170428 - Urban growth, risk and utilities: the case of Manila Metro

The second session of the Green Growth of Urban Utilities in South East Asia, a research project funded by USPC NUS*, will explore the consequences of Metro Manila rapid urban development on the sustainable provision of water and electricity. The Philippine’s capital, while one of the most vibrant and fast growing cities in all of Asia, remains an underexplored territory, that raises several important questions pertaining to the capacity of metropolitan regions to steer a balanced, sustainable growth in a context of conflicting developmental objectives, contested provision of urban services and difficult coordination between local government units (LGUs).
In order to deal with these questions Emma Porio will present an encompassing analysis of existing risks in the capital of the Philippines, comparing it to other cities in the Philippines such as Cebu. Alvaro Artigas will address the sustainability framework of the Manila Metro, exploring in particular the trade-offs at play in relation to the development of electricity and water networks in a context of segmented urban development. Dominique Lorrain will delve more precisely in the urban economy of the city, presenting the role of real estate and service holdings, a fundamental feature of the Philippine’s urban development. Morgan Mouton will explore the main electric utility of Manila and the affordability issue for middle classes.
