Around thirty of them are about to surpass 15 million residents.<br \/>\nAt the same time, they are facing colossal challenges arising from social, economic, (geo-)political and technological developments. Will they be able meet the challenges? If so, how? If not, why? What are their powers, margins of maneuver and limitations?
