{"id":2614,"date":"2017-02-27T18:20:39","date_gmt":"2017-02-27T16:20:39","guid":{"rendered":"http:\/\/www.sciencespo.fr\/research\/cogito\/home\/des-elus-et-des-institutions\/"},"modified":"2017-03-22T11:01:36","modified_gmt":"2017-03-22T09:01:36","slug":"elected-officials-and-institutions","status":"publish","type":"post","link":"https:\/\/www.sciencespo.fr\/research\/cogito\/home\/elected-officials-and-institutions\/?lang=en","title":{"rendered":"Elected officials and institutions"},"content":{"rendered":"<h3>From elected officials to democracy, trust is lacking<b> <\/b><\/h3>\n<p>As underscored by Luc Rouban, Daniel Boy and Jean Chiche in their analysis of the first trust barometer produced in 2009 (<a href=\"http:\/\/www.cevipof.com\/fr\/le-barometre-de-la-confiance-politique-du-cevipof\/rapports\/notes\/\">Trust is all of its states<\/a>), the distrust of politics that appeared at the end of the 1970s has considerably grown, evolving into a rejection of the \u201csystem\u201d. According to <a href=\"http:\/\/www.cevipof.com\/fr\/le-barometre-de-la-confiance-politique-du-cevipof\/rapports\/defiance\/\">recent results from the Barometer of political trust<\/a>, analyzed by Bruno Cautr\u00e8s, only 11% of respondents claim to trust parties, and 70% believe that our democracy does not work well.<\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-2228 alignleft\" src=\"http:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2017\/02\/human-189282_960_720-300x204.jpg\" alt=\"Personnes \u00e2g\u00e9es. The highly educated, the wealthy, the elderly, and supporters of moderate parties are the most trustful, although <a href=\"https:\/\/www.enef.fr\/app\/download\/13674013925\/LA_NOTE_%2317_vague3.pdf?t=1464095110\">seniors\u2019 \u201ctrust\u201d<\/a> in politics has been declining due to a feeling of abandonment.<\/p>\n<p>The research also shows major differences in the criteria used to assess the political class: the highly educated and the moderate value the skills and \u201cstyle\u201d of politicians, while the less educated and extremists assess elected officials on whether they fulfilled their promises. However, the way in which politicians\u2019 results are assessed is problematic.<\/p>\n<div class=\"idea_box\"><div class=\"icon\"><i class=\"icon-lamp\"><\/i><\/div><div class=\"desc\"><\/p>\n<p>Produced by CEVIPOF since 2009, the<a href=\"http:\/\/www.cevipof.com\/fr\/le-barometre-de-la-confiance-politique-du-cevipof\/\"> Barometer of public trust<\/a> provides a measure of trust in political, social and economic actors.<\/p>\n<p><\/div><\/div>\n\n<h3>France is not an isolated case<\/h3>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\"><a style=\"color: #000000;\" href=\"http:\/\/www.pressesdesciencespo.fr\/fr\/livre\/?GCOI=27246100925490\"><img decoding=\"async\" loading=\"lazy\" class=\"alignright wp-image-2229 size-medium\" title=\"Pourquoi d\u00e9testons-nous autant nos politiques ? To understand the mechanisms at play, the two researchers emphasize structural elements. First, they highlight that distrust is not equivalent to suspicion. The former reflects a demand for a better democracy and actually helps improve it by leading, for example, to greater \u2013 albeit imperfect \u2013 oversight of campaign financing. Next, they show that the growing number of sources of information has made citizens more demanding without implying greater knowledge of the results of political actions. Indeed, people tend to especially retain information that supports their opinions, particularly through social networks. Finally, they emphasize the impact of institutions on the level of trust between citizens and politicians, and advocate that political rules should not be defined by politicians themselves but rather by independent institutions.<\/p>\n<pre>The example of redistricting, which Nicolas Sauger studies in greater depth in an article on<a href=\"http:\/\/spire.sciencespo.fr\/hdl:\/2441\/419lv967p08a5qd54oeueuunub\"> Partisan bias and redistricting in France<\/a>, shows that the politicization of decisions to draw electoral districts is problematic. But the problem is not what might be expected: systematic biases that are beneficial or detrimental to a party are actually very limited. However, the politicization does contribute to very high levels of inequality in demographic representation since redistricting does not occur frequently enough. In 2007, just before the latest redistricting, the smallest metropolitan population represented only one third of the demographic weight of the most populated district.<\/pre>\n<h3>Institutions to the rescue of elected officials?<\/h3>\n<h4><span style=\"font-weight: 400; color: #000000;\"><img decoding=\"async\" loading=\"lazy\" class=\"alignright size-medium wp-image-2231\" src=\"http:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2017\/02\/Grand_juge_et_ministre_de_la_Justice-300x238.png\" alt=\"Frontispice des documents \u00e9manant du minist\u00e8re de la Justice au XIXe si\u00e8cle. They particularly do so by shaping the way elected officials account for the actions they were elected to undertake. He also sheds light on the importance of the role of unelected players, such as judges, whose oversight impacts citizens\u2019 trust in democracy.<\/p>\n<h4><b>A decisive election schedule<\/b><\/h4>\n<p><span style=\"font-weight: 400; color: #000000;\"><span style=\"font-weight: 400;\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-2232 alignleft\" src=\"http:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2017\/02\/004545056-200x300.jpg\" alt=\"Les \u00e9lections pr\u00e9sidentielles De Olivier Duhamel, Marion Ballet Dalloz\" width=\"200\" height=\"300\" srcset=\"https:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2017\/02\/004545056-200x300.jpg 200w, https:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2017\/02\/004545056-97x146.jpg 97w, https:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2017\/02\/004545056-33x50.jpg 33w, https:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2017\/02\/004545056-50x75.jpg 50w, https:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2017\/02\/004545056.jpg 533w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/><\/span><\/span>In a recently (re)published guide on presidential elections, Olivier Duhamel shows to what extent switching the schedule for presidential and legislative elections and shifting to five-year terms \u2013 reforms that were both enacted in 2000 \u2013 have changed outcomes.<\/p>\n<p>Holding legislative elections after the presidential elections has made it easier to form a parliamentary majority strengthening the legitimacy of the executive, previously weakened by cohabitations.<\/p>\n<p>However, the shift to a five-year term has been a double-edged sword from the outset. Intended to strengthen the accountability of the executive, it can on the contrary lead to a lack of presidential distance and too little government freedom vis-\u00e0-vis its parliamentary majority. The fear that this might strengthen the president\u2019s hand to the detriment of the government has been confirmed fifteen years later in light of the hyper-presidency and the government\u2019s difficulty of detaching from its majority without paying the high price of invoking article 49.3. These developments have swelled the ranks of the already numerous proponents of a 6th Republic<\/p>\n<h3><b><span style=\"color: #000000;\"><span style=\"font-weight: 400;\"><img decoding=\"async\" loading=\"lazy\" class=\"alignright size-medium wp-image-2236\" src=\"http:\/\/www.sciencespo.fr\/research\/cogito\/wp-content\/uploads\/2017\/02\/Brion-FR-89-mairie-4-300x225.jpg\" alt=\"Mairie de Brion. In a research project on<a href=\"http:\/\/www.agence-nationale-recherche.fr\/projet-anr\/?solr=run&amp;tx_lwmsuivibilan_pi2%5bCODE%5d=ANR-08-GOUV-0002\"> the work of local elected officials<\/a>, occupational sociologist Didier Demazi\u00e8re shows that these paid officials develop specific skills in a world that is not very open to the uninitiated.
