Communication difficulties, redundancies, lost time, ill-employed personnel, and finally a \u201cuser\u201d service deemed perfectible.<br \/>\nIn an effort to make the system more efficient, the Ministry for Higher Education and Research (MESR) launched an ambitious simplification program in 2016. At the outset, MESR wanted a long-term evaluation of its measures. At the same time, new institutions are being created (like HCERES and ANR) and existing procedures are strengthening. All of these reforms have made overall operations more complex. Hence the launch of this simplification plan, conceived as a lever to improve the performance of the higher education and research system, facilitate mobility within it and reduce operational costs while guaranteeing a high quality of service. But given the many coordination challenges, simplification processes are themselves complex.<\/p>\n<h4><b>Practical measures<\/b><\/h4>\n<p><a href=\"https:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2018\/04\/shutterstock_770079715.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"alignleft wp-image-4352 size-medium\" title=\"Circuit board. Shutterstock\" width=\"300\" height=\"193\" srcset=\"https:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2018\/04\/shutterstock_770079715-300x193.jpg 300w, https:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2018\/04\/shutterstock_770079715-227x146.jpg 227w, https:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2018\/04\/shutterstock_770079715-50x32.jpg 50w, https:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2018\/04\/shutterstock_770079715-117x75.jpg 117w, https:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2018\/04\/shutterstock_770079715.jpg 500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>Covering highly operational aspects, the simplification plan consists of 70 measures deployed at a very granular level: tools, procedures and information circulation.<br \/>\nThese measures specifically touch upon 4 areas: student life, staff member careers, research activities and building management. \u00a0They involve several crosscutting dynamics.<br \/>\nThe most important one \u2013 the dematerialization of procedures and more broadly of digital transformation \u2013 concerns student enrolment, scholarship requests, internship agreements, teaching and administrative staff hiring and voting in internal elections.<br \/>\nA second group of measures covers the harmonization of administrative practices through the alignment of procedures and the pooling of management tools.<br \/>\nOther tools follow a more political, and even prospective logic, by supporting the transition to the broadened responsibilities and skills (<i>Responsabilit\u00e9s et comp\u00e9tences \u00e9largies <\/i>(RCE) \u2013 that is, the autonomy \u2013 of the Community of Universities and Higher Education Institutions (COMUE), as well as the de-concentration of research support staff management.<\/p>\n<h4><b>Coordinating and streamlining<\/b><\/h4>\n<p><a href=\"https:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2018\/04\/canvas.png\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-4346 size-medium alignright\" title=\"Black hole. But objectively, simplifying an action (understood as a process) consists of reducing the number of sequences and intermediary steps for someone to reach a goal. Thus, the evaluation process consists of identifying and analyzing the practical and cognitive obstacles to a better coordination of institutions and actors in order to better understand them.<br \/>\nBut the idea of simplification also includes a subjective component: that of reducing the perceived necessary effort, in terms of expended time and energy, by a user seeking to benefit from a service.<\/p>\n<h4>The method: appreciating administrative processes with regard to practices<b> <\/b><\/h4>\n<p><a href=\"https:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2018\/04\/640px-Paris_Sorbonne618.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"alignleft wp-image-4355 size-medium\" title=\"Grand amphith\u00e9\u00e2tre de la Sorbonne. Conducted at a small number of universities selected for their different institutional, demographic and social characteristics, it focuses on ten measures involving various action systems meant to benefit different categories of audiences.<br \/>\nThe section covering service quality analyzes the response to interventions, particularly by the users \u2013 students \u2013 and measures decision-makers\u2019 operational consideration.<\/p>\n<p>The challenge is to analyze how the different institutions and the different levels interact, how these interactions are organized, and whether they enable \u2013 or not \u2013 the circulation of the information and the knowledge needed to act and improve action.<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"http:\/\/www.sciencespo.fr\/liepp\/fr\/content\/la-simplification-dans-lenseignement-superieur-et-la-recherche-remonter-des-usages-aux-dispo\" target=\"_blank\" rel=\"noopener\">Full description of the project<\/a><\/p>\n<p><a href=\"https:\/\/www.sciencespo.fr\/liepp\/en\/users\/clementpin\" target=\"_blank\" rel=\"noopener\">Cl\u00e9ment Pin<\/a> is a sociologist and postdoc at the LIEPP<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Besides universities, a large number of institutions are involved in higher education and research in France.
