this time,
complies with Taylor’s definition. As a result, the first two Constitutions of Pakistan did not define Islam as an
official religion and recognized important rights to the minorities. However, Jinnah’s approach was not shared
by the Ulema and the fundamentalist leaders, who were in favor of an islamization policy. The pressures they
exerted on the political system made an impact in the 1970s, when Z.A. Bhutto was instrumentalizing Islam. Zia’s
islamization policy made an even bigger impact on the education system, the judicial system and the fiscal system,
at the expense of the minority rights. But Zia pursued a strategy of statization of Islam that had been initiated
by Jinnah and Ayub Khan on behalf of different ideologies, which is one more illustration of the existence of an
additional form of secularization that has been neglected by Taylor.

During the Cold War the US-Pakistan relationship was one in which the US considered Pakistan as a necessary part of its effort to contain communism in Asia while Pakistan considered its relationship with the US as strengthening its position vis a vis India. The high point in this relationship was during the Soviet-Afghan war. The US tried to renew this relationship after 9/11, although when Obama replaced GW Bush he stated his intention to move US-Pakistani relations off the security agenda which the Pentagone and the Pakistani army considered a priority. However, Obama rain into resistance from the Pakistani army and from the national security establishment in Washington- as can be seen from the security-oriented distribution of US aid. But not even in the area of security have the two nations been able truly to collaborate. To begin with, the strengthening of US-India relations angered Pakistan. Then Islamabad protected the Taliban in its fight with NATO. Finally, Obama violated Pakistani sovereignty (the Drone strikes in the tribal belt and the Ben Laden raid). These conflicting interest, however, do not necessary means the end of the relationship.

This article addresses the sensitive question of Church-State relations in Greece. Recent studies have suggested that the Greek Church’s discourse was plainly incompatible with modern conceptions of liberal democracy. Populism and nationalism have been the two theoretical concepts used in relation with the Church. Discourse analysis based on public declarations of Church officials has been the main methodological tool. The Greek identity cards’ crisis of the nineties has been its testing ground. Through an analysis of this “crisis” this article intends to show that these methods can offer only very limited perspectives of understanding the process for two main reasons. First, they show little interest for sociological analysis and especially for the internal functioning of the Church. Second, discourses are one outcome of the actors’ strategies but have to be deciphered and not taken for granted. Analysts disregard one of the main presuppositions of semantics theory: discourses are produced within a specific socio-historical context and according to certain prefabricated schemes. This dual pattern of production allows for continuity as well as for change. Thus, this article also argues that a Church¹s conservative discourse may be closely related to the efforts of certain actors within this institution to renovate it. While refuting the “clash of civilizations” thesis, this article finally intends to suggest that the renewed interest for religion in general and orthodoxy in particular due to this thesis should be put to use by researchers in order to acquire new and more comprehensive socio-historical accounts of the Greek Church.

Kosovo and East Timor have often been jointly considered for their common experience of new ‘international protectorate’. These two territories were ‘liberated’ in 1999 by multilateral ‘interventions’ and thereafter ruled by United Nations transitional administrations. This feature is at the core of nearly all comparative exercises about the two territories to this day. However, another less obvious set of resemblances calls for renewed attention: it was indicated by the post-liberation resilience of indigenous institutions that had emerged during the 20 to 25 years of resistance. From this initial observation, I spent months in the field between 2000 and 2003 and uncovered a wider array of similarities. Three main parallels appeared. In both, the clandestine resistance networks, described here as ‘crypto-states’ have 1) directed their strategic choices on the resort to violence according to perceived international opinion, 2) while remaining a hybrid association of anti-state kinship groups and ‘modern’ urban elites, 3) with the result of producing a dual discourse on nationhood: exclusive and militant on the one hand, inclusive and ‘liberal’ on the other. After empirically discovering what may well be a singular political object, a necessary step was to assess its relevance to social science research. This required testing its set of similar features against established political theory on state and nation building: First by assessing the very ‘stateness’ of these clandestine administrations, then by exploring their rich and often contradictory production on national identity. In conclusion, this preliminary exploration suggests that the parallel trajectories of Kosovo and East Timor during the past 25 years point to a new way of nation-state building in a context of external constraint, directed by the changing post-cold war norms on international intervention. I argue here that this type of ‘externalized’ state construction and nation building is perhaps ill-fitted for the post-conflict construction of stable institutions.

Several prolific research fields dedicate themselves to the analysis of the contemporary phenomena of circulation, transfer and convergence of public policies. These clusters of studies have in common to explore the impact of external influences and foreign sources of inspiration or imitation on policy making process. Two major research orientations can be distinguished among these studies. The first one develops a perspective in the close proximity of the new sociological institutionalism. It scrutinizes the causal grounds and the social impacts of the expansion of policy transfers, by putting the stress on the influence of cultural and institutional factors. The second one, which is related to the sociology of social action, primarily examines the implementation of concrete policy transplant operations from one social context to another, by meticulously investigating the social characteristics of transfer agents and analyzing their interactions. Our argument is that the various approaches covered here – which are sociology of diffusion, new sociological institutionalism, europeanization studies, lesson-drawing and policy learning literature, structural sociology, and, of course, the research stream which identifies itself as policy transfer studies - are today on the way to overcome their divergences and to consolidate a common framework of sociological knowledge about policy transfers, grounded in both holistic and individualistic sociological traditions.

Since the second half of the 1990s, the theme of national revival crystallized in Russia, notably in the form of a promotion of patriotism. The apparent convergence between an offer “from above” and a demand “from below” supports the idea that there exists a kind of patriotic consensus in Russia. This new tense and autarchic fusion between state and society summons old stereotypes about Russo- Soviet culture. This issue of Questions of Research seeks to go back over these stereotypes in order to show the diversity of “patriotic” practices in Russia today (which widely surpass the “militarist” variant generally evoked) and the connected social uses that are made of it. Following an overview of the existing literature on Russian nationalism and patriotism, as well as a presentation of the patriotic education curricula being implemented by the Russian state, our study on “patriotic” practices continues through several points of observation (patrioti c summer clubs and camps for children and adolescents in Saint- Petersburg, Moscow and Omsk; ethno-cultural organizati ons; Orthodox religious organizations; and the discursive practices of economic actors). The examination of these different terrains reveals the diversity of everyday “patriotic” activities; and illustrates their utilization to multiple ends (pragmatic concern for one’s professional career, search for a personal source of inspirati on, opportunities for enrichment, pleasure of undertaking activiti es with one’s friend and relations…). In the end, these fieldwork surveys reveal motivations and commitments in which official patriotic discourse and the image of state are often secondary, sometimes even denied.

The political determination of the Mediterranean border of the European Union seen from the perspective of the Southern European countries (Spain, Italy, Greece, Malta) illustrates the symbolic and political importance for these nations of maintaining control of the border. It has a significant impact on the types of controls that are enacted and the interplay between national and European decisions. Placing this question on the agenda brings to light a Mediterranean perspective regarding the exterior borders of the European Union that is largely determined by the conditions of integration of the different countries into the Schengen area. This new border regime is the result of complex political games and is seen as a security issue. The actual set of controls seems to be less planned and legal-rational than simply erratic and the result of tensions between internal tactics, nation state strategies and attempts at bringing within the ring of EU.

During the first decade of the 21st century the Gulf States undertook reforms of their social policies based on the generous redistribution of hydrocarbon profits. One of the elements of the redistribution was to guarantee of employment. Beginning in the 1990s rising unemployment indicated that the traditional employment policies were ineffective, generating social tensions as evidenced in the "Arab spring". The goal of the reforms is to move nationals into salaried jobs in the private sector, currently held largely by foreign workers. The change is strongly opposed by business executives and local entrepreneurs. Having become accustomed to inexpensive foreign workers they object to the increased costs entailed by the reforms. The royal families are thus obliged to negotiate between the interests of the private sector, often aligned with their own, and the dissatisfaction of the young, the group most impacted by unemployment and the key players in the protests that erupted in 2011 in Bahrain, Saudi-Arabia and Oman.

What kind of future worlds do experts of international security envision? This paper studies the role of experts in DC's think tanks, a relatively small world socially and culturally highly homogeneous. It underlines the characteristics of this epistemic community that influence the way its analysts make claims about the future for security. The DC's marketplace of the future lacks diversity. The paradigms analysts use when they study international politics are very similar. Moreover, the range of issues they focus on is also relatively narrow.
The paper highlights three main features of the relation between those who make claims about the future of security and those to whom these claims are addressed (mainly policymakers). First, it shows that, for epistemic but also for political reasons, the future imagined in think tanks is relatively stable and linear. This future also contributes to the continuity of political decisions. Second, the paper shows that think tanks are also "victims of groupthink", especially when they make claims about the future. Third, it underlines a paradox: scenarios and predictions create surprises. Claims about the future have a strong tunneling effect. They reinforce preexisting beliefs, create focal points, and operate as blinders when, inevitably, the future breaks away from its linear path.

Latin America's national oil companies, created at various times during the twentieth century, have each evolved in a different way. The two main companies – Petroleos de Mexico (Pemex) and Petroleos de Venezuela (PDVSA) – provide excellent illustrations of the rich diversity of organizational and industrial development. Many factors – such as the importance of earth quakes – explain the diversity.
Nevertheless, the role of governments during the period of nationalizations is key. It was then that the relationships between the owners of natural resources, public operators, regulators, the finance ministries, and international operators were defined. This process shaped the companies' institutional structures (path dependency) and set the parameters for future entrepreneurial dynamism. The path by which each of these enterprises developed continues to affect their culture as evidenced by the recent reforms which attempted to restructure Pemex and PDVSA.

In 2004 the government of Mauritania admitted that for the past ten years its national macroeconomic and financial data had been falsified. This admission revealed a small part of the fraudulent practices that took place during the Taya era which ended in 2005. But it also showed that the economic management of this "good student" had become ensnared in true "bureaucratic anarchy". Beginning in 2005, when the democratic transition should have enabled the public administration's house to be put in order, reforms were often motivated by a desire to improve the image of the regime and were thus less than effective. Then, following the elections of 2007, and in the midst of financial scandals, the government developed a technocratic approach which alienated the Mauritanian public who perceived a power vacuum. A new coup d'etat occurred during the summer of 2008. The "Rectification Movement" of general Abdel Aziz acquired legitimacy as a result of its fight against terrorism in Sahel. Employing populist rhetoric and adopting the moral high ground in the fight against rampant corruption, the Movement favored lax management of resources and tight, even authoritarian, control of public finances.

The Maoist movement in India began to develop in the late 1960s, taking advantage of the political space provided when the Communist Party of India (Marxist) abandoned its revolutionary fight. In the early 1970s the Maoist, also called Naxalistes, were the victims of intense factionalism and severe repression which led the militants to retreat to the tribal zones of Andhra Pradesh and Bihar, their two pockets of resistance during the 1980s. This strategy explains not only the transformation of the Indian Maoist sociology (which was led originally by intellectuals but became increasingly plebian) but also its return to power in the late 1990s. That decade, notable for economic liberalization, witnessed the exploitation of mineral resources in the tribal regions to the detriment of the interests of the inhabitants. The growth in Maoism during the 2000s can be explained also by a reunification under the banner of the Communist Party of India (Maoist) which was created in 2004.
The reaction of the government in New Delhi to this phenomenon which affects half the Indian states has been to impose repressive measures. In contrast the Maoists see themselves as the defenders of a State of rights and justice.

Since 2006 the checkpoints along the borders of the West Bank and the Gaza strip have been reorganized and equipped with a new technological platform. They are now managed by private security firms. The instigators of these reforms speak of the "civilianization" of the checkpoints and justify their program on economic, organizational and humanitarian grounds. This detailed study of the concrete means by which the management of the Israeli checkpoints has been outsourced and commodified enables one to establish links between the evolution of Israeli society in terms of the relationship between the State, the market and society and the actual changes in the operation of the occupation. It would appear that this is not a case of the State receding in the face of market forces in a zero sum game. Rather it is the redeployment in a neoliberal context of the State in which it has adopted the uniquely Israeli layering of the public and the private, the national and the international, the State and civil society.

Thirty years after the nationalisation of hydrocarbons Algeria’s oil wealth seems to have disappeared judging by its absence in the country’s indicators of well being. In Algeria oil led to happiness for a few and sadness for many. The absence of controls over oil revenue led to the industries downfall. Since 2002 Algeria is again seeing oil wealth. The increase in the price per barrel from 30 to 147 dollars between 2002 and 2008 provided the country with unexpected revenue permitting it to accumulate funds estimated, in 2009, at 150 billion dollars. Abdelaziz Bouteflika, returned to a devastated Algeria to restore civil order, unexpectedly benefited from this price increase. Thus, in addition to national reconciliation he was able to offer Algeria renewed economic growth. However, given that the wounds of the 1990s are not entirely healed and the illusions of oil wealth have evaporated this unexpected return of financial abundance raises concerns. To what ends will this manna be put ? Who will control it ? Will it provoke new violence and conflict ?

In Morocco describing an activity as having a « participative » character vests it with all the virtues of civil society and implies it is a panacea. The launch in 2005 of the National Initiative for Human Development (NIHD), a program calling for the mobilization of everyone in the fight against poverty, can be considered a symbol of this « participation phenomenon ». By analyzing its norms and styles of action on which they are based it is possible to discover the internal logic of the participatory phenomenon and to see how it shapes politics. The promotion of certain styles of action, those combining the virtues of civil society with the technical support of participative policies, transforms the criteria of legitimation. Also, the moral values ascribed to participation justify the violation of other social norms, both economic and political, which have nothing to do with participation. Such an approach, developed here on the basis of the INDH at El Hajeb, brings to light the complex ideology on which the subject of participation is based as well as its active and creative role in the political configurations which draw their legitimacy from the value placed on participation.

The post-Soviet Russian army, having decided to maintain the draft, must address issues associated with the existence of ethnic and religious minorities; specifically the growing numbers of Muslims and the proselytizing by the Orthodox Church. The Russian Orthodox Church’s policy of blessing the troops is the source of growing discontent among the Muslim community. The two conflicts in Chechnya have further contributed to the difficulties faced by the army’s Muslim minority. However, protests by Muslim leaders have lost their legitimacy since 1999. The policies of reconciliation led by Vladimir Putin have born fruit. The Muslim religious authorities have become increasingly involved in the draft, army officers have been educated about the basic principles of Islam, and “stroibaty” have been dismantled. The management of the forces however remains a source of tension, most notably the official policy of using the reorganization of local and ethnic groups to eradicate the “dedovchtchina”. Given the growth of the Muslim population what can we expect from a move to a professional army? Will the armed forces mirror the diversity of the nation or will they be ethnically and religiously homogeneous?

The Darfur crisis has shed light on unresolved crises at its borders in Chad and the Central African Republic. What these various conflicts most have in common is probably the existence of transnational armed movements that endure and reorganize in the fringes created by state dynamics in the region as well as the aporias of the international community’s conflict-resolution policies doubled by the choices of certain major powers. An analysis of the situation in the Central African Republic and the history of certain armed movements active in this regional space argues in favor of a less conventional approach to crisis-solving strategies. It points up a zone centered on the Central African Republic and its borders with neighboring countries as the real site for the analysis of armed factionalism since the wave of independence and the specific trajectories of state-building.

With over 8 million Filipinos living overseas, it could be argued that people have become the country’s largest export commodity. With their remittances making up 13% of GDP, they are as well crucially important economic actors. Has the Philippine state been instrumental in this exodus and in harvesting its fruits? Addressing such a proposition requires further refinement of three basic concepts – state, diaspora and transnationalism – through the use of three structuring templates. As a preliminary, the dichotomy of state strength and weakness is grounded in an analysis of a particular sector, namely emigration. By drawing on the typologies of Robin Cohen, Filipino overseas communities are portrayed as possessing, to some extent, the characteristics of much more readily accepted diasporas. However, a sketch of the varied experience of a heterogeneous Filipino diaspora underlines the differences between permanent migrants, contract workers, sea-based workers and irregular migrants. The diverse lived experiences of these groups – and their relations with their “home” nation – call into question the salience of notions of “transnationalism”. This questioning is reinforced by an examination of the Filipino state’s role in creating a “self-serving” diaspora through a review of the three phases in Filipino emigration policy since 1974. The characteristics that come to the fore are rather forms of “long-distance nationalism” and “rooted cosmopolitanism”. Taking cognizance of the multiple identities and loyalties in the case of the Filipino diaspora, a process of “binary nationalisms” is posited as a more fruitful avenue for future research.

The "Swedish method" refers to the Swedes' collective capacity to adapt to the successive economic and social challenges they face in today's world. The present study attempts to raise and shed light on two issues: the inner workings of the "Swedish method"; its sustainability in the current phase of globalization. More specifically, we try to determine whether confidence and social cohesion, at the heart of Sweden's success, may be affected by the changes in public policy induced by a strategy of openness and adaptation that Sweden has considerably encouraged in recent years. We begin by surveying the literature on the relationship between confidence, social cohesion and economic performance to measure the respective importance of the factors of social cohesion. We then show how these components have been crystallized into institutions according to three socioeconomic rationales, the social democratic rationale at the heart of the Swedish system differing from the rationale of social segmentation. The study then takes a fresh look at Sweden's economic and social performance today and describes in detail the contemporary Swedish growth strategy, typical of a "small" country. We then describe the evolution of macroeconomic, fiscal, immigration and education policies and point out a weakening of collective protection schemes and the alteration of certain crucial public policies, an evolution that in the long run could call into question the Swedish governance strategy by eroding social cohesion.

Hukou is a system for registering and controlling the population set up under Mao to promote the socialist development program. It has created a lasting division between urban and rural areas and has given rise to differences in status that violate the Chinese constitution, which stipulates that all citizens are equal in the eyes of the law. Maintaining the hukou system and cleverly adapting this communist institution in answer to the country’s social and economic changes largely explains how the CCP remains in power. Hukou helps manage development by controlling urban expansion and favoring rapid industrialization at a lesser cost to the state. Despite accelerated reforms to the system in recent years, it has perpetuated inequality among citizens. Hukou thus remains a tool of the party’s divide-and-rule strategy. The reforms, which promote greater social mobility and help ensure that elites remain behind the central power, also curb social unrest, although in a context in which hukou has never been so criticized. The system thus remains the bedrock of an authoritarian regime, serving its two priorities: maintaining social stability and high growth rate.

A rather marginal theme in Eastern European studies before the end of communism, ethnic politics and minority policies in Central and South-East Europe have given birth to a very rich body of literature in the 1990s. Some analyses have been influenced by the so-called “transitology” paradigm; others have borrowed from ethnic conflict studies. In both cases, though, ethnocultural diversity has mostly been treated in a normative way and portrayed as an obstacle to democratization. As for ethnic parties, they have alternatively been presented as conducive to better political participation and integration for the minorities (in a multiculturalist perspective) or as a threat to state stability and to democracy. Regardless of these cleavages, most research on ethnic identifications and on their mobilization in politics has been grounded upon substantial definitions of ethnic “groups” and has reified differences between “generalist” and “ethnic” parties. The present comparison between the trajectory of the Movement for Rights and Freedoms (MFR, which represents the interests of the Turks and other Muslims in Bulgaria) and that of the Democratic Alliance of Hungarians in Romania (DAHR, representing the Hungarian population) departs from these approaches in two ways. First, it emphasizes the centrality of the sociology of collective action to understanding the politicization of ethnicity, while insisting on the need to trace the particular historical processes through which ethnicity has been constructed and politicized in every single case. Second, attention is brought to the role the social imaginary plays in shaping the strategies of social and political actors. To put it otherwise, we argue that identities are not exogenous to politicization processes; they are redefined, renegotiated and reappropriated as social actors invest the political field. “Ethnic parties” are in urgent need of deexoticization: Like most parties, they cannot elude the traditional dilemmas of political representation, in particular the need to be perceived as both responsive and accountable.

Since the 1970s, the world follows a triple evolution in favor of democratization, opening and decentralization. Brazil has been following this movement with a democratic and decentralizing constitution and by the adoption of market-friendly policies. However, since the Real Plan (1993), Brazil is recentralizing its fiscal policy. The huge increase of public expenses is predominantly at the profit of the Union, which imposes new fiscal constraints to the States and Municipalities. If the international integration is frequently associated to tax limitations and decentralization, Brazil would depart from this general trend. However Brazilian integration is recent and partial. Integration does not seem to increase inequalities what would justify a centralized transfer from the “winning” regions to the “losing” ones. The fiscal recentralization by higher public expenses might be therefore explained by the political will to reduce initial inequalities and to implement a better social protection. We show that fiscal recentralization is also the consequence of a distorted fiscal system notably in the nature of social security taxes and the type of VAT (ICMS) applied by States.

Facing a very complex environment with many economical, geopolitical and climate uncertainties and risks, National and International Oil Companies have been looking for a more rationale organizational structure to hold out against competition. This is the problem Pemex – the Mexican National Oil Company - which is third-ranked in world oil production, has been facing with. The reform process is not easy: it implies changes to the Constitution. With the recent democratization of the political regime, none of the major political parties alone is dominant in the Congress and has the capacity to push through such changes. Since the beginning of the nineties, the teams who governed Pemex tried to reply the following questions: Which kind of organizational mechanisms would allow Pemex to conserve its condition as a National Company and, in the same time, to be managed with the private sector principles and criteria? More concretely, is it possible to stimulate a market context inside a state monopoly without modifying the text of the Constitution? How can a new labor culture be created when the very influential Oil Trade Union has been maintaining a corporatist logic of the ancien régime? How to introduce criteria for corporate social responsibility when secrecy has been part of the traditions in the management of the company? What kind of evaluation is it possible to make nowadays about the reforms those managers offered?

Since the Orange Revolution in autumn 2004 which brought the formal political opposition to power behind the candidacy of Viktor Yushchenko, Ukraine has been undergoing another transition phase. Change is certainly perceptible on several levels, but the economic and political legacy left by the authoritarian regime of Leonid Kuchma continues to weigh on politics in the country. By adopting a combined approach involving a sociology of the actors and an institutional analysis we assess these changes with respect two key issues: the delinking of political power and economic interests and the constitutional reform. The attitude of the Orange governing team with regard to oligarchic power has changed considerably, moving from the threat of expropriation by re-privatization to the acknowledgment of their importance in the national economy. In reviewing the terms of the constitutional reform, it becomes clear that although such reform was made possible by an unprecedented sharing of political power at the highest state level, between a President and a Prime Minister of opposite political bents, it has nevertheless encountered considerable obstacles to its implementation, due to conflicting interpretations and disagreement between the heads of state and government as to the redefinition of their respective roles. These transformations result in a recurrent modification of the rules of the political game and are likely to jeopardize the progress made on the path to democratization.

The Republican Party’s identity as fashioned since 1964 is poles apart from the moderate conservatism that had characterised the party until then. The party ideology has become populist, religious and nationalistic. It results from Barry M. Goldwater and later Richard Nixon’s "southern" electoral strategy. The party cashed in on the discontent sown among the southern population by racial integration, and has consequently made the former Confederate States its stronghold. This shift has been so large in scope that it constitutes the main feature of US politics in the past four decades. Political initiative has since then been primarily rightwing, weakening the Democrats. When the GOP won a majority in the South, the Democratic coalition suffered a trauma it has yet to recover from. The nationalist reaction to the 9/11 attacks gave the Republicans a supplementary political base. Nevertheless, this comeback does not have sufficiently stable elements allowing for a lasting Republican coalition. The Republicans’ strength resides in the fervour that surrounds them, as well as, as we will argue, in the Democrats’ inability to define a tactic to face the Republican challenge. Yet, the balance of (electoral) power does not tip to the Republicans. Although demographical and geographical factors favour the right, social evolutions tend to favour the Democrats. The latter may lack strategy, but they do not lack resource. The situation is exactly the opposite for the Republicans.

The city of Shanghai, which has been hard hit by the various reorganizations of state enterprises since the early 1990s, is a forerunner in policies to battle unemployment, to the extent that its achievements are often referred to by the expression the Shanghai model(Shanghai moshi). The city has been experiencing a variety of forms of unemployment since the year 2000, affecting not only workers in state enterprises but all categories of the population, particularly young people. This study examines the Shanghai model, first describing the causes of unemployment in Shanghai, and then tracing the development of the measures taken in the past ten years or so. From the widespread structural unemployment in the years 1996-1997 to the more contextual unemployment in recent years, the city has devised a whole array of measures that are constantly evolving. Some are specifically adapted to the organization of Chinese society, but a number of others are similar to those adopted in OECD countries. In opposition to the liberal discourse on the mercantilization of labor, these measures demonstrate a strong state voluntarism in employment policies. The preservation of social stability serves as a yardstick to gauge the effectiveness of these public policies.

The sudden slump in oil production since 2001 has only heightened the question of an alternative to an economy based on oil revenues, whereas the sultanate had undergone exponential development over the three preceding decades. From this standpoint, the policy of Omanizing the labor force conditions all other issues, as it is not merely an economic matter, but instead deeply alters the social fabric that remained intact during the era of prosperity, thereby questioning the very legitimacy of Oman’s economic model. Omani society is currently experiencing a rise in frustrations reflected in a resurgence of particularist prejudices and demands. Alongside this phenomenon is an exacerbation of inequality, particularly due to the enmeshment of economic and decisionmaking powers in the hands of the oligarchy that has benefited from these revenues since 1970. To what extent do the changes Oman is going through today harbor a threat for the stability of a regime considered to be one of the most stable in the region?

The Burmese junta that came to power in 1962, and reaffirmed its domination by a second military coup d’état in September of 1988, has steadily increased its control over the nation’s institutions and over the running of the country (renamed Myanmar in 1989). In August of 2003, the decision taken by General Khin Nyunt, Prime Minister and head of military intelligence, to propose “a road map to democracy” suggested that a gradual “transition to democracy”, closely supervised by the military regime, was possible. But the ousting of Khin Nuyunt in October 2004 spelled the return of the regime’s hardliners and of the last of the army’s nationalist chiefs, adamantly opposed to any negotiations with the democratic civilian opposition led by Aung San Suu, held under house arrest since May 2003. Thus the regime, strengthened by a favorable strategic environment, has a good chance of remaining in power by setting its own rules for “democratic” procedures, its aim being to keep the country stable rather pursuing a process of liberalization. Such a policy will inevitably be detrimental to the interests of the opposition and the ethnic minorities.

The peace agreements that were signed in May 2004 may imply the end of the war in South Sudan. In order to assess the likelihood of success, one has to discuss the changes after the Islamists were brought to power in 1989 by a military coup. Of special interest are the impacts of their internal divisions, the emergence of oil money as significant revenues for the State and the consequences of 9/11 in the Middle East. Moreover, difficulties to implement the agreements in South Sudan should not be underplayed. The underdevelopment of this region, the existence of militias still supported by Khartoum and the history of the civil war among Southern Sudanese could give room to bitter divisions and proxy wars involving Khartoum’s government. The current crisis in Darfur reflects the weaknesses of the peace process despite a strong international involvement. Structural issues such as citizenship have not been addressed and this very crisis shows how little the regime intends to reform itself.

Since the 1980s – and, more symbolically, since the 6th Communist party Congress – Vietnam has been engaged in reform, which is referred to as “dôi moi”, i.e. renewal. While their aim is, first and foremost, to change the rules governing economic activity, these reforms have, since the 1990s, also been associated with political, institutional and legal change. Influenced, on the one hand, by endogenous constraints arising out of the necessary adaptation of the politico-legal environment and of the evolution of the power-legitimation processes and, on the other hand, by exogenous constraints born of the desire for integration into the international community and economy, the discourse of the Vietnamese authorities and the country’s fundamental political texts have both been modified. It seems undeniable that, despite its weightiness and areas of permanence, the Vietnamese politico-legal system is, de facto, slowly evolving and becoming “normalised”. The intention here is not to suggest that Vietnam is undergoing a “democratic transition” bringing it closer to a western model of reference. The aim of the regime may be defined thus: “to consolidate the single-party system while satisfying the demands for modernisation”. By means of an analysis of the system of people’s assemblies elected by the population and of the legal – i.e. juridical and judicial – system, this study attempts to provide an insight into the regime’s capacity for politico-legal innovation and, notably, into its capacity to structure new arenas for debate. It examines the complex evolutions which have affected the rules and players of this too-often-neglected aspect of a changing Vietnam.

The study of the population movements caused by the major Chinese hydraulic projects reveals the true extent of the change which has come about in relations between the State and society in China. The construction of the Three Gorges dam – which led to considerable controversy both within China and beyond – is a prime case in point. As well as its social consequences, this infrastructure project has ramifications in the political, economic and legal domains, notably because of the forced migrations which it has entailed. The manner in which this question has been managed – both by central government, which planned the project, and by the provincial governments, which had to manage time constraints and financial and human resources at first hand – illustrates the extent to which the country has moved away from the authoritarian approach which had currency under the rule of Chairman Mao. The study of the project provides insights into the manner in which the authorities on the ground actually applied the directives received from the Centre, and into the difficulty encountered by the rulers in Beijing in ensuring that their centralised vision of the new China holds sway. The way in which the sensitive issue of forced migrations has been managed highlights what is at stake in the disputes between the various players, i.e. officials in the many ministries concerned, local and provincial authorities, displaced populations and host populations. The specific modes of justification employed by each group provide pointers towards an understanding of the complexity of China's new "civil society".

Enlargement today is a priority on the European agenda. Examining Portugal and Greece from a comparative perspective with respect to Poland, this Study analyzes the original and specific paths each of these national configurations have taken as regards administrative and institutional changes, particularly through the regional dimension, policy reorientations and modes of government. Given the large body of acquis communautaire that must be integrated, the nature of Commission involvement and the highly regulatory nature of European directives, this dimension emerges as the most significant in the process of Europeanization: public administration acts as a filter in this dynamic and nation-states are paradoxically strengthened by European integration. This comparison is an opportunity to underscore the importance of innovations and the singularity of modes of government, suggesting that certain arrangements put into practice in cohesion countries may provide sources of inspiration for the new entrants, which are faced with similar problems of administrative competence, bureaucratic blockages and political and state legacies that are remote from the European model of public administration, civil service organization and rules. With the effect of European constraints, a threefold dynamic is at work: a dynamic of delegation, or privatization, through the creation of agencies, offices and institutes, a dynamic of politicized (re)centralization, and a dynamic of political, institutional and social innovation. Thus components of these models are constantly borrowed and reshaped, hybrid constructions are formed and configurations take shape that are no less European than what can be found in the “heart” of Europe.

The « new economy » in South Korea rhymes with the Internet. In 2003, the “land of morning calm” has actually become the most connected country in the world. The present study tackles this phenomenon from a number of angles. The Internet is not only considered as a physical network but a lever of transformation of the country’s economic and social life. Although the role of the state has been decisive and remains focal, it is not enough to explain the extreme rapidity with which the new electronic medium spread, which is due to a broad range of causes. The Korean experience differs from former ones in that it extends well beyond the market sphere (e-commerce) to areas such as education, volunteer associations and even politics. The emergence of a national dimension constitutes another characteristic that at first seems paradoxical, since the Internet is so universal in scope. Yet observation of the evolution of Internet traffic on the national level confirms this trend. South Korea is far from an exceptional case in Asia, but the country has taken the lead over its neighbors, becoming a new “model.” Beyond these singular features, the Korean experience in the use of the Internet again demonstrates that a global “information revolution” – in other words, a process that is quickly reshaping the material bases of an entire society – is underway.

Since the early nineteen-eighties, the new political visibility of Latinos has been referred to as the awakening of a “sleeping giant.” Their increased political expression, be it in the form of protest action during civil rights movements or electoral participation, marks a turning point in the integration of Hispanics in the American public sphere. With a growing number of voters, candidates and elected officials, Latinos have emerged on the political scene. The increasingly influential role of pan-ethnic interest groups and new opportunities for political participation created by the development of transnational networks have contributed to the elaboration of this new participative framework. Yet their electoral and political influence remains below the demographic, economic, social and cultural importance of these some 35 million individuals who make up over 12 percent of the U.S. population. Most of the minority groups still encounter major obstacles to political access. These are partly structural, but also internal to the group: not only is it divided over domestic or foreign issues, it is fragmented by national origin, status and generation. The singular nature of immigration from Latin America, the continuity of migratory flows and their diversity, all constantly rekindle divergences over what strategy Latinos should adopt for participating in the public debate. They also highlight the fictional, both functional and dysfunction, nature of ethnic categorization in the United States. The ethnic card may be an instrument of participation, but it can also prove to seriously fetter minorities’ entry into politics.

In South Africa, the transition negotiated in order to build a post-apartheid political order has brought about a deep-seated transformation of the state. A central issue of this radical reform had to do with the territorial arrangement of the new state. Constitutional negotiations resulted in a hybrid federal type of system that distinctly reinforced the power of local government, particularly to counterbalance that of the nine provinces. At the same time, a smoother form of intergovernmental relations was introduced with the concept of “cooperative government.” In contrast to the centralized system that held sway under apartheid, local government has been strengthened by a new constitutional status, which in particular guarantees an “equitable share” of the national revenue. It also ensures that municipalities are represented nationally through intergovernmental structures involving the participation of local governments. The new space of autonomization that local governments henceforth enjoy nevertheless comes up against the centralizing tendencies of intergovernmental relations. In South Africa, cooperative government has turned out to be a means of consolidating national power. The configuration of the South African political party system also plays up this rationale. The dominant position of the ANC at every level of government thus has a centralizing effect on the management of center-periphery relations. Yet this dynamic is partly the result of a centralization “by default” due to the institutional weakness of sub-national governments. The use local governments make of the new constitutional space granted to them greatly depends on their own capacities, thus producing an asymmetrical dynamic of autonomization. Without their own resources, rural municipalities remain highly dependent on the central government. On the contrary, metropolitan areas manage to strengthen their power and position themselves as competitors with certain provinces, thus becoming central actors in intergovernmental relations.

This paper studies the institutional transformation of Latin America’s oil sector. It discusses specific policy choices and the timing of reforms in this industry. Latin American countries present different models of openness and energy-sector dynamics, and allow for an analysis of the liberalization process from a range of points of view: that of an importer (Brazil), of a historically self-sufficient country (Argentina) and of oil exporters (Mexico and Venezuela). The degree of dependence on oil revenues has proven in general to be negatively correlated with the level of openness of the oil sector. That is, countries more dependent on their oil sector for foreign and fiscal revenues tend to be less liberalized and open to private investment. This principle also holds true in Latin America: oil importers and self-sufficient countries like Argentina, Peru, Bolivia and Brazil indeed have oil industries that are relatively more open to private sector participation than those of the oil exporters in the region (Venezuela, Colombia, Ecuador and Mexico). However, different levels of openness exist within these general categories of importers and exporters. This paper will further argue that differences among countries in the same category are a function of the strategic and financial position prior to reform of their respective National Oil Companies (NOC), which is in turn related to the institutional evolution of the oil industries in these countries.

The January 1997 popular protest in Bulgaria revealed how fragile representative democracy's legitimacy is likely to be in post-communist regimes. An often underlooked item in the transitologists' studies on Eastern Europe, political representation thus provides a vantage point for monitoring the process of democratic consolidation. By adopting political linkage as the conceptual focus of our investigation, we way attempt to elucidate the ways in wich the relationship between the rulers and the ruled develops and consequently unveils factors conducive to the routinisation of a democratic political relationship. The approach adopted her entails an emphasis on the social imaginaries of representation with a view to to identifying citizens' expectations about their appointees as well as the symbolic and material bases interactions between voters and representatives build upon. In a country where the differentiation of economic interests and their channeling by political parties where hampered by the slow pace of structural reforms, political linkages are not primarily grounded upon the voters' rational assessment of their preferences. Rather they tend to be rooted in social representations of politics. While being relegated into a distant sphere of corrupted and particularistic otherness, politics is nonetheless supposed to meet essentially clientelistic expectations. In a context where deputies enjoy a poor institutional legitimacy, any failure to guarantee social and ecnomic redistribution threatens the representational linkage with distruption.

The text deals with the issue of the uses of images of cultural difference and specificity in the so-called "communitarian conflict" in Belgium. More generally, it adresses the issue of the complex relation between political identities and culture as well as the meaning of these two notions in the processes of political construction of ethnicity and of the nation. Five points are developed. Firstly, the long history of the "communitarian conflict" is reminded. Secondly, it is shown that images of cultural and identity specificity have always been politically exploited in this conflict. Thirdly, the hypothesis according to wich the federalisation process of the State has revealed a deep change in the shape of the "communitarian conflict" is presented. Fourthly , it is shown that the identity and cultural items politically used in the conflict are not the same whether groups are engaged in ethnicity politics or nationalist politics. Provisional conclusions about the future of Belgium are drawn in fifth point

The state in Africa and in Asia is often conceived of as a "purely imported product" to use the accepted expression of Bertrand Badie and Pierre Birnbaum. However rather than limit ourselves to accounts of some kind of "failed universalisation", questions should rather be raised concerning state creation as a historical process, one which is conflictual, unintentional, generally unconscious and, as a result, often paradoxical. Indeed the argument that the state is fundamentally extraneous cannot be maintained in the light of recent historical and anthropological research. From this research it would seem that institutions of European origin have acquired their own social roots and have become culturally appropriated. They thus must be examined within the "long term" time framework suggested by Braudel, on condition that certain methodological precautions are taken into account.Three ways can be envisaged for reconstituting the historical trajectories of the state in Africa and Asia: as a continuous civilisational process, as expressions of social inequality or cultural configurations of politics. However while an understanding of cultural historicity is a precondition for understanding political historicity it should not, with all due respect to intellectual trendmakers, lead to culturalist explanations. Foucault's concept of gouvernementalité provides a more promising problematic, one which places the creation of the state in relationship to the process of ascribing it with a subjective quality as well as the imaginary dimension of politics. Both of these have to be grasped within their connection to the material.

One of the causes of the weakness of the State in the Middle East is that prime allegiance goes to the "solidarity group" (açabiyya), a social network which is always founded on family and personal relationships. These solidarity groups either are committed to a national strategy in order to control the State or, on the contrary, become delocalised and internationalised within diasporas which create their own transnational networks. Solidarity groups are not the expression of the permanence of a traditional society within a modern State, but rather a recomposition of allegiance networks within a political space definitively modified by the existence of a State. This recomposition can take three main forms. Firstly territorial establishment and the development of a community within sub-ethnic groups competing for power: the Kulabis in Tajikistan for example. Secondly the delocalisation of power networks which fade away once their objective, the obtaining of State power, is achieved (the Samarkand faction in Uzbekistan). Finally it can be achieved by the linking to an international network, for example that of humanitarian aid. These different types of recomposition do not weaken the State as such, which remains the framework of any possible inscription in the political space. But they do hinder the transition towards an ethnic State which can function only when it is built from above: thus Uzbekistan exists - not Baluchistan.

Western theories of democracy are not always helpful in studying Third World democracy. One promising way to undertake analysis is to consider democracy not as a political system but as a "language". Whilst in India the written constitution was inspired by models developed in the West, in practice Indian democracy is not based on the values of individualism associated with a liberal ideology. Indeed, initially the nation itself and, afterwards, social groups were considered as the basic units of the political process. This was particularly the case in the early post-independance period under Gandhi's inspiration for he regarded the nation as being composed of traditional communities. Later Nehru would abandon liberal values as a part of a leftist critique, one that would favorize state intervention. Nevertheless the stronger state was not able to undertake the expected redistributive measures due to the conservatism of the Congress Party "bosses " who were above all the representatives of a ruling coalition of large landholders, a capitalist bourgeoisie and the public service elite. The only real sign of progress prior to Nehru's death was the replacement of the first element by an upwardly mobile group of wealthier peasant farmers. Through her populist discourse, Indira Gandhi was able to veer Indian democracy towards greater centralisation and a more pronounced personality cult. As a result the democratic process was discredited and a State of Emergency declared in 1975. The return to democracy in 1977 did not reverse these trends, at least until the liberalisation of 1991. Today Indian democracy remains threatened by powerful groups, the Hindus and the lower castes who, in the name of "majority rights", seek to take power and keep it once and for all. This would amount to ousting minorities from the decision-making process

One of the most remarkable social phenomena in Iran in the 1990s is the audacious policy of urban redevelopment carried out by the mayor of Tehran, Gholamhossein Karbastchi. This policy, on the one hand, has become a model for the rest of the country. On the othe, it is the subject of a widespread political debate favorized by the personal, high-profile media style of the city's mayor. The most popular achievement of Karbastchi is the increase in the number of public squares and parks. These public places have become the stage for a whole series of totally new social practices. As such they are both a scene of acts of reconciliation and of potential conflict. In particular they are the setting for a coexistence between the ideology of the Islamic Republic and of national culture.However the increase in taxation that has accompanied this urban renovation has generated opposition both of a political and economic kind. The public's use of these gardens, the perception of the tax burden required to finance them, and the ensuing debates over these questions have opened up a negociating area between social actors, one that might well contribute to the creation of a public space. This process has helped the rationalization and the bureaucratization of society conveyed by the Islamic Republic while, at the same time, being carried out by a political figure who is perceived within the framework of a culturally constructed imagination. In fact the hypothesis of the "rentier" state, posited by a number of authors concerning the Middle East, is extended in this paper through anthropological study.

Raymond Benhaïm, Youssef Courbage et Rémy Leveau

By concentrating on heavy trends within a medium to long term framework, these papers are an attempt to break with the alarmist interpretations which characterize most analyses of events in Nonh Africa. 
On a demographic level, Youssef Courbage shows how emigration to Europe has had a profound influence on the pace of demographic transition in Algeria, Tunisia and Morocco. In this area these countries already constitute a coherent regional entity. 
In his analysis of economic prospects, Raymond Benhaïm also discerns a logic of integration in spite of the fact that each of the North African countries today favours its bilateral relations with Europe. It is, in fact, in the European interest that these countries become a unified North African market. 
Finally on a political level Rémy Leveau examines the new types of political behaviour of both those who govern and those governed. These forms of behaviour are emerging at a time of social disillusion, and when the urbanised and educated social strata claim to have their say in the organizing of society. Neither the states nor the islamic movements can achieve total victory: in the end a compromise solution should thus prevail. However for this to occur each party will need to give up its reductionist view of the adversary. External parties will need to consider other solutions than providing unconditional aid - against a so-called "green peril" - to those in power, all too prone to refuse the control of those they govem
