Coming of age and the start of higher education are synonymous with a new chapter being written. As our inner and social lives become richer, these transformations can be a major source of tension. The vast majority of psychiatric disorders appear between the ages of 15 and 25.

Stimuli is a student association, based at Sciences Po but enriched by other horizons, which aims to break the taboo around young people's mental health.

We have produced a student mental health guide to help you through your studies and this crucial stage in your life when you are building/reconstructing yourself. With the help of the Health Services and Laure Westphal, a psychologist and lecturer at Sciences Po Paris, we have tried to lay the foundations of student mental health by listing the main resources to help you find what you need.

Le tournant de la majorité et le début des études supérieures sont synonymes d'un nouveau chapitre qui s'écrit. Alors que notre vie intérieure et sociale s'enrichit, ces transformations peuvent être sources de tensions. C'est entre 15 et 25 ans que les troubles psychiatriques apparaissent en grande majorité.

Avec l'aide du pôle santé ainsi que de Laure Westphal, psychologue et enseignante à Sciences Po Paris, nous avons essayé de poser les bases de la santé mentale étudiante en y renseignant les principales ressources pour t'orienter selon tes besoins.

Le Cross Solidaire est un événement interassociatif à but non lucratif organisé par l'Association Sportive au Bois de Vincennes le samedi 20 avril.

Cette année les dons récoltés seront reversés à Cop1, une association qui lutte contre la précarité étudiante. La journée débutera par une course de 5 km dans le bois le matin, elle sera suivie par un village de diverses associations de SciencesPo (BDE, BDA, Les Parisiennes, Sciences JOP, etc) qui proposeront des activités. Enfin, la journée se terminera par des concerts de Sciences Concert et de la Track!

The grand JDI negotiation masterclass is taking place this month! Join us on Saturday April 20th, from 12:30 to 6:00 pm (in Room A21, 27 Rue Saint Guillaume), and it will be a joint event with the Young Diplomat organization, instructed by the founder and director himself! We have the privilege of hosting Hans van den Berg, an experienced trainer who bridges the gap between theory and practice in the field of negotiation. He trained Israeli and Palestinian Young Professionals in how to conduct a constructive dialogue, developed seminars and skills training on negotiation for various universities and organises an annual summer school and winter seminar on international negotiation for young professionals from all over the world.

For you to know more about him, he is currently working at the Center for International Legal Cooperation (CILC) where he works on projects on strengthening the rule of law, countering terrorism and diplomacy in Eastern Europe, the Balkans, Middle East and North Africa. As Founder and Director of the Young Diplomat he teaches on (international) negotiation and diplomacy, specifically Eastern Europe and its relation with Russia at Oxford University, Leiden University, the Armenian Diplomatic Academy, the College of Europe, and other diplomatic academies and institutions. He has specialized in negotiating between private and public institutions, the strategic and non-verbal aspects of negotiation. Previously, Hans was chairman of the University Council and lecturer at Erasmus University Rotterdam. Hans draws on a lot of experience, so that he can always provide a relevant anecdote. Simulations are an essential part of his training with the aim of applying, practicing and developing skills.

Les antennes Croix-Rouge et Emmaüs de Sciences Po organisent en coopération une collecte et une distribution solidaire du lundi 22 avril au mercredi 24 avril 2024. Ce projet s'inscrit dans la continuation de la semaine de la solidarité organisée par l'ensemble des associations solidaires du campus de Paris 

Comment participer à la collecte et lutter contre la précarité à Sciences Po ?

La collecte alimentaire, hygiénique et vestimentaire aura lieu pendant deux jours du lundi 22 avril au mardi 23 avril. La redistribution s'organisera le mercredi 24 avril. L'ensemble de l'événement, collecte et distribution, se tiendra au Centre des Services Étudiants (13 rue de l'Université) ainsi que dans le hall du 27 rue Saint Guillaume (Péniche), de 10h à 17h. L'ensemble des dons collectés seront stockés dans des cartons mis à disposition et à la vue des étudiants dans les deux lieux respectifs. 

De la nourriture non périssable (pâtes, riz, conserves et autres) ainsi que des vêtements (propres et en bon état) seront collectés et redistribués aux étudiants dans le besoin.

Sciences Po's Red Cross and Emmaüs are working together to collect and distribute food, hygienic products and clothes from Monday April 22 to Wednesday April 24.

How can you take part in the event and help students who are in need at Sciences Po?

The food, hygiene and clothing drive project will take place over two days, from Monday April 22 to Tuesday April 23. The distribution will then follow on Wednesday, April 24. The entire event will take place at the Centre des Services Étudiants (13 rue de l'Université) and in the hall of 27 rue Saint Guillaume (Péniche), from 10am to 5pm. All donations collected will be stored in boxes made available and visible to students at both locations. 

Non-perishable food (pasta, rice, canned goods, etc.) and clothing (clean and in good condition) will be collected and redistributed to students in need.

Notre prochaine exposition a pour dessein de mettre en lumière le talent et l'engagement de nos membres à travers une série de vingt photographies. Ces clichés refléteront la diversité des événements organisés au sein de l'école, qu'il s'agisse de conférences, de concerts, ou encore de représentations artistiques. En valorisant le travail des membres et en mettant en avant les actions des autres associations, notre exposition contribuera à renforcer le lien communautaire au sein de Sciences Po.

Le Ministère des Affaires étrangères esy décrit comme "cette ruche avec ses couloirs sans fin, ses codes, ses conseillers qui travaillent jour et nuit pour préserver l’équilibre du monde… Dans ce huis clos sous les ors de la République, Tavernier orchestre un vaudeville malicieux, incroyablement rythmé, où monsieur le ministre fait claquer les portes comme personne" (Guillemette Odicino, Télérama).

> David Bertolotti : Diplomate, il est l'actuel Secrétaire général adjoint du Quai d'Orsay auprès d'Anne-Marie Descôtes. Il a aussi été à la tête d'une société de satellites, Eutelsat.

> Christian Lequesne : Politologue et professeur à Sciences Po, il a écrit une Ethnologie du Quai d'Orsay mais est aussi un spécialiste de la politique étrangère de Jacques Chirac, au cœur du film de Bertrand Tavernier.

SAISON 32 | Le régime et le renseignement russes face à la guerre en Ukraine

Depuis 2014, la Russie nourrit un conflit militaire avec l’Ukraine qui a connu un tour nouveau en 2022 avec une invasion du territoire par le régime de Moscou. Conflit moderne en même temps qu’archaïque, la guerre en Ukraine agite les démocraties qui, au-delà de leurs alliances géopolitiques, se sentent menacées dans leur essence.

De même, conçu comme un conflit qui devait être éclair, l’engagement militaire produit des effets conséquents sur la Russie, notamment son système politique, médiatique et sécuritaire. Véritable contrepoint revendiqué des démocraties libérales (objet du séminaire Métis), il nous paraissait intéressant de s’intéresser aux voies, moyens et conséquences de ce conflit sur la Russie, son régime politique et ses services de renseignement.

« La guerre électronique », par Olivier DUJARDIN (Cerbair)

Lundi 22 avril à 19h15, les Jeunes Insoumis•es Sciences Po reçoivent un invité exceptionnel : Jean-Luc Mélenchon, qui y tiendra pour la première fois depuis 2022 une conférence en amphi Boutmy.

Il y présentera notamment son nouveau livre Faites mieux ! Vers la Révolution citoyenne, qui est l’aboutissement d’un travail de 10 ans, depuis la première version du livre L’Ère du peuple, pour revisiter l’analyse critique du monde et du capitalisme. Dans ce livre, il construit une grille de lecture de l’urgence écologique, du capitalisme contemporain, du peuple d’aujourd’hui et de la nécessité de la révolution citoyenne. Il déclinera dans sa conférence un cadre analytique et stratégique pour le camp populaire du 21e siècle.

Les Jeunes Européens Sciences Po ont le plaisir de vous inviter à assister à une conférence intitulée "Elections européennes : les médias français en font-ils assez ?" Co-organisée avec le Centre de Politique Européenne, l'Association des Journalistes Européens - France et le Mouvement Européen - France, la conférence a pour but de sensibiliser la communauté étudiante de Sciences Po sur la couverture médiatique de l'Union Européenne en France. 

Partant du constat soulevé par la pétition "Politiques européennes : les médias français doivent faire plus !" signée par déjà plus de 600 personnes, seuls 39% des Français ont récemment entendu parler du Parlement européen dans les médias. Cette proportion est tout simplement la plus faible de toute l'Union européenne, et de loin. L'Irlande arrive en deuxième position avec 50 %, la moyenne européenne est à 62%, et l'Allemagne à 74%.

En 2003, lors de la canicule qui causa 15 000 morts en France, la Seine-Saint-Denis fut le deuxième département le plus touché par cette catastrophe climatique, alors même que ce département est le plus jeune de la région Île de France. Mauvaise qualité du logement, pollution de l’air, vulnérabilité de la santé : la catastrophe climatique touche en premier lieu les quartiers populaires. Abstract :
China acquired nuclear weapons in the 1960s, yet remained critical of deterrence as a policy. Indeed, the country used a variety of other terms to describe its nuclear weapon policies. In contemporary China, both its conventional and nuclear policies are described in terms of integrated deterrence. While China’s nuclear weapon policy remains unique, its deterrence imaginary has become more in line with those of other nuclear weapon states. Juha Vuori argues that the transformation of China's deterrence imaginary is closely connected to the normalization of nuclear weapons in China and that it is part of China’s identity politics.

Callot et Watteau au comptoir du costume : pratiques théâtrales et pratiques foraines

Cette intervention explore la relation entre l'art visuel produit dans le sillage du théâtre et la théâtralisation de la vie sociale à la fin de la période moderne (vers 1600-1900). On évoquera la représentation du personnage du Pierrot par Antoine Watteau (1684-1721) et l'œuvre du graveur Jacques Callot (1592-1635). La convergence des pratiques théâtrales avec les pratiques du marché - non pas le marché de l'art, mais le marché comme forum réel et imaginaire de la vie sociale – était une préoccupation essentielle pour ces deux artistes. À cent ans d’écart, ils ont tous deux exploré cette convergence à travers un genre spécifique : la gravure de costume. Une discussion générale de ces thèmes sera suivie par une enquête particulière sur l'utilisation du comptoir de magasin comme dispositif pictural dans les représentations visuelles des foires parisiennes.

Marika Takanishi Knowles est maîtresse de conférences en histoire de l'art à l'Université de St Andrews. Son travail porte sur la culture visuelle française et la vie sociale à la fin de la période moderne (vers 1600-1900). Elle vient de terminer un livre sur le personnage du Pierrot, Pierrot and his world: Art, theatricality, and the marketplace in France 1697-1945 (Manchester, 2024), poursuivant ainsi le travail initié dans son premier ouvrage, Realism and Role-Play: The Human Figure in French Art from Callot to the Brothers Le Nain (Delaware, 2020). Elle a publié de nombreux articles, notamment sur le motif cosse-de-pois dans l'orfèvrerie, Edgar Degas et la représentation du papier dans ses scènes administratives, et les photographies de Nadar.

The intersectionality of the climate crisis can be viewed as a humanitarian crisis with far-reaching impacts on vulnerable communities worldwide. In Latin America, home to some of the most biodiverse regions in the world, Indigenous and local communities are particularly susceptible to climate change, facing challenges such as water scarcity, deforestation, biodiversity loss, and threats to their livelihoods.

This panel seeks to address the multifaceted nature of the climate crisis and policy making in the Amazon, which has prompted Latin American states and other Amazon states, notably France, to question how domestic laws and policies can protect environmental defenders, and how joining forces can affect the impact of each state in the solutions brought to social demands in the Amazon: international standards, regional cooperation, national joint actions, etc. This panel aims to address these questions and explore the potential of the Amazon Cooperation Treaty Organization in tackling transnational issues. It is also an opportunity to spread awareness about the Amazon in Europe to garner support for conservation and sustainable development efforts.

L’association Entourage propose un atelier pour sensibiliser contre les préjugés sur le monde de la rue. Entourage est l’association qui offre un réseau social aux personnes sans-abris et œuvre contre l’exclusion des personnes à la rue. Mercredi 24 avril, bâtiment C (situé 9, rue de la Chaise) salle 933

La sensibilisation se déroule en quatre temps: 

1) comprendre le contexte (précarité, isolement croissants en France, sans-abrisme) et dans quelle démarche s’inscrit cette sensibilisation (le besoin identifié, notre rôle)

2)  déconstruire les préjugés que l’on peut avoir sur le sans-abrisme,  pour porter un regard plus juste sur les besoins et les réalité 

3) agir concrètement : clés de posture pour “aller-vers” et clés d’orientation. Des conseils concrets pour agir à son échelle pour lutter contre l’isolement sociale des personnes en grande précarité

4) temps d'échanges

L’association Entourage nous a aussi proposé un format interactif avec la présence d’un membre du comité de la rue. Le comité de la rue est formé de personnes ayant vécu dans la rue ou y vivant encore pour certains qui co-construisent le projet Entourage. 

The Social-ecological dimension of the European Green Deal

The 2019 European Green Deal (EGD) has been a quantum leap in the history of European climate policies. It gave unprecedented priority to the climate crisis, setting 2050 as a target for the decarbonization of European economies (European Commission, 2019). As ecological issues have gained salience, it is also becoming increasingly evident that both climate change and climate policies will generate a new wave of social risks for European welfare states to address, disproportionally impacting not only low-income households but also the lower middle class (Beaussier, Chevalier, Palier 2024). Since the publication of the EGD, a just transition policy framework – meant to “leave no one behind” in the green transition – has been gradually emerging at the EU level, with notable instruments including the Just Transition Fund and the Social Climate Fund (Zimmermann and Gengnagel, 2023; Graziano, 2023). Nevertheless, the EU’s weak interpretation of just transition is likely to be insufficient to meet the huge challenges ahead, since EU efforts only target the most urgent social impacts of the green transition (Sabato et al. 2023; Crespy and Munta, 2023). Furthermore, just transition policies should always be in line with the EU growth imperative, which problematically remains unquestioned, as the EU strives to make growth “green” through technological modernization (Laurent, 2021). To make matters worse, consensus around the European Green Deal seems to be fading in many parts of the political spectrum and sectors of society, with new “eco-social divides” on the rise, potentially pitting environmentalists against welfare enthusiasts (Otto and Gugushvili, 2020).

With the EU elections just around the corner and in the face of growing support for far-right parties and anti-green “countermovements”, it is more necessary than ever to reflect upon how to strengthen the EU just transition agenda, and how to redesign the European Green Deal towards a truly social-ecological model. In this respect, in the past few years, a growing academic interest in the interconnections between social and ecological challenges and policies has surfaced, bringing various scholars to build a Sustainable Welfare and Eco-social Policy Network (Mandelli et al, 2022). The aim of scholars in this network is precisely to study eco-social policies, which should allow us to address the new social risks related to climate change, by building a sustainable welfare that guarantees human needs within planetary boundaries (Bohnenberger, 2023; Gough, 2017). This objective often goes hand to hand with the promotion of a post-growth approach, seeking to reduce the ecological footprint of the welfare state, which is rooted in its growth dependence (Büchs and Koch, 2017).

The seminar aims to discuss the political challenges and perspectives for a social-ecological European Green Deal. Renowned scholars from the Sustainable Welfare and Eco-social Policy Network are invited to present their works in the framework of SciencesPo’s Socio-Ecological Transition Initiative (SET), which is coordinated by Anne-Laure Beaussier (CSO), Éloi Laurent (OFCE), Matteo Mandelli (LIEPP) and Bruno Palier (CEE). The seminar is sponsored by the To Be Project, funded by the European Union, and it is co-organized by CSO, CEE, LIEPP, OFCE in partnership with SciencesPo’s Atelier interdisciplinaire de recherches sur l'environnement and Institut pour les transformations environnementales. The ultimate goals of the seminar are to encourage exchanges between international academics and SciencesPo’s researchers interested in these interdisciplinary issues, as well as to inform the current political debate about the future of the European Green Deal. In this spirit, EU policymakers from the European Commission, the European Parliament and European trade unions will be invited to discuss the academic presentations.

The seminar is structured in three parts. In the first session, speakers will provide theoretical and normative perspectives about sustainable welfare and eco-social policies beyond growth. The second part will shed light on the political conflicts and coalitions connected to environmental and social policies. Third, and finally, we will discuss the social-ecological dimension of the European Green Deal, highlighting its potential and shortfalls.

À l’heure de la disparition des derniers survivants de la Shoah, l’UEJF Sciences Po a l’honneur d’acceuillir Arlette Testyler, rescapée du Vel d’Hiv et évadée de Beaune-La-Rolande, pour qu’elle nous raconte son histoire.

Née en 1933 à Paris, Arlette voit son père se faire arrêter lors de la « rafle du billet vert », puis déporter à Auschwitz en juin 1942. Sa mère, sa sœur et elle sont raflées en juillet 1942, emmenées au Vélodrome d’Hiver puis internées au camp de Beaune-la-Rolande. Après quelques semaines de captivité, les trois femmes réussissent à s’évader du camp et fuient à Vendôme où elles vivront cachées jusqu’à la Libération en 1944.

Venez écouter son témoignage pour vous aussi contribuer à la transmission de la mémoire de la Shoah quand ceux qui l’ont vécu ne seront plus là.

A “Soft” Financialization of Social Policy? Calculating the Value of Social Investments in the United States and Finland

The process of financialization introduces financial ideas, logics and practices to non-financial and non-economic fields, yet little is known about the formation of expectations in non-financial contexts, and the factors that influence the variation of expectations. This study explores the formation of expectations in the context of the "social investment state" by studying new methods that enable policy actors to value social investments. The rise of the social investment policy paradigm represents a shift in the rationale and justification of social spending: from the neoliberal dictum that social spending for services and programs is undesirable, toward reframing specific forms of social spending as investments that are expected to yield future returns. Policymakers' ability to invest in new social programs requires a capacity to value such investments. The paper examines the development of such valuation capacities in the context of experimenting with the Social Impact Bond (SIB) model. SIBs are financial contracts in which private capital is invested in innovative social programs with governments providing a return depending on the degree of success. The production of SIBs requires policymakers’ intensive engagement, including many hours of studying financial rationales and techniques, and experimenting with them. As platforms of intense learning SIBs have broad policy implications.

According to the valuation approach, the work of valuation entrepreneurs and the methodology they develop and apply determine what is of value. We follow valuation entrepreneurs and their accomplishments in two very different states: the United States and Finland. We ask how a financialized mode of valuation becomes re-embedded in the context of social policymaking? And what are the outcomes of this process in the United States and Finland? To answer these questions, the study analyzes textual sources (e.g. official documents, grey literature) as well as semi-structured interviews with key protagonists. We argue that the valuation of social investment represents a “soft” process of financialization leading to hybrid outcomes. In the context of financial diffusion, policy actors adopted a "Return on Investment" approach. Demonstrating non-financial professionals’ capacity to advance financialization from below, remote from financial markets, is an important contribution. And yet, the financialization process remains partial. The selective adoption of financial conventions demonstrates the path-dependent role non-financial fiscal state logics continue to play in states' calculations of social investment.

The study shows and explains variation in the valuation of social investment in the US and Finland by showing how different valuation methodologies were constructed and legitimized in each institutional context. In the US, the valuation of social investment developed with an over emphasis on statistic rigor, failing to value plausible returns in the long-term future. Moreover, the calculation of return on social investment was limited, considering only cost-savings for the Federal government, and thus ignoring and devaluing potential gains to state and local governments. In Finland, valuation methods included (and thus gave value to) the long-term future, and paid greater attention to intangible outcomes for actors other than central government. Although the calculated value of social investment remained committed to the state’s fiscal interests, the financialization of valuation went further in Finland at the expanse of neoliberal commitment to unburden the fiscal state which was prominent in the US.

In the 1970s, health and safety accidents involving plastics and the counterculture’s emphasis on a return to natural materials made plastics uncool, dangerous even. A decade later, plastics were back in style and more convenient than ever. Yet some women in Texas and Oregon started noticing huge amounts of plastics littering shorelines. By organizing the first “citizen” beach-clean-ups, they brought the public’s attention back to the dangers of plastics. While often framed in the rhetoric of the “small gesture” that could “save the earth,” these events offered a radical proposition: holding producers accountable. Today, the beach-cleanup has become one of the most popular forms of environmental action, with Ocean Conservancy’s International Coastal Cleanup Day mobilizing over one million volunteers in 150 countries each year. But, for what and for whom are beach cleanups? By historicizing the beach cleanup, this talk will revisit the plastic crisis, modern environmentalist tactics, and nature consciousness in the neoliberal era.

Elsa Devienne is Assistant Professor of History at Northumbria University in the UK where she teaches environmental history, US history and American Studies. Her first book, Sand Rush: The Revival of the Beach in Twentieth-Century Los Angeles, is out this spring with Oxford University Press. In 2021, the French version of the book won the Willi Paul Adams Award given by the Organization of American Historians and was a finalist of the Prix de la Recherche SAES/AFEA.

For over 30 years, the EASTR organizes annual meetings, "STRs European Days" or "Euro-Mediterranean Observatory of public territorial action" which have gathered about 3000 State territorial representatives - prefects, governors, Regierungspräsident , voïvodes or commissioners in 40 different European cities, through 20 countries. The European Days focus on the exchange of experience and professional best practices. The Observatory for its part seeks to promote better coordination of public and private actors for the development of territories.

This paper examines the recent drying of Lake Poopó, in the central Bolivian Altiplano. While numerous fishing cooperatives and indigenous campesino communities were negatively affected by the lake’s drying, arguably the greatest impact was experienced by the three communities of Urus indigenous peoples, located on the lake’s eastern shore. As a consequence of their historical marginalization – which began in the pre-Hispanic era, intensified during the Colonial period, and has continued into the present – Urus have virtually no land of their own and have historically depended on fishing, hunting and gathering in the lake and surrounding wetlands. With the drying of the lake, Urus communities have experienced high levels of out-migration and deepening immiseration. This paper examines the causes and consequences of the lake’s drying and considers the broader political economic context of regional socio-environmental transformation. While climate change undoubtedly plays a role in the lake’s drying, it has been exacerbated by large-scale water withdrawals for mining, agriculture, and urban uses. Thus, the power relations involved in contemporary patterns of resource use, in combination with regional environmental change, have combined to magnify the vulnerability of fragile ecosystems and already marginalized populations

Based on the original survey conducted in 2023 among displaced Ukrainians living in the EU member states, Marina Keda examines migrants’ participation in European cultural practices, and their commitment to such values as respect for human rights, freedom and democracy. She studies the evolution of self-identity towards Europe using representative surveys carried out in Ukraine in the past.

Speaker:
Marina Keda, PhD, is a Jean Monnet fellow at the Migration Policy Center of the Robert Schuman Centre for Advanced Studies of the European University Institute (Florence, Italy), and the Head of the Center for European Studies at the National University “Chernihiv Colehium” (Ukraine). Her research interests include the EU cultural and migration policies, the concept of Europe and the European integration, the European history and identity. Currently she is the academic coordinator of the Erasmus+ Jean Monnet Project SEED ‘Studying Europe – Educational Dimension’.
