Sciences Po’s EMPA is designed for mid-career managers, decision-makers and leaders in the public sector, business, international and civil society organisations, who are seeking a formal graduate qualification in public administration and policy-making

  • Do you have a strong interest in public affairs and a desire to accelerate your career towards new management positions?
  • Do you have previous experience of responsibility and leadership and want to develop new tools for understanding public action, in order to increase your impact?

Introduction

The academic staff of the EMPA have designed the programme around an interdisciplinary approach combining theory, practical case studies, problem-solving, field trips and analysis of real-world scenarios. Courses are enriched by the insights and experiences of a prestigious network of high-profile professionals, academics, leaders of the public sphere and world-renowned experts.

Programme

The EMPA programme is structured around three thematic teaching blocks.

  • Block 1: Governance and Public Policy
  • Block 2: Public Economics and Budgeting
  • Block 3: Public Leadership and Management

Each teaching block is made up of three modules. The programme concludes with a tenth and final module, in the form of a three-day learning expedition. All courses will be taught in English.

Two specialisations are offered:

  • Track 1: Innovation and Management
  • Track 2: International Economy and International Affairs

I. Governance and public policy

Practical Informations

  • Duration : 335 hours over 15 months
  • face to face modules will last 3 days, they will take place from Wednesdays to Fridays every 6 weeks during 15 months

Pedagogy

The EMPA’s curriculum follows a blended learning format, with a balance of both face-to-face and remote teaching. This reduces travel and affords participants more flexibility in their schedules. Face-to-face modules run for up to three days maximum and are spread out over the course of six weeks. This allows you to continue working as you reflect gradually and strategically on your future career plans.

The course structure of the EMPA has been designed to follow a blending learning format, alternating face-to-face and remote teaching.

  • Face-to-face courses: 28 days of face-to-face courses, lasting between 8 to 10 hours a day.
  • Remote classes: 54 hours of remote classes.

There are two formats for these remote classes:

  • 17 hours of pre-recorded classes, providing core teaching in the form of videos uploaded to a platform reserved for the EMPA.
  • 37 hours of live teaching through webinars.

Pre-requisite

  • Holders of an undergraduate degree of higher education (minimum requirements: Bachelor’s degree or equivalent).
  • At least seven years of demonstrable professional experience.
  • Significant managerial experience.
  • Perfect command of professional English, both in speaking and writing.

Admission process

  • Application review and confirmation of admissibility.
  • Selected candidates will be invited to attend a selection interview in English. This is an opportunity to check candidates’ command of the language, potential, motivations, professional experience and availability.
  • Deliberation of the admissions jury.
