Leur gestion est assur\u00e9e par les<br\/>entreprises du b\u00e2timent et des travaux publics selon diverses fili\u00e8res \u00e9conomiques allant du<br\/>stockage au recyclage en mat\u00e9riaux secondaires, principalement pour la construction routi\u00e8re<br\/>et l\u2019am\u00e9nagement paysager. Cependant, ces mati\u00e8res sont progressivement saisies par les<br\/>politiques publiques europ\u00e9ennes, nationales et locales et suscitent l\u2019exp\u00e9rimentation de<br\/>nouveaux circuits de r\u00e9utilisation dans la construction. Ces actions entendent contribuer \u00e0 une<br\/>transformation des m\u00e9tabolismes vers davantage de circularit\u00e9. \u00c0 partir de la comparaison des<br\/>r\u00e9gions de Paris et Bruxelles, la th\u00e8se caract\u00e9rise les r\u00e9gimes sociotechniques existants et les<br\/>facteurs d\u2019instabilit\u00e9 qu\u2019ils connaissent. Au croisement entre les champs de l\u2019\u00e9cologie<br\/>territoriale et des transitions sociotechniques, elle montre que les syst\u00e8mes de gouvernance se<br\/>recomposent entre adaptation \u00e0 la spatialit\u00e9 existante des m\u00e9tabolismes et tentatives de<br\/>relocalisation. Les exp\u00e9rimentations de nouvelles valorisations observ\u00e9es, dont les effets<br\/>quantitatifs sont limit\u00e9s, contribuent \u00e0 explorer des arrangements mat\u00e9riels, \u00e9conomiques et<br\/>spatiaux nouveaux pour les acteurs des r\u00e9gimes sociotechniques existants. Les reconfigurations<br\/>sociotechniques observ\u00e9es partagent des similarit\u00e9s entre les deux terrains, ce qui permet<br\/>d\u2019envisager des caract\u00e9ristiques des recompositions possibles des r\u00e9gimes telles que la<br\/>flexibilit\u00e9 des dispositifs de valorisation.<\/p>\n\n<p><br\/><span style=\"text-decoration: underline;\">Territorial metabolism in transition ? Governing construction and demolition materials<br\/>and experimenting new ways of recovering in the Paris and Brussels regions<\/span><br\/><br\/><strong>Abstract:<\/strong><\/p>\n\n<p><br\/>Construction and deconstruction materials represent a mass two to three times greater<br\/>than that of household waste. However, they receive relatively little political attention from<br\/>urban governments. Their management is carried out by building and public works companies<br\/>through various economic channels ranging from storage to recycling into secondary materials,<br\/>mainly for road construction and landscaping. European, national and local public policies are<br\/>gradually tackling the issues raised by these materials. In the meantime, experiments testing<br\/>new channels and new forms of reuse in construction are burgeoning. These collective actions<br\/>intend to contribute transforming metabolisms towards greater circularity. Based on the<br\/>comparison between Paris and Brussels regions, the PhD thesis analyses existing sociotechnical<br\/>regimes and their factors of instability. Bringing together territorial ecology and transition<br\/>studies, the dissertation shows that governance systems are being recomposed between<br\/>adaptation to the existing spatiality of metabolisms and attempts at relocation. The experiments<br\/>of new valorisations, whose quantitative effects are limited, contribute to exploring new<br\/>material, economic and spatial arrangements for the actors of the existing sociotechnical<br\/>regimes.
