Séminaire Cities are back in town

In most societies, there is a segment of the population that is not integrated by labor markets. These are the people who are the most likely to constitute a threat to social order. They will exhibit unpleasant behaviors—crime, vagrancy, riots, etc.. These people are dealt with a mix of welfare and punishment. We know welfare and punishment to vary wildly across time and space, with social policy more or less stingy and punishment more or less barbaric. My question: what determines the generosity of social policies, and the humanity of penal policies? The principle of less eligibility holds that in every society, welfare will be made less attractive than lower wage work, and punishment will make crime less attractive than welfare. This, I contend, is the iron law of social engineering. It explains why American poor relief is meager, and why Finnish prisons have saunas. Punishment and welfare are capped by the situation of the lowest class of workers on the labor market.
