Through the analysis of the EU policy instrument called Community-Led Local Development (CLLD), Loris Servillo explores the construction of dedicated polities for specific policy action and process of tailoring territories for a local development agenda. The research is focused on territories with low degree of urbanisation, small and medium sized towns and a large proportion of natural/rural environments. These territories have been left aside due to the contextual dominant policy focus on large metropolitan areas in line with the mainstream narratives of the new “urban age”. To what extent are these territories understood? What are the needs and the answers that can be deployed to support their cultural and socio-economic marginalisation? The seminar will present an interpretative framework to reflect on the normative dimensions of the CLLD initiatives and a future research agenda to explore local development in territories that do not matter.

Speaker: Loris Servillo, Bartlett School of Planning, University College London & Visiting Researcher at Sciences Po, CEE

Loris Servillo is a Marie Curie Research fellow at UCL. After his PhD at Politecnico di Torino, he continued his research at KU Leuven. He explores spatial justice, the role of small and medium sized cities and inter-municipal governance processes. He is developing a research agenda about the role of EU in territorial cohesion through two instruments: the Community-Led Local Development (CLLD) and Integrated Territorial Investment (ITI).
