SPNU and the Johns Hopkins Sciences and Diplomacy Group are honoured to organize a transatlantic virtual science diplomacy panel entitled “Science as a vector to shape and influence the national/foreign policy in the United States and France.”
Our speakers will include:
- Dr. Allison Schwier, Acting Science and Technology Adviser to the US Secretary of State.
- Dr. Daniel Zachary, Program Director for the Energy Policy and Climate Program at Johns Hopkins University.
- Dr. Julian Muller, Deputy Attaché for Science and Technology - Science Policy at the Embassy of France in the United States.
- Dr. Pierre-Bruno Ruffini, emeritus professor of International Economics at the Faculty of International Affairs at the University of Le Havre and former Counselor for Science and Technology at the Embassies of France in Russia and Italy.
- Dr. Ana Persic, Programme Specialist, Science, Technology, and Innovation Policy, UNESCO.

The Changing Nature and Purpose of the Doctorate.
Sumary :
Doctorate level attainment has been growing fast in developed economies. The OECD average share of 25-64 year-olds with a doctorate is around 1%, but the share has been increasing fast, and if current trends continue, 2.3% of today’s young adults will enter doctoral studies at some point in their life. This paper reflects on the causes of this growth and its consequences for the nature and purpose of the doctorate.
