Cahiers européens de Sciences Po

The purpose of the Cahiers européens de Sciences Po (Sciences Po’s European notebooks) is to promote the development and dissemination of research on European integration and to contribute to scientific debate on Europe. 

The aim is to provide a space for the publication of ongoing research on European issues conducted at Sciences Po and beyond. The Cahiers européens help to disseminate the work of guest researchers and professors at Sciences Po’s Centre for European Studies and Comparative Politics or participants in its activities. Their goal is also to give visibility to some of the best work of the PhD candidates attached to the Centre. 

The Cahiers européens publish texts from all relevant disciplines, in French or English, peer-reviewed by a multidisciplinary committee. In order to make original research available to the scientific community,the Cahiers européens are conceived as an intermediate category of publication where researchers can provide access to interesting and high-quality work that may subsequently be published in conventional form (book, article in a scientific journal)

Sciences Po’s Cahiers européens are signed and referenced. They are published and archived on the Centre for European Studies website. The authors retain copyright over the texts.

Abstract: The current crisis could lead us to expect an overall increase of conflicts in the EU legislative process and eventually a shift from a consensual system to a majoritarian system. This paper aims to assess the evolution of the EU legislative process for the period 1996-2014 and shows that legislative actors still comply with the norm of consensus. We provide explanations for this resilience and analyse its effects. The paper demonstrates that in a context of greater divisions between EU actors, the systematic search for compromise and consensus contributes to modify the legislative regime in the sense of a greater Malthusianism and instability.

Abstract: The functional logic that had for so long guided European member states along the path towards ‘ever closer union’ has been challenged more and more strongly in recent years by a growing voice of popular dissent. Where previously, matters at the European table were kept out of the realms of domestic electoral politics, more recently they have come to the fore, as European integration has become ever more politicised in the light of a wave of radical right wing populist, single issue parties contesting the ‘elite consensus’ that more Europe is a good thing. This politicisation of Europe has left incumbents in an uncomfortable situation as they are forced to mobilise on an issue that they would rather see left off the agenda. This paper explores the framing strategies that centre-right parties deploy vis-à-vis Europe in domestic electoral campaigns, to decipher whether the heightened politicisation of European integration has provoked a Eurosceptic response among the erstwhile visionaries of the European project. Using an inductive textual analysis of manifesto data from three centre-right parties of the largest European Union (EU) member states, the present study finds that the politicisation of European integration follows party-systemic logics – but that there is nonetheless a remarkable tendency among the centre-right to frame Europe more and more in cultural-identitarian terms than in economic-utilitarian terms. Whether this alone can be equated to a tendency towards Euroscepticism remains an open question.

The “Populist Moment”: Towards a “post-liberal” Europe?, CHOPIN, Thierry

Abstract: Nowadays, the increasing defiance of citizens of Western democracies towards political institutions and classes governing their national democracies centres around a “populist moment”, which can be regarded as a the symptom of a crisis of liberalism. If the rise of populisms finds its roots within specific national contexts, this phenomenon features some general characteristics - anti-elitism, anti-pluralism and anti-liberalism – that weakens liberal democracy, and more specifically, European democracies.

These trends must lead us to redefine liberalism in order to challenge the excesses and inadequacies of political and economic systems, by putting an emphasis on the limits of the State and the market, as well as on the respective limits of demands for security, freedom and identity.

To counter this “post-liberal” populism, the UE must take into account several aspirations expressed by its citizens: the need for community and identity through the issue of European borders, a response to the social question as well as a better protection regarding economic and security matters.

Therefore, a narrative on a “regalian Europe” is necessary. Such objective aims to strengthen the sovereignty of public authorities, be it at the national and European levels, to protect the physical and economic security of European citizens, while allowing the greatest possible space for individual liberty. Faced with this “populist moment”, it is that precise balance we need to redefine.
