{"id":2593,"date":"2017-02-28T20:11:47","date_gmt":"2017-02-28T18:11:47","guid":{"rendered":"http:\/\/www.sciencespo.fr\/research\/cogito\/home\/?p=2593"},"modified":"2018-12-17T13:34:43","modified_gmt":"2018-12-17T11:34:43","slug":"policies-at-the-margin-of-cities","status":"publish","type":"post","link":"https:\/\/www.sciencespo.fr\/research\/cogito\/home\/policies-at-the-margin-of-cities\/?lang=en","title":{"rendered":"Policies at the margin of cities"},"content":{"rendered":"<p>In 2016 Thomas Aguilera received three awards* for his thesis on <a href=\"http:\/\/spire.sciencespo.fr\/hdl:\/2441\/3cakgcjubi9drqmm7ta5c858cd\">public policies towards squats and slums<\/a>.<\/p>\n<p>He examines the ability (or inability) of public actors to govern squats and slums, which have been present in the Paris and Madrid regions since the 1960s. He highlights the fact that un-governability is a construct that public actors create to justify inaction and\/or the establishment of exemption policies. He also shows that this type of governance is conducive to police and humanitarian emergency policies.
