Responsibly unlocking the value of data for all: Moving beyond the battle of narratives

SUMMARY

>Data governance is both a major policy issue on the international agenda and a concrete day-to-day question for all actors. Reconciling the often competing objectives of sharing data to create social and economic value, ensuring the necessary human rights protections, and fostering security is a difficult challenge.

On March 17, 2023, the Datasphere Initiative and Sciences Po Law School’s Towards a Digital Rule of Law Initiative will organize a one-day conference on data governance: "Responsibly unlocking the value of data for all: Moving beyond the battle of narratives".

As the European Union and other countries around the world launch their own data strategies, this event will be divided into two core blocks. A morning session will address and compare the different governmental approaches to data governance, from Europe, the US, Japan, and India, as well as the discussions taking place in international fora, such as the G7, G20, and the OECD. The afternoon session will, in turn, explore innovative efforts by a variety of actors to create operational data sharing frameworks and some of the practical challenges they are faced within that context.

A final wrap-up session will examine how the international debate could be reframed, to help actors focus on what is actually their common challenge: how to responsibly unlock the value of data for all.

The conference will be held in a very interactive format to provide an opportunity to share or generate feedback from a diverse community of actors.

The results of this conference will also contribute to the Sciences Po’s Law School Towards a New Digital Rule of Law initiative, sponsored by the McCourt Institute, and further support the engagement of Sciences Po Law School staff and students in law & technology.

METHODOLOGY

The intention of this event is not a series of panels, but roundtables where we have discussants kicking the debate with specific contributions. A set of questions will be posed to spur debate by the moderator, and all are invited to contribute.

The event will count with the participation of speakers of the Ostrom Institute at Indiana University, Aapti Institute, the McCourt Institute, the Datasphere, and Sciences Po amongst others. The full list of speakers will be confirmed in the coming weeks!
